AVIATION SERVICES AGREEMENT
BETWEEN THE COUNTY OF MONROE
AND DAMES & MOORE
In accordance with Articles I and II of the Aviation Services Agreement dated the 141b day of April,
1993 between the County of Monroe and Dames & Moore, this Work Authorization provides the
Authorization for preparation of a Major Conditional Use application for improvements at Key
West International Airport, as set forth in Attachment 1.
NOW THEREFORE, that in consideration of the mutual covenants and agreements contained
herein, the parties do mutually agree as follows:
A. SCOPE OF WORK
The Scope of Work for this Work Authorization shall be as indicated on ATTACHMENT 1
hereto, entitled Scope of Work, Major Conditional Use Application for Development
Approval, Key West International Airport.
B. PERIOD OF SERVICE TIME
Consultant will begin work promptly after receipt of a fully executed copy of the Work
Authorization under this Agreement and shall complete the work within the time frame
indicated in Attachment 1; such receipt shall constitute written notice to proceed.
If Consultant's services called for under this Agreement are delayed or suspended in whole
or in part by CLIENT for reasons beyond CONSULTANT'S control, the time for
performance shall be adjusted appropriately. If such delay or suspension extends for
more than one year for reasons beyond the CONSULTANT's control, various fees and/or
rates of compensation provided for elsewhere in this Agreement shall be subject to
renegotiation. Any change in such fees shall apply only to the unfurnished services as of
the effective date of such change.
C. COMPENSATION
Compensation for the work to be performed under this Work Authorization shall be in
accordance with Article IV of the approved AGREEMENT dated the 14th April, 1993
between the County of Monroe and Dames & Moore as set forth in Attachment 1.
Compensation shall be a maximum of one hundred and twenty-seven thousand dollars
($127,000), based on the Schedule of Compensation which follows. Initial authorization
for Tasks I, II, III and IV is for fifty-seven thousand dollars ($57,000). Compensation for
each Task shall not exceed that indicated on the Schedule of Compensation. Additional
service Tasks A, B or C shall only be authorized by the County as an amendment to this
Work Authorization.

(1) Dames & Moore had budgeted 40 hours each for the first and second sufficiency
responses or approximately $6,000 and approximately 120 hours or $14,000 for the
four (4) meetings,/public hearings. Upon receipt of the sufficiency questions, Dames
& Moore will give the County an estimate to respond to staff concerns. Should the
County authorize extensive responses or coordination meetings and the upset limit
for Task II, III and IV be reached prior to completion of the project, then the County
will be requested to authorize Tasks B and subsequently Task C, if required.

3) Maximum Compensation shall not be exceeded without prior approval from

County Planning staff require one additional Item Task A shall be authorized.
5) Additional Items Tasks B and subsequently C shall be authorized as necessary to
complete sufficiency responses and attend meetings/public hearings if the
maximum compensation for Tasks II, III, and IV is reached before the sufficiency
process, meetings and public hearings are complete.

IN'I1tODUCTION
This scope of work incorporates the proposed expansion of the existing terminal
building at the Key West International Airport. Monroe County, in accordance with
Section 9.5.252(c)(1) of the Monroe County Zoning Code, requires a Major
Conditional Use review for airport uses of 5,000 square feet or more of enclosed
space. Therefore, in accordance with the Monroe County Zoning Code, DAMES &
MOORE will provide the consultant services, as described in the task outline to
follow, necessary to complete the Major Conditional Use review process.
DAMES & MOORE will be responsible for the coordination and management of the
Major Conditional Use review process. Under separate contract, David Volkert and
Associates will be responsible for design of the terminal expansion. Together with
the Client and the General Consultant, it will be critical that intercoordination
efforts be maintained throughout the approval process. Coordination meetings and
progress reports are expected to occur throughout the project and particularly
following completion of major tasks. Coordination will also be required with the
reviewing agencies, particularly Monroe County, and the Florida Department of
Transportation.

