Board of County Commissioners
Thursday, May 14, 1992
Key Colony Beach
A Special Meeting of the Monroe County Board of
County Commissioners convened at 3:30 p.m. on the above date
at the City Hall in Key Colony Beach. Present and answering
to roll call were Commissioner Earl Cheal, Commissioner Jack
London, Commissioner John Stormont, and Mayor Wilhelmina
Harvey. Commissioner Jones arrived later in the meeting.
Also present were Rosalie Connolly, Deputy Clerk; Randy
Ludacer, County Attorney; Tom Brown, County Administrator;
County Staff; members of the Press and Radio; and the
general public.
All stood for a moment of silent prayer and the
Pledge of Allegiance.
COUNTY ADMINISTRATOR
The Board entered into a discussion of the proposed
Duck Key Security District Budget for Fiscal Year 1993. Dr.
Crawford Adams addressed the Board. Ed Bayer presented the
proposed budget. Motion was made by Commissioner Cheal to
approve the proposed budget. During discussion, the motion
was withdrawn. The County Administrator recommended that
their budget year begin on October 1, 1992 and end on
September 30, 1993. The Board recommended that the commit-
tee immediately meet with the County's Budget Director and
Purchasing Director in order to become fully aware of the
County's policies and procedures. Motion was made by
Commissioner Cheal and seconded by Commissioner London to
approve the proposed Duck Key Security District Budget for
Fiscal Year 1993 in the approximate amount of $64,000.00,
subject to adjustment so that the budget is in accordance
with the County's fiscal year. Roll call vote was unanimous
with Commissioner Jones not present.
The Board then entered into a discussion concerning
the following proposed Resolution requesting that the
Supervisor of Elections place on the September First Primary
Ballot a referendum question concerning the creation of a
Security District funded by non -ad valorem assessments for
the Duck Key Subdivision, Monroe County, Florida. Motion
was made by Commissioner Cheal and seconded by Mayor Harvey
to amend the Resolution so that the referendum question
would now read as follows:
Should Monroe County levy a non -ad valorem
assessment in the next fiscal year and for sub-
sequent fiscal years as authorized by Ordinance
in the amount of $200 per residence and $20 per
vacant lot in the Duck Key Subdivision for added
law enforcement services within the subdivision,
including approximately $52,000 for security
firm service, approximately $7,000 for the
hiring of off -duty law enforcement personnel
when needed, and approximately $5,000 reserve
for future security needs?

and to then adopt the following Resolution as amended. Roll
call vote was unanimous with Commissioner Jones not present.

PUBLIC HEARING
A Public Hearing was held regarding the transmittal
of the Unincorporated Monroe County Comprehensive Plan to
the State Department of Community Affairs. Proof of publi-
cation was entered into the record. Growth Management
Division Director Bob Herman addressed the Board. He
advised the Board of the Elements that would be considered
tomorrow. Mr. Herman then announced that he would inform
the public of the various Elements and the names of the
Staff members assigned to those particular issues so that
the public could contact them. John Fernsler of Wallace -
Roberts -Todd addressed the Board. Mayor Harvey read into
the record a FAX received from 1000 Friends of Florida.
Rosalie Connolly, Deputy Clerk, read into the record a
letter from Steve Eid, District 3 Commissioner of the
Mosquito Control Board. The following individuals addressed
the Board: Debbie Harrison, Vern Pokorski, Joyce Newman,
Bob Skerrett, Ralph Muchnik, Peter Kalla, Ann Nickerson,
Cleare Filer, Bob Davis, Michael Bier, F. C. Bean, H. T.
Pontin, Berry Vail, E. F. Dwyer, Eugene Shinkevich, Marjorie
Mearns, Wendy Grow, George Kundtz, George Schroder, Robert
Kilby, Naulda Bomier, Joan Tucker, Tom Styer, Judi Clarke,
Mike Barr, Bruce Horn, Dagny Johnson, Nancy Brown, Michael
Chenoweth, Thomas Stout, William Dantzscher, Karen
Williamson. Assistant County Attorney Garth Coller
announced that there would be a second Public Hearing held
at the Key Largo Library at 5:05 p.m. on May 21, 1992.
There being no further business, the meeting was
adjourned.
