THIS AGREEMENT is between Bartell & Bartell, Ltd. (hereinafter referred to
as "B & B") of State College, Pennsylvania; and the County of Monroe (hereinafter
referred to as "County") of the State of Florida.
WHEREAS, B & B represents that it is in the business of providing professional
consulting services to local governments in the areas of personnel, and municipal
management; and
WHEREAS, B & B represents that it is familiar with the needs of the County
with respect to the processes involved in the selection of a County Administrator; and
WHEREAS, B & B represents that the B & B officer or representative executing
this Agreement is authorized to execute same on behalf of B & B; and
WHEREAS, The county officer or representative executing this Agreement is
authorized to execute same on behalf of the County.
THEREFORE, intending to be legally bound hereby, B & B and the County
mutually agree as follows:
1. B & B agrees to furnish its professional consulting services described in the
attached proposal date March 2, 1993 (Attachment "A").
2. In consideration for B & B's providing said professional consulting services
as outlined in Paragraph One (1), the,County agrees to pay the amount
specified in Attachment "A" based on services,prov4ggT aid payments
shall be made within thirty (30) days after the submiss`ibii of partial invoices

ATTACHMENT A
This letter is to confirm our conversations of March 2, 1993. This letter outlines
our understanding of the scope or work to be performed by Bartell & Bartell Ltd. Center
for Executive Assessment and Development and the associated cost. It is further agreed
that this scope of work may be expanded by the selection Committee as the selection
process evolves.
Specifically the scope of work minimally includes the following:
1) Review the current job description, draft job description formulated by the
screening committee and the advertisement for the position. The result to be
a reconciled and recommended statement of minimum job qualifications and
clarified job description.

2) Conduct telephone interviews of five divisional heads, County Administrator, and
up to two additional mangers within each of the five divisions to clarify and
refine the "Proposed Candidate Profile of County Administrator".

3) Create a draft screening questionnaire to be refined by the screening committee;
review our corporate files for information about the sixty quarter -finalists; and
review the resumes, applications and screening questionnaires of those finalists
as screened and identified from the 60 quarter -finalists. Appropriate comments
and recommendations will be made with regard to the screened quarter -finalists.

4) Written assessment screening of 10 semi-finalists.

5) Administration of Assessment Center to final five candidates using two assessors
from Bartell & Bartell Center, supported by the Selection Committee or their
designates.
$ 8,285.00
6) Associated travel, mailing and telephone costs.
Charged at actual, not to exceed:
$ 4,500.00
Any additional work will be negotiated and charged separately. Work formally
begins upon telephone notification of acceptance.

2. I understand that a "public entity crime" as defined in Paragraph 287.133(l)(g), Florida Statutes, means a
violation of any state or federal law by a person with respect to and directly related to the transaction of business
with any public entity or with an agency or political subdivision of any other state or of the Unted States, including,
