Amendment 04/17/1996AMENDMENT TO THE MONROE COUNTY AGREEMENT FOR
BICYCLE AND PEDESTRIAN TRANSPORTATION SERVICES
This Amendment to the Monroe County (Client) and Barton-Aschman Associates, Inc.,
(Consultant) agreement for bicycle and transportation services is entered into by and between
the parties.
Whereas, increased funding from the Florida Department of Transportation for bicycle and
pedestrian transportation planning services has become available; and
Whereas, such increase in funding allows for an expanded scope of services; CV -n
Now, Therefore, the parties mutually agree to amend the parties' agree -�nf for I�yclep
and pedestrian planning services executed by the Consultant on Februaryry :14, 19A an(C
approved by the Client's Board of County Commissioners on February 21, 11996 '(theArigin?T

agreement), which is hereby amended as follows: o
1.) The Exhibit A of the original agreement is deleted and the Exhibit A attached to this
amendment is substituted.
2.) The Exhibit B of the original agreement is deleted and the Exhibit B attached to this
amendment is substituted.
3.) Section 4 of the original agreement is amended to provide that the final report is
required in Task 6 and the deadline to furnish the final report is extended to twelve months after
commencement.
4.) Section 5.1 of the original agreement is amended to provide that the maximum
compensation available to the Consultant is $130,000. The compensation schedule of Section
5.2 of the original agreement is amended to provide:

MONROE COUNTY BICYCLE/ PEl I1STRIAN PLAN
SCOPE OF WORK
The following four objectives have been speei6ed for the M- inroe County Bicycle/ Pedestriai Plan:
1) An Analysis of the current environment for bi(, cling and walking in Monroe County.
2) An Evaluation of needs for bicycle and pede :1xian facilities in Monroe County.
3) Programs, policies and recommendations for new and improved bicycle and
pedestrian facilities in Monroe County.
4) Programs and Polices which affect the environment for bicycling and waling in
Monroe County.
The following tasks and subtasks will be performed in orde - to meet the above objectives:
Task 1 Inventory of Existing Conditions
This task will inventory the current roadway characteristics; ac i >ident data; bicycle facilities; and plans,
policies and regulations that will affect the bicycle/pedestrimi plan. The information to be collected
and analyzed for this task has been divided into two group:: technical data and policy issuers.
1.1 Technical Data Collection .and Analysis
1.1.1 The Consultant will inventory the exis : ng physical and operational conditions
of:
a. All arterials and collectors;
b. Existing, Proposed and Plant , 1 Bicycle/Pedestrian facilities identified
in the "Overseas Heritage T i ail ; and
C. The following enhancement gi Jects in the FDOT Work Program that
have construction funds allo, . xted:

d. The location of all existing and proposed public schools, parks,
libraries, major shopping are, work places, hotels, visitor centers,
public beaches and tourist att - actions.
The major physical and operational conditio . s which the Consultant will inN entory

(ii) Roadway and shoulder width;
(iii) On -street parking characteris .cs

(v) Width of sidewalks

Except for data item number (iii), (vii), and ; x), the remaining data will be o5tained
from existing sources, such as the FDOT RCI data base, the Monroe County
Engineering and Public Works Departmeu-s, City offices and other concerned
agencies.
1.1.2 The Consultant will map the existin i, bicycle/pedestrian facilities using the
information collected above.
1.1.3 The Consultant will transfer the road, ray physical and operational conditions
collected above onto a series of Mor: roe County maps.
1.1.4 The Consultant will inventory bicycle :'pedestrian accident data forth,: past 5
years (injuries and fatalities) and tra i sfer this data onto the Monroe County
map.
1.1.5 The Consultant will identify the ne,;ds for bicycle and pedestrian facilities
using the 1990 Nationwide Persons I Transportation Study (NPT;) data,
Journey to Work data, and the Bure 1 u of Census data.
The County will provide the Consultant with : icographical Information System (GIS)
maps for Monroe County. The Consultant w ll transfer the data collected under Task

1.1.2 through 1.1.4 onto GIS maps. In the ab ; nce of GIS maps, the Consultant will
use the available Monroe County maps.
1.2 Plan and Policy issues
1.2.1 The Consultant will inventory exdsti:g plans, policies, and regulations that
effect bicyclists and pedestrians. The i include but not limited to:
Adopted Comprehensive Plans;
• Land Use Elements
• Transportation Elements
• Parks and Recreation Elemer, . s
Board of Education Plan;
• Bicycle/Pedestrian Education : d Curriculum
• New Facilities
• School Safe Routes
Land Development Regulations;
• Zoning Restrictions
• Subdivision Regulations
• Development Requirements
Restrictions or Conditions related tc the use of public land; and
Capital Improvements Program con i itions and requirements.
The Consultant will analyze the above data t: identify policies that aid and constrain
the development and implementation of thy,. Bicycle/Pedestrian Plan. Any existing
policy that would significantly constrain - I ce development of a suitable bicycle/

