A Workshop Meeting of the Monroe County Board of County Commissioners convened
at 10:00 A.M., at the Marathon Government Center. Present and answering to roll call were
Commissioner Heather Carruthers, Commissioner Mario DiGennaro, Commissioner George
Neugent, Commissioner Kim Wigington, and Mayor Sylvia Murphy. Also present at the
meeting were Roman Gastesi, County Administrator; Suzanne Hutton, County Attorney; Pamela
G. Hancock, Deputy Clerk; County Staff, members of the press and radio; and the general public.
ADDITIONS, CORRECTIONS, DELETIONS
There were no Additions, Corrections, or Deletions made to the Agenda.
WORKSHOP
Item B A workshop was held wherein the Board discussed the April, 2010 Biological
Opinion and Reasonable and Prudent Alternatives (RPA's) to avoid jeopardy to Federally Listed
Threatened and Endangered Species related to actions by (FEMA) for issuance of flood insurance
in Monroe County. Mayor Murphy announced that there would be no public input accepted
during the workshop. Christine Hurley, Growth Management Director discussed several of the
summary items. Ms. Hurley corrected the agenda item background under Options: 2. from items
1 -12 to items 1 -10. Bob Shillinger, Chief Assistant County Attorney addressed the Board.
The Workshop Meeting of the Board adjourned.
SPECIAL MEETING
A Special Meeting of the Monroe County Board of County Commissioners convened
with all members present.
Item A Direct staff to take steps regarding the April, 2010 Biological Opinion and
Reasonable and Prudent Alternatives (RPA's) to avoid jeopardy of Federally Listed Threatened
and Endangered Species related to actions by (FEMA) for issuance of flood insurance in Monroe
County. The following individuals addressed the Board: Sloan Bashinsky, Bill Hunter, Sandy
Walters, representing Seacamp; and Alicia Putney. Bob Shillinger, Chief Assistant County
Attorney and Christine Hurley, Growth Management Director addressed the Board. After
discussion, motion was made by Commissioner Wigington and seconded by Commissioner

Neugent directing the County Attorney to intervene in court and directing the County
Administrator to task the lobbyists with this issue. Roll call vote carried unanimously.
There being no further business, the meeting of the Board of County Commissioners was
adjourned.