TASK 1. COMPLETE MAJOR CONDITIONAL USE APPLICATION FOR
DEVELOPMENT APPROVAL
A. Malor Conditional Use Review Application for Development Approval
The Monroe County Zoning Code, in accordance with Section 9.5-
252 (c) (1), requires a major conditional use review for airport uses of
more than 5,000 square feet of enclosed area. The proposed terminal
expansion will be more than 5,000 square feet. To the maximum
extent possible the information generated for the completion of the
environmental assessment and stormwater master plan will be utilized
to meet the requirements for the major conditional use review.
DAMES & MOORE shall prepare the application for development
approval form provided by Monroe County for the major conditional
use review. The following list of information is specifically required
by the Monroe County Zoning Code. All items such as conceptual
floor plans, site plans, and landscape plans shall be supplied to
DAMES & MOORE by Monroe County or the project architect.
a) An environmental designation survey consisting of:
1. A plan drawn to an appropriate scale (to be determined
at the pre -application conference) showing the
following:
• location of property;
• date, approximate north point and graphic scale;
• acreage within the property;
• boundary lines of the property and their bearings
and distances (from existing sources);
• topography and typical ground cover;
• general surface characteristics, water areas and
drainage patterns;

• contours of an applicable interval (to be
determined at the pre -application conference;
• one hundred year flood -prone areas by flood
zone;
• presently -developed and/or already altered areas
(from the 1986 Key West International Airport
Master Plan); and,
2. A natural vegetation map and/or a map of unique
environmental features. It is anticipated that this map
will coincide with information in the Environmental
Assessment.
3. Aerial photographs of the property and surrounding
area (as previously provided by DAMES & MOORE).
4. A review of historical and archaeological sites by the
Florida Division of Archives, History and Records
Management. It is anticipated that the letter to be
obtained from the State Historic Preservation Officer will
indicate that no such sites are expected on the property.
5. A review of unique environmental features.
6. Actual acreage of specific vegetation species or other
environmental considerations (from the Environmental
Assessment).
7. General information relating to the property in regard
to the potential impact which development of the site
could have on the area's natural environment and
ecology.

8. Environmental Resources: describe plans for vegetation
and landscaping of cleared sites including a completion
schedule for such work.
9. Environmental Resources - Wildlife: Describe the
wildlife species which rest, feed or reside on or adjacent
to the proposed site. Specifically, identify those species
considered to be threatened or endangered. Indicate
measures which will be taken to protect wildlife and
their habitats.
10. Environmental Resources - Water Quality: Identify any
wastewater disposal areas including stormwater run-off;
septic tank drain fields, impervious surfaces, and
construction related runoff; describe anticipated volume
and characteristics. Indicate measures taken to minimize
the adverse impacts of these potential pollution sources
upon the quality of the receiving waters prior to, during
and after construction; identify the nearshore water
quality and identify how this development will not
adversely impact the nearshore water quality. Indicate
the degree to which any natural drainage patterns have
been incorporated into the drainage system of the
project.
b) A Community Impact Statement, including:
1. General description of the proposed development -
Provide a general written description of the proposed
development. Include in this description the proposed
phases of development or operation and facility
utilization, target dates for each of these, and date of
completion. In addition, indicate the site size,
development staging and appropriate descriptive
measures. Identify aspects of the project design, such as

a clustering, which were incorporated to reduce public
facilities costs and improve the scenic quality of the
development. Describe building and siting specifications
which were utilized to reduce hurricane and fire damage
potential to comply with federal flood insurance
regulations and the comprehensive land use plan.
2. Impact assessment on public facilities and water supply -
Identify projected daily potable water demands at the
end of each development phase and specify any
consumption rates which have been assumed for the
project. Provide proof of coordination with the Florida
Keys Aqueduct Authority, assess the present and
proposed capacity of the water supply system and the
ability of such system to provide adequate water for the
proposed development. Describe measures to ensure
that water pressure and flow will be adequate for fire
protection for the type of construction proposed.
3. Public Facilities - Wastewater Management: Provide
proof of coordination with the Florida Department of
Health and Rehabilitative Services. Provide projection of
the average flow of wastewater generated by the
development at the end of each development phase.
Describe proposed treatment system method and degree
of treatment, quality of effluent, and location of effluent
and sludge disposal areas. Identify method and
responsibilities for operation and maintenance of
facilities, and if public facilities are to be utilized,
provide proof of coordination with the Monroe County
Waste Collection and Disposal District. Assess the
present and projected capacity of the treatment and
transmission facilities to provide adequate service to the
proposed development.