pedestrian plan will be critically analyzed. Rec : ,mmendations will be provided for the
amendment of the policy if absolutely warrar ;:ed.
TASK 2 Identification of Bicycle Pedestrian Use a -,d Usage
This task will identify the specific needs of bicyclists and pedo Arians and their compatibility vaith the
existing bicycle/pedestrian facility characteristics and desig : standards for both facility design and
special treatment/design at conflict areas. This task will alsc identify primary bicycle users ;;uch as
advanced and/or casual bicycle riders in different localities.
2.1 Public Input
Through public participation meetings that will inelud . representatives of the Monroe County
Planning and Public Works Department, FDOT, Mom oe County Sheriffs Department, school
system, municipal government and tourism pros, oters, and other interest groups, the
Consultant will identify specific needs of bicyclists, edestrians and motorists. This ,xill not
only help the Consultant to identify the safety concern of the citizens but also to establish the
level of usage expected in a particular locality.
Three public participation meetings (one each after 1. ask 1, Task 2 and Task 4) will be held
to solicit input from the concerned agencies. These t.Iiree public meetings will be in addition
to the kick off meeting. These meetings will be advert', ed, scheduled and held by the (;ounty.
The meeting date, time and venue should be such rliat most interest groups, if not all, will
have a reasonable opportunity to attend the meeting. 7 ``te public meeting should be adbiertised
in an efficient manner to notify most, if not all inter.: it group S.
The Consultant will work closely with the County Sti ff to conduct the public meetings. The
public participation meetings will be a joint effort ': y the Consultant and the County. The
Consultant will prepare meeting minutes document' iig information gathered from public by
both the County and the Consultant.
2.2 Accident Data Analysis
The Consultant will analyze the accident data that was inventoried under Task 1.1.1 and
determine existing roadway segments that are haze: dous to bicycle/pedestrian traffic. The
Consultant will attempt to identify the deficiencies i .. the accident locations. The fallowing
basic elements will be considered for accident anab ,.is:

accident locations,
geometric conditions,
traffic volumes,
vehicle movement, and
contributing causes
Each of the above elements will be individually w Llyzed. Based on the outcome of the
analysis the Consultant will propose measures to migate or eliminate the deficienci,,s.
2.3 Existing Section and Design Section Coml atibility
The Consulatnt will review and evaluate existing an:. typical recommended design sections
for bike paths, bike lanes and sidewalks to ensure that :'Ley comply with FDOT and AA SHTO
standards and user needs. The Consultant will a plore the special treatment standard
compatibility and practicality in the areas of bicycle-pt i lestrian conflict, bicycle -motor vehicle
conflict, and pedestrian -motor vehicle conflict. The Consultant will determine the location
suitability of bike paths and sidewalks in terms of sa, I ety, accessibility, and usage.
TASK 3 Develop Goals, Objectives and Policies
The Consultant will prepare a Technical Memorandum w3 iich will be a compilation of the: goals,
objectives and policies based on the work activities of Tasks I and 2. They will be responsive: to the
input received from the public and other agencies in Task :..1 and compatible with existing plans,
policies and regulations identified in Task 1.2.2, and federal : egulations such as ISTEA, CAAA and
ADA. These Goals, Objectives and Policies are intended to b, :ome part of the Monroe County Year
2010 Comprehensive Plan; Bicycle/Pedestrian Element.
TASK 4 Bicycle/ Pedestrian System Plan
This task will be a corridor -by -corridor analysis of alternative, bicycle/pedestrian system routes using
the information compiled in previous tasks.
4.1 Develop Alternative Routes
Based on trip linkage to employment center, reside: tial areas, shopping malls, schools and
parks identified in Task 1.1, The Consultant will devc' op alternative routes using the State of
Florida Bicycle Plan and Programs, Area and "orrrdor Analysis Techniques rACAT)

Manual. This will include on and of=road bicycle fa ; ilities. Effort will be made to separate
bicycle and pedestrian traffic.
4.2 Evaluate Alternative Routes
The Consultant will evaluate the alternative routes, :-n a segment by segment basis rising a
weighted criteria based on safety, accessibility, and : haracteristics of bicycle riders! uch as
advanced and casual riders. Although there are r : any techniques available, such as the
Cycling Level of Service Technique used by the Da I e County and the Bicycle Stres. Level
Technique, the Consultant will, in consultation with the Steering Committee, determine an
appropriate set of criteria to evaluate the alternative -outes.
4.3 Develop System Plan
The Consultant will identify a bicycle/bike path an;. pedestrian/sidewalk System Plan, by
selecting the best feasible alternative for each corri i or. The System Plan will also include
specific geometric and physical treatments at con$io points.
Task 5 Bicycle/Pedestrian Facilities Awareness a ud Safety Plan
The Consultant will prepare plans to promote safety and bicycle/pedestrian facilities awareness
among pedestrians and bicyclists in Monroe County. 11: plan will be targeted more tawards
promoting and advertizing the bicycle/pedestrian facilities . Monroe County. The plan will specify
measures necessary to educate the general public, schools, : nd tourists regarding the safety issues.
TASK 6 Prepare Report
The Consultant will prepare a report that will cover informaton gathered, analyzed, and conclusions
reached upon covering all of the above tasks. The major st:.tion of the report will be:
