Dear Mr. Skelly:

Pursuant to your request, we are pleased to submit herewith
our cost proposal to update the Airport Master Plan Study
and related Airport Layout Plan for the Marathon Flight
Strip.
Our understanding of the required scope of services follows:
1. INVENTORY PHASE: Data collection to determine
(A) latest based aircraft count, and (B) other
changes in aviation activity which has occurred
subsequent to the preparation of the original air-
port master plan study in 1976 and the conduction
of the Environmental Impact Assessment Study for
the Marathon Flight Strip in 1979.
2. FORECAST PHASE: Aviation forecasts to include
(A) update of based aircraft forecast, and (B)
update of aircraft activity by type of aircraft
and associated peak period factors.
NOTE: The above referenced information which is
relevant and necessary for an airport master
plan study update, was not required to be
assessed nor provided in the Environmental
Impact Assessment completed in November.1979.
However, total general aviation and air car-
rier activity was forecast for purposes of
the noise and air quality analyses. At that
time, an elaborate socio-economic analysis

was performed in order to update these to-
tal activity forecasts. It is considered
that these forecasts continue to be reli-
able and would, therefore, be relied upon
heavilly in this updated analysis.
3. FACILITY REQUIREMENTS PHASE: Based on the conclu-
sions and recommendations of the Environmental Im-
pact Assessment and other airport developments sub-
sequent to that date, perform a re-evaluation of
(A) the air carrier terminal and apron location,
size and operational requirements, and (B) a com-
plete re-evaluation of the general aviation facili-
ties in terms of area allocation, location on the
airfield, and operational mix with air carrier
operation.
NOTE: It is considered that the most recent data
provided in the EIA in connection with the environ-
mental and demand/capacity analysis can be relied
upon for any changes which may be considered in
the updated Airport Layout Plan.
4. PLANS DEVELOPMENT PHASE: In addition to the asso-
ciated report text corresponding to (1), (2) and
(3) above, the following plans shall be produced:
A) Updated Airport Layout Plan
B) Updated Terminal Area Plan
C) Updated Approach & Clear Zone Plan
D) Updated Construction Staging Plans.
It is anticipated that all of the above items in the defined
scope of services can be accomplished within four (4) weeks
of our receipt of your Notice to Proceed.
All work shall be performed in accordance with FAA prescribed
procedures, regulations and controlling criteria.
Our fee for the above described work shall be a lump sum of
Four Thousand Eight Hundred and Twenty five Dollars ($4825.00).
This fee shall be billed and the total fee paid upon comple-
tion and submission of the work.
It should be noted that this fee does not provide for any
additional work not -covered by the herein specifically described
scope of services, and which may otherwise be requested by
Monroe County or the FAA during conduction of the work and/or
processing and coordination for final governmental agency
approval.

QUALIFICATIONS SUMMARY
Prior to becoming President of BR&R Associates, Inc., Mr. Rebull
was the Director of Operations and Senior Project Manager, Airports
Division, of a large international engineering, architectural and
planning firm in Coral Gables, Florida. In this capacity, he was
responsible for the marketing, contract negotiation, client and
governmental agency coordination, management and technical super-
vision of planning, design and construction of numerous airport
projects, both domestic and foreign.
During this period, he managed a staff of upwards of twenty profes-
sional personnel, generated a volume of over 3 million dollars in
fees, representing some 50 million dollars in construction value,
and established a permanent branch office in Orlando, Florida.
From 1979-80, Mr. Rebull represented the consulting engineering
sector as a member of the Florida Department of Transportation
Ad -Hoc Aviation Committee for the development of State standards
for construction of general aviation airports in Florida. He is
a 3-year member of the Greater Miami Chamber of Commerce Transpor-
tation Action Committee and has served two terms as sub -committee
chairman of Aviation and Air Routes. Mr. Rebull is a 3--year member
of the South Florida Construction Industry Advisory Council of the
American Arbitration Association, representing the South Florida
Section of the American Society of Civil Engineers.
Mr. Rebull, who is fluent in Spanish, has been an adjunct professor
at Florida International University, School of Engineering Techno-
logy, an instructor in the School of Engi-neering, Miami -Dade Commu-
nity College, and has taught Professional Engineer Licensing
Examination refresher courses in Spanish to practicing engineers.
Mr. Rebull is past President and Area Director of the South Florida
Section of the American Society of Civil Engineers.
EXPERIENCE
1974-1980: Connell Metcalf and Eddy, Inc., Coral Gables, Florida.
Director, Airports Division. Responsible for Division administra-
tion, client development and governmental agency coordination, and
technical supervision for all airport consulting projects, planning,
design and construction phase inspection of new installations and
renovation of existing facilities. This has included numerous air-
field and airside FAA ADAP and non-ADAP projects involving terminal
area development, hangars, major car rental office and site facili-
ties, auto parking facilities, new design and/or reconstruction of
runways, taxiways, aprons, all airfield lighting including VASI, ILS,
CAT II, vault renovation and upgrading, terminal access and peri-
meter roads, CFR vehicles, security fence and cargo buildings.

various transportation and airport related projects such as the
Opa-Locks and North Dade Expressway Corridor Location Studies,
Dade County, Florida; major landslide stabilization and renovation
of Mingo County Airport, Williamson, West Virginia. In the area
of marketing, was responsible for preparation of proposals and
presentations in both Spanish and English for numerous transporta-
tion projects in Latin America.

Enclosed please find a contract from Mr. Pat Rebull of
BR&R Associates, Inc. for basic airport consulting services
for fiscal year 1982. You will notice in Section IV that
since the annual retainer is less than $5,000, competitive
bids are not required for these services. However, govern-
ment regulations may require competitive bidding for con-
sultants in federally funded projects that exceed $10,000
(e.g. ADAP). In this situation, the county's share of
these services should only be 5%.

its renewal for a period of one year commencing upon expiration, at