4. Public Facilities - Solid Waste: Identify projected average
daily volume of solid waste generated by the
development at the end of each phase and indicate
proposed methods of treatment and disposal. Provide
proof of coordination with Monroe County Municipal
Services District and assess the present and projected
capacity of the solid waste treatment and disposal system
and the ability of such facilities to provide adequate
services to the proposed development. Comply with the
requirements of Section 9.5-426 of the Zoning Code
concerning any applicable traffic study.
5. Public Facilities - Transportation: Provide a projection
of the expected vehicle trip generation at the
completion of the development. Describe in terms of
external trip generation and average daily and peak -hour
traffic. This task only includes preparation of the
Arterial Trip Assignment Summary table as identified in
the Monroe County "Traffic Report Guidelines" February
1993. This table shall be prepared based upon
generalized assumptions and not detailed traffic
analyses. Should the County or any review agency
require detailed analyses or additional back-up beyond
those defined hereon for the MCU, the services will be
provided as an additional service.
6. Housing - This is not applicable
7. Special Considerations - Describe the relationship of the
proposed development to the comprehensive land use
plan objectives and policies. Indicate relationship to
existing or proposed public facilities plans and identify
and conflicts and indicate any relationships of the
project to special land use and development districts
such as airport noise and hazard zones, solid or liquid

waste treatment of disposal areas. If applicable, assess
the impact of the proposed development upon the
adjacent or nearby municipalities or counties. It is
anticipated that an expanded discussion maybe required
to meet this requirement.
c) Surrounding Property Owners - DAMES & MOORE shall
provide a list of the names and addresses of all owners of
property within 300 feet of the boundary of the project. This
list will be compiled from the current tax rolls in the property
appraiser's office.
B. Copping and Printing of MCU Application Documents
DAMES & MOORE shall make the appropriate number of the major
conditional use application documents as required by Monroe County,
not to exceed 15 copies. This task shall also include reimbursable
costs such as copying, telephone calls, etc.
TASK II. FIRST SUFFICIENCY RESPONSE
DAMES & MOORE will prepare responses to the initial sufficiency questions
from the Reviewing agencies. It is anticipated that the responses will consist
of clarifications of information supplied in the application and/or minor
additional information. If major additional analyses or information are
required these will constitute additional services. The printing and
distribution of up to 15 copies of the first MCU sufficiency response will be
provided for the reviewing agencies and the members of the project team.
Additional copies will constitute additional services.
TASK III. SECOND SUFFICIENCY RESPONSE
DAMES & MOORE will prepare responses to a second round of sufficiency
questions from the Reviewing agencies. It is anticipated that this set of
second responses will consist of only minor clarifications of information

supplied in the first sufficiency responses. If major additional analyses or
information are required or additional new questions require responses
beyond those asked in the first sufficiency, this will constitute additional
services. The printing and distribution of up to 15 copies of the second
MCU sufficiency response will be provided for the reviewing agencies and the
members of the project team. Additional copies will constitute additional
services.
TASK IV. MEETINGS AND PUBLIC HEARINGS
A. Meedm and Public Heariam - ICV
DAMES & MOORE will attend one (1) mandatory meeting with the
Development Review Committee to discuss their comments (first
sufficiency review meeting). There are two required public hearings;
one (1) before the Planning Commission and one (1) before the
Board of County Commissioners. DAMES & MOORE will attend these
hearings with other members of the project team, if necessary. It is
anticipated that presentation graphics will be prepared by both
DAMES & MOORE and the project architects, David Volkert &
Associates. DAMES & MOORE will participate in the presentation of
materials or be available to answer questions.
In addition, due to the sensitivity of the entire Keys area, our Scope
includes attendance at one (1) additional public hearing which could
be the result of a continuance or as a result of a request for an appeal
before the Monroe County Board of County Commissioners.
The basic scope contains four (4) meetings (trips to Monroe County).
The pre -application or kick-off meeting with the DRC is covered in WA
#1. If additional meetings with staff are required specifically to
address issues concerned with the major conditional use review, or
multiple Planning Commission or BOCC meetings are required
beyond those described above, then such meetings shall constitute
additional services.

ADDITIONAL SERVICES
TASK A. TRANSPORTATION ANALYSIS
The transportation methodology for the preparation of the Transportation
Impact Analysis (TIP) is summarized in the following sections. The
methodology is based upon guidelines reported in Monroe County's "Traffic
Report Guidelines" February, 1993.
The TIA will be prepared to address the three major objectives identified in
the County's Report Guidelines: assessment of the number of additional
daily trips assigned to U.S. 1, provide access to the street system in
accordance with the County's standards, and maintain acceptable level of
service at the intersections serving the site.
1. Study Area
The Study Area for which the TIA will be based upon shall include the
signalized and significant unsignalized intersections on Roosevelt Boulevard
and U.S. 1 within two (2) miles of the airport access at Roosevelt Boulevard;
the roadway segments of Roosevelt Boulevard and U.S. 1 within three (3)
miles of the airport access; and all U.S. 1 bridges within sic (6) miles of the
airport access.
The Study Area limits were prepared based upon review of the County's
Guidelines and preliminary correspondences with Monroe County (Mr. Mark
Rosch) .
2. Inventory of Existing Conditions
DAMES & MOORE will perform an inventory of the existing roadway network
within the Study Area as necessary to estimate existing transportation
conditions within the Study Area.

