STANDARD EMPLOYMENT AGREEMENT
Agreement entered into
this 3rd day

3 years
by
and between the Monroe
County Board of County
Commissioners,
a
political subdivision of
the State of Florida, hereinafter referred to as "Board" and
Edward B. Barger, Jr. hereinafter referred to as Employ-
ee.
In consideration of the mutual covenants, promises, and repre-
sentations contained herein, the parties agree as follows:
The Board hereby employs, engages, and hires Employee 'as the
Director, Veterans Affairs
under the
direct management
of
the County Administrator
Employee
shall carry out to
the
best of his ability the following
functions and duties:
In addition to the jurisdiction, authority and duties
which may be conferred upon the Employee by other
provisions of the Monroe County Code, the Employee
shall have the following jurisdiction, authority and
duties, as described in addendum A - (attached
signed copy of job description)
1. Employee agrees that he will at all times faithfully,
industriously, and to the best of his ability, experience
and talents, perform all of the duties that may be
required of and from him pursuant to the terms hereof.
2. This Board shall pay Employee, and Employee shall accept
from the Board, in full payment for Employee's services
hereunder, compensation as follows:
(a) Salary of $32,300.00 per annum.
(b) Benefits and services received by other Monroe County
Employees, including but not limited to life
insurance, medical, hospitalization, dental and
vision care, retirement, holidays, annual and sick
leave and Social Security benefits as provided
by the Monroe County Personnel Policies and Proce-
dures except as expressly amended below:
(c) Employee, at the direction of the County
Administrator, shall represent the County's
interests, at national, state and local
professional society functions.
3. The Employee shall be entitled to annual cost of living
raises as may be awarded to Monroe County employees
each fiscal year beginning October 1.
4. Merit raises as may be awarded on an annual basis at the
Monroe County Board of County Commissioners approved rate,
if so recommended by the County Administrator.
5. Employee shall devote all of his time, attention,
knowledge, and skill, during working hours solely to
County matters, and Employee shall not engage in the
practice of his profession in the private sector.
6. The Employee shall have the use of County services and
personnel to carry out the functions of his job,
including, but not limited to: legal, accounting,
secretarial and clerical assistance. (Office space,
utilities, telephone services, custodial services, books,
library, postage, office supplies, photocopy equipment,
furniture, office equipment and computer equipment as may
be necessary.)
7. Employee shall have the following amenities in addition
to those mentioned above: Nothing in this aggrement shall prevent,'�
limit or otherwise interfere with the right of the employee to resign at any
time from his-position'with the'Cdunty providing the employee shall give the
County Commission 90 days notice in advance, unless the parties shall otherwise agree.
8. The Board shall reimburse the Employee for all travel and
lodging expenses on approved County business at the rate
specified under Florida Statutes.
9. Employee may be terminated in the following manner:
(a) For Cause. The County Administrator may
remove the Employee from office for cause as
set forth in the Monroe County Employment
Policies and Procedures Manual in accordance
with the procedure set forth in the County
Administration Law of 1974 also known as
Part III of Chapter 125 Florida Statutes, as
amended.
(b) Termination Without Cause. The County
Administrator, with concurrence from the Board of
Commissioners, may remove the Employee at any time
without cause by enactment of a resolution at any
regularly convened Board Meeting in accordance with
the procedures set forth in the County
Administration Law of 1974, also known as Part III
of Chapter 125, Florida Statutes, as amended.
Upon adoption of said resolution, the Board shall
cause to be paid to the Employee 6 months severance
pay, together with payment for accrued annual
leave not yet taken by him. Full payment
shall be made by the Board within twenty
(20) days of such termination.
Additionally, in the event that said Employee is removed
for cause under the provisions of 9.(a) above, and a court of
competent jurisdiction renders a judgement which shall become
final after appeal, he shall receive his reasonable attorney's
fees and court costs incurred in successfully bringing said suit,
if Employee is adjudicated not guilty under 9.(a).
In the event that the Board shall vote to abolish the
Employee's position during Employee's term of office, the same
shall be deemed a removal without cause under the provisions of
this subsection.
10. Notwithstanding Paragraph 9 the County Administrator
shall review the Employee's performance at the end of the
first year's employment. The basis for said review
shall be an analysis of the Employees performance as
specified, in addendum A.
11. Employee may begin the period of his employment on or
before January 15, 1989 , at the County Administrator's
discretion.
IN WITNESS WHEREOF, the parties hereto have executed this
agreement the day and year first above written.

VETERANS SERVICE OFFICER / Director of Veterans Affairs
General Description
Specialized administrative work counseling, advising and assisting veterans,
widows and their dependents in any claims with the Veterans Administration
or other Federal, State or County agencies to secure for them any benefits
they may be entitled to under County, State or Federal statutes.

