RESOLUTION NO.076 - 2003
RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY OPPOSING PROPOSAL EXPANDING COMMUNITY HEALTH OF SOUTH
DADE, INC. INTO MONROE COUNTY AND SUPPORTING THE PROPOSAL OF
RURAL HEALTH NETWORK OF MONROE COUNTY, INC. FOR A PILOT PROJECT
FOR INDIGENT PRIMARY CARE.
WHEREAS, Community Health of South Dade, Inc. (hereinafter CHI) is a community health
center, as defined by federal law, located in Miami-Dade County, Florida; and
WHEREAS, CHI has submitted a proposal to expand their operations into the northern part of
Monroe County; and
WHEREAS, Rural Health Network of Monroe County, Florida, Inc. (hereinafter RHN) is a
coalition of local health care professionals currently providing primary care to indigents
throughout Monroe County and therefore does not meet the federal definition of community
health center but does meet the definition of an outreach network under 42 USC § 254c(c);
and
WHEREAS, CHI's proposal would duplicate efforts and expend resources which could more
economically be allocated for indigent primary care in Monroe County by funding a pilot
project to be operated by a local provider which has already established a base of operations
in the County and is already providing said care; and
WHEREAS, RHN has adopted a position that the proposal of CHI is unjustified; and
WHEREAS, Monroe County is an area of Critical State Concern, in fact the only County in
the State of Florida which has its entire jurisdiction so designated, and the State of Florida,
through concurrent regulations on the County, greatly discourages any development or use of
resources, including additional traffic on US Highway 1, water usage and providing for
additional waste to accommodate additional business; and
WHEREAS,the Board of County Commissioners deems it to be in the best interests of
Monroe County to deter any additional drain on local resources when a healthcare provider of
indigent primary care exists in the County and is providing services throughout the County;
and
WHEREAS, RHN is seeking consideration by the federal Health Resources and Services
Administration(hereinafter HRSA) for a pilot project to be operated by RHN in Monroe
County;
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY that:
1. The Board Of County Commissioners Of Monroe County concurs with the position taken
by RHN that the proposal of CHI is not justified for the following reasons:

a) RHN has already created and implemented primary care services for the uninsured and
working poor in north Monroe County; and
b) Based on the number of clients to be served, the CHI proposal would not be cost-
effective; and
c) Expansion of a Miami-Dade group into Monroe County would seriously limit local
involvement, guidance, control and leadership with respect to the provision of primary
care.
2. The Board of County Commissioners of Monroe County supports a proposal by RHN to
be considered for an HRSA-funded pilot project for indigent primary care in Monroe
County.
3. That the Clerk of Monroe County is directed to distribute certified copies of this
Resolution to HRSA, and Mark L. Szurek, Ph.D., CEO, Rural Health Network.
PASSED AND ADOPTED this 19th day of February , 2003,by the Board of County
Commissioners of Monroe County, Florida.
