This is the first large purchase of what ultimately will be 150 computers representing 1/3 of the total number of computers installed in the County for use by BOCC employees. For nearly a year, Technical Services reviewed three major computer vendors’ products, Dell, Hewlett- Packard and Lenovo. Lenovo was selected as the preferred solution over the other two product lines. As a political sub-division of the State of Florida, we are able to purchase these PC’s off the state’s Department of Management Services Contract for PCs, Laptops and Monitors at the lowest discount available. We have included competitive quotes from other mainstream PC vendors to illustrate the competitive nature of these discounts. For further information, please contact your Lenovo sales representative or Lenovo Financial Services at 888-537-8838. 2 of 212/17/2010 11:45 AM Technical Services January 19, 2011 Item Background During the last several budget cycles, in order to reduce costs, Monroe County has not purchased a significant quantity of personal computers. It was normal practice for 1/3 of the County’s computers to be replaced each fiscal year as each PC came with a three year warranty. During the past 3 years, we have purchased only enough computers to do emergency replacements. As a result, nearly all of the county’s personal computers are out of warranty and some are as old as six years. Technical Services spent nearly a year reviewing the personal computers offerings of several vendors, Dell (the incumbent vendor), Hewlett Packard, and Lenovo. We ran each through our current software setups and evaluated each vendor for performance, ease of use, cost, service and support. At the end of this process our review team selected Lenovo as the best fit for our needs. In November, we purchased 10 Lenovo machines and identified 10 users that were to receive them. The idea was to try them out with actual users before fully committing ourselves to moving to this new platform. The results of the initial rollout have been successful so we are moving forward with additional purchases. We have limited storage space at our facilities and as a result we intend to purchase these machines in 3 separate purchases, 40 machines in January, another 50 in March and the final 50 in May. This will give us time to receive the machines, image them with our software and install them with the end users before the next round of machines arrive. Each time we will bring an agenda item forward to you with the request to approve each purchase. The number of displays is higher because half of these new computers will have dual screens based on our evaluation that certain users will benefit from two monitors and increase their productivity. Furthermore, we have included a 5 year warranty instead of a more typical 3 year warranty. We will be able to keep these machines in service much longer and reduce future expenses as a result. These computers are being purchased off of the State of Florida contract # 250-040-08-1 for PCs Laptops and Monitors. As a political subdivision of the State of Florida we are able to “piggyback” on this contract and purchase computers at the deepest discounts available. We have included competitive quotes from two other mainstream PC vendors, PC Mall and CDWG which illustrate the competitiveness of our discounts.