Manages and supervises the personnel of the Veterans Service Office to assure
effective and efficient service to veterans and their dependents and widows of
veterans. Maintains communications with the veteran community, all veterans
organizations, as well as the civic and business community. Participates in
and attends conferences and conventions relating to the field of veterans
affairs so as' to be current and knowledgeable on all matters affecting veterans
benefits.
Assist the veteran in filing claims for compensation, pension, aid and attendance
allowances, insurance benefits and educational benefits.
Assist the veteran in matters pertaining to Social Security to the extent of
arranging an interview with a Social Security representative.
Assist widows in filing death and insurance claims.
Conducts office interviews to assist the veteran with a specific problem requiring
professional advice.
Counsels with representatives of the Railroad Retirement Board, Social Security,
Civil Service Retirement Board, and Social Service workers on matters related to
benefits the veteran may be entitled to.
Consults with hospital personnel on matters pertaining to specific benefits the
veteran may be entitled to as a result of hospitalization.
Prepares claim forms and briefs and assembles necessary information to establish
the validity of the claim under Federal and State Statute.
Contacts doctors and other individuals relative to furnishing official affida-
vits and evidence for individuals claimants. Represents veterans before various
officials as necessary to establish veteran's claims.
Prepares and presents talks to civic groups on matters pertaining to veteran's
affairs; contacts employers relative to employment opportunities for veterans
with emphasis on disabled veterans. Prepares, submits and maintains operating
budget and related records.
Public Relations Responsibilities
Veterans Service Officer maintains a close relationship with public media, civic
and service groups, veterans' organizations and community leaders in order to
advance the veterans' programs of the Monroe: County Veterans Service Offices and
to promote a better image of County Government. To this end prepares public
statements, speeches and announcements for the Veterans Service Offices of Volusia
County, and represents this office as a speaker when requested.
Assists other veterans' organizations' service officers within Monroe County to
develop their own individual programs. He provides guidance to other veterans'
organizations' service officers and post commanders concerning changes in laws,
rules and regulations made on Federal, State and County levels and also serves
as a point of contact for them and for the news media for inquiries of this nature.
Writes and publishes an Annual Report which includes the activities of this office
in the given fiscal year and the progress made. Other pertinent information re-
lating to veterans, which is current and is both interesting and useful to them,
is also included. These reports are sent to officials at the Federal, State and
local levels as well as to various veterans' organizations and other interested per-
sons in the public and private sector as requested. In this manner the Veterans
Service Officer promotes a favorable view of the Monroe. County's efforts on
behalf of the veterans with other areas of government and with the veterans/depen-
dents as well.
The Veterans Service Officer has significant responsibilities in the area of en-
suring that Volusia County veterans, their widows and orphans receive appropriate
assistance and advice as to their rights and benefits under the law. This entails
writing well and effectively on their behalf to various military and Veterans Ad-
ministration Boards, Medical Centers and Record Centers as well as to representatives
in government on the Federal, State and local levels.
In the interests of the veterans of Monroe County the foregoing work in the
area of Public Relations is a necessary requirement of an effective Veterans
Service Officer.
Legislative Liaison Responsibilities
Serves as the principal point of contact for legislative matters for the Volusia
County veterans' organizations. Veterans Service Officer is responsible for
responding to veterans' organizations, legislators, and other interested organiza-
tions on the status of the various veterans' legislation that is proposed or in
the prdcess of being passed. Veterans Service Officer coordinates with the
appropriate local, State and Federal agencies concerning legislation dealing with
the veterans of Monroe County. These responsibilities include distributing
information on the latest legislation before the State and Federal representatives
which affect the veterans/dependents benefits so that the veterans/dependents will
be able to contact their representatives concerning their view of these matters.
The Veterans Service Officer is also responsible for developing, analyzing and
Justifying specific legislation. He must be alert to the needs of the veterans
and possibilities for fulfilling those needs by specific legislation that is
properly written according to legal rules and sent to the representative most likely
to appreciate the value of the legislation requested.
The Veterans Service Officer is responsible for establishing and maintaining liaison
with newly formed committees, such as the Veterans Affairs Committee. This liaison
is maintained with their leadership and staffs by arranging for a free and timely
interchange of information between the committee and the Monroe County Veterans
Service Officer.
The Veterans Service Officer acts as liaison between the veterans/dependents and
the various Veterans Administration hospitals and medical facilities in order to
redress grievances and assist in instituting necessary changes in the effective
care of our veterans/dependents.
Dictates necessary correspondence in reply to routine letters received by the
office.
Performs related work as required.
Minimum Qualifications: Education and Experience
Four year B.S. Degree in Public or Business Administration or related fields.
Must qualify under Section 292.11, Florida Statutes. Must be certified by the

State Director of Veterans' Affairs. Must have at least two years of progressive
responsible administrative experience.
Knowledge and Abilities
Considerable knowledge of the laws, rules and regulations governing veterans'
benefits under Federal and State Statutes. Ability to exercise good judgement
in counseling and assisting in the solution of veteran's problems. Ability to
enlist and retain the respect, confidence and cooperation of veterans and veteran's
agencies.
Ability to supervise and direct the work of employees. Ability to interpret and
enforce various State and Federal Statutes dealing with veteran's affairs. Ability
to establish and maintain effective working relationships with employees, veterans,
their dependents, civic groups and the general public. Ability to express one's
self clearly and concisely, orally and in writing.
Special Requirements
Must be an honorably discharged wartime veteran with at least eighteen months of
active military service, as required by Florida Statute 292.11.
