As you are aware, on December 1, 1987, the Board of County
Commissioners approved and authorized execution of Change
Order No. 1 to the November 3, 1987 contract with Victor
N. DeCario & Associates, Inc. in order to establish a
contract cap of $50,000.00 and a contract effective date
of September 20, 1987.
Attached are two copies of the subject Change Order which
has now been fully -executed and sealed. One copy should
be retained by you and the other copy should go to your
contractor.

The original contract approved by the Monroe County Board of
County Commissioners did not contain a spending cap for the above
referenced contract. Based on best estimates provided by Mr.
DeCario in the attached memorandum and current knowledge, it
would appearthat a cap of $50,000.00 would be reasonable.
The change to.the contract effective date would have no monetary
effect upon the contract.

RE: PROPOSAL TO IMPLEMENT GIS SYSTEM

The RFP contained provisions for hardware installation within 90
days of award of bid and software installation 30 days after the
hardware is installed. A training schedule has to be prepared by
the vendor, IBM/WPS, and it would appear that training would
begin after software installation. Assuming a 30 day training
schedule there appears to be 5 months of involvement in the
actual installation/training process.
In addition to the above there is a series of decision processes
that are required before actual work on the GIS can be done in
earnest. These processes include:
Final hardware configuration.
Contract negotiations.
Site selection and preparation.
Communications alternatives analysis.
Final communications configuration.
Communications installation.
GIS standards.
GIS security.
GIS specific outputs for each entity.
GIS programming considerations.
These processes may be done concurrent with the installation and
training but will, by necessity, be active prior to award of
contract as well as beyond training.
I would consider that my activities would commence immediately,
continue thru the GIS programming phase and then be ongoing thru
a GIS future expansion process for the life of the system.
I estimate that Monroe County would be in a position to begin the
90 day installation clock on October 1,1967 with software
installation beginning January 1,1986. This assumes that all
four entities have compatible decision calendars and can make the
commitments in a timely manner. All funds are assumed to be
available concurrently or special provisions must be made.
With this in mind I feel that my involvement in the immediate
project thru GIS programming would be approximately 6 months. An
approximate cost to Mcnroe County for the s•ix month period is
$45,000, plus sales tax, as shown on the attached estimate.
Please feel free to discuss this proposal with me and the other
three entities as you see fit.