This inventory will include compiling available data from the appropriate
governmental agencies and will include: traffic volume counts - daily, a.m.
and p.m. peak hour, seasonal adjustment factors, truck and heavy vehicle
factors, traffic signal operational data, peak hour factors and capital
improvement program. If necessary, DAMES & MOORE will conduct up to
ten (10) peak hour turning movement counts within the study area.
The data inventory will be used to assess the existing transportation
condition in the Study Area. Capacity analyses of the intersections and
roadway links will be performed based upon the technical guidelines
reported in Transportation Research Board Highway Capacity Manual, 1985
(1985 HCM). In addition, the inventory data will be used in the preparation
of future year analysis as indicated below.
3. Trip Generation
Traffic volumes generated by the airport terminal project will be estimated
through a limited passenger survey conducted at the Key West International
Airport. The purpose of the surveys will be to obtain data on trip purpose,
trip origin/destination and type of ground transportation utilized.
Airport management will also be contacted to obtain similar trip data on
employee and service trips.
In addition to the data collection efforts reported above, twenty-four hour
traffic count data will be collected at the Airport accesses. This data will be
used to estimate the total traffic generated by the Airport and the
directional/peaking characteristics of the traffic. An estimate of future year
aircraft operations characteristics will be obtained from the current Key West
International Airport Master Plan to assist in the estimation of future year trip
generation of the proposed terminal. The trip generation data collected
from the review and surveys of current Airport operations and the future
year operation estimates will be considered collectively in preparing the
future year trip generation and trip distribution.

4. Future Non -Project Traffic (Background Traffic) Projections
Future year background traffic will be estimated for the project buildout year
by adjusting up current year traffic counts based upon methodologies from
Monroe County's Comprehensive Plan.
5. Distribution and Assignment
Distribution and assignment of project traffic to the adjacent road network
will be estimated based upon review of the existing traffic patterns within the
project area, and population and employment data prepared by Monroe
County. In addition, traffic patterns recorded in the inventory task will be
used in this process.
6. Capacity Analyses
Capacity analyses will be performed for existing, background and total
(background plus project) traffic conditions based upon
methodologies/procedures reported in the 1985 HCM.
7. Site Access
Analysis of the accesses to Roosevelt Boulevard will be performed based upon
methodologies/procedures reported in the 1985 HCM. Access conditions will
be assessed to comply with access standards established by Monroe County.
8. Analysis Documentation
Findings of the TIA will be documented and will include appropriate
supporting text and worksheets to evaluate the analysis findings.

TASK B AND C ADDITIONAL SERVICES FOR SUFFIC NCY RESPONSES,
MEETINGS AND PUBLIC HEARINGS
DAMES & MOORE will prepare additional information for
sufficiency questions from reviewing agencies at the direction
of County's Director of Community Services. This task shall be
authorized if the maximum compensation established for Tasks
II and III in the basic project is reached before the sufficiency
process is complete or the County authorizes sufficiency
responses beyond the second round.
DAMES & MOORE will attend meetings with planning
department or agency staff to coordinate permit items beyond
the four (4) meetings/hearings defined in Tasks IV. This task
shall be authorized if the maximum compensation established
for Task IV is reached before the project is complete.

DAMES & MOORE will provide the CLIENT with a schedule for the services to be
provided after the CLIENT gives DAMES & MOORE notice to proceed. The schedule
will include the time frames necessary for DAMES & MOORE to complete each task
over which it has control, and an estimate of the time it will take for externally
controlled tasks to be completed. The schedule will be updated periodically as
made necessary by external factors.
TEEMS NOT INCLUDED IN THIS SCOPE OF SERVICE
It is DAMES & MOORE's responsibility to assist the Client by performing clearly
outlined tasks described in the Scope of Services in order to complete an acceptable
Major Conditional Use Application. DAMES & MOORE's services do nof include:

• Public notification or advertisements; or
• Other items not specifically described in this proposal.
