Re: Proposal for Grants Consultant for Monroe County
Dear Mr. Lewin:
In response to your recent advertisement for services, I have prepared a
proposal to be the Federal/State grants program acquisition consultant for
Monroe County. The proposal is similar to the grants contract that I have
and will perform under for the City of Key West.
For your information, attached as Enclosure 1, is my record under my company
name of Group Seven Management Consultants for acquiring grants for the City
of Key West. There were a total of 19 grants acquired between 1975 and 1981
for a total of $10,890,086; this includes grants primarily for housing and
economic development. We also have another $1,000,000 HUD grant pending.
Emphasis for Key West has been on grants for 100 percent and requiring no
local matching funds. However, my experience also includes extensive Environ-
mental Protection Agency (EPA), Department of Labor (CETA), Law Enforcement
Assistance Administration (LEAA), Urban Mass Transit Agency (UMTA), Department
of Energy (DOE), Department of Health and Rehabilitative Service (HRS), and
U.S. and State of Florida Recreation Grant Programs, both in the capacity
as an administrator and as a consultant.
The fee schedule for these grants programs and project management services
are determined by guidelines of the various Federal agencies involved. The
fees charged to Key West have averaged approximately 3 to 5 percent of the
project grant cost. Attached as Enclosure 2 is the proposed Group Seven and
Monroe County contract. Please note that all fees are eligible grants costs
and are tailored to meet project requirements.

The proposal is similar to that of the Key West contract, except that the
basic monthly grants research fee is $600 per month. This is higher than
the Key West fee because of the geography of the County and to cover increases
in travel expenses. Also for your convenience, I have included as Enclosure 3
a summary of our proposal and an updated resume. As proposed, I will be the
principal consultant; however, as required, Mr. William Harper from Atlanta
and my son, Robert Bensko, Jr., (currently pursuing his Master's Degree at
Georgetown University in Washington, D.C.) will provide services as they have
in the past. My attorney for both grants and contract matters is F. Blane
Carneal of Fort Lauderdale, who was my Assistant City Manager in Hallandale,
Florida, and who has assisted me on the Key West grants contract.
Upon contract award, grants acquisition research will begin immediately. A
survey of the County's needs will be made and grants programs will be designed
to satisfy these needs. Included as part of this program will be an analysis
of how recent and proposed grants changes will impact the County and how the
County should adapt its programs to take advantage of program changes.

1983, by and between the COUNTY OF MONROE, Florida, hereinafter referred
to as the "County" and GROUP SEVEN, INCORPORATED, A Corporation of the
State of Florida, hereinafter referred to as "Group Seven", and authorized
to do business in the State of Florida.
WITNESSETH:
That for and in consideration of the mutual covenants and agreements here-
inafter contained, the parties hereto for themselves, their successors and
assigns, have mutually agreed and do agree with each other as follows:

FEDERAL/STATE GRANTS CONSIDERATION
I. INTRODUCTION
Group Seven proposes to provide a unique and valuable income producing
service to Monroe County, Florida, of Federal/State Grants Coordination.
The goal of this acquisition -administration program service is to acquire
funds from other agencies, including Federal and State funds, for Monroe
County to use in satisfying and providing for the needs of its citizens.
This method of financing improvements reduces the cost to the County
citizens of providing the improvements.
Group Seven will continually seek out available grant funds and revenue
sources for Monroe County and thus assist Monroe County in its attempt
to achieve a progressive posture in regards to funds acquisition.

III. WORK STATEMENTS
A. Grants Research
Group Seven shall maintain continual contact with Federal and State
agencies as to availability of Federal and State Grant and Loan Programs
and their level of funding. Group Seven shall keep the County continually
appraised of new Federal and State Grant and Loan Programs and of changes
to existing Federal and State Grant and Loan Programs.
Group Seven will analyze the County's program requirements on a continual
basis, research grants availability and advise Monroe County as to the
Federal and State funds available.
Group Seven shall, through its knowledge of Monroe County and the available
Federal and State grant and loan programs, assist the County in determining
whether the County should submit applications for particular grants. A
written quarterly report shall be submitted to the County by Group Seven
which will outline the availability of new programs and changes to
existing programs.
B. Special County Requirements
Group Seven will advise and assist Monroe County in complying with the
Federal and State requirements for obtaining grant and loan funds,
including such things as organizational, procedural, financial or personnel
changes; County Commission resolutions; and personnel certification programs
required to comply with the funding agencies of Housing and Urban Develop-
ment, Environmental Protection Agency, Health, Education, and Welfare, etc.
C. Application Preparation
Group Seven will prepare the applications required by Federal and State
Agencies to obtain the Federal and State Supplementary Funds and Loans
for those programs where directed to do so by the County.
Group Seven will prepare the proposals based on information furnished by
the County and the County's Engineer, Architect, Planner or Design Con-
sultant will provide the engineering plans, specifications and drawings
required to accompany or to be a part of these proposals when necessary.

D. Federal Agency Coordination
Group Seven will establish and maintain contact with Federal Agencies
on the State, Regional, and National level, responsible for approving
the supplementary funds or loans to ensure the County's needs be properly
understood, and Agencies' questions are expeditiously answered in order
to ensure the speedy processing of the application.
E. State Agency Coordination
Group Seven will establish and maintain contact with the State Agencies,
on the area and state level, responsible for approving the supplementary
funds or loans to ensure the County's needs are properly understood, the
Agencies' questions are expeditiously answered, and the application changes
required by the Agencies are expeditiously accomplished in order to ensure
the speedy processing of the application.
F. Area Planning Agency Coordination
Group Seven shall provide coordination with area planning agencies to
ensure that the County's needs are properly understood, the Agencies'
questions are expeditiously answered, and application changes required
by the Agencies are expeditiously accomplished in order to ensure the
speedy processing of the application.
G. Program Management Assistance
Group Seven shall advise and assist the County in administering and
managing the grant and loan program before and after the grant or loan
is awarded to include such items as cost tracking, applying for funds,
program changes and coordination.
IV. GRANTS CONSULTANT SERVICES FEE
A. Fee Schedule
1. Grants Research and Special County Requirements as defined in
paragraphs III -A and III-B, up to twenty (20) hours per month and
including a quarterly report.

2. Fees for Application Preparation and Agency Coordination and Program
Management as defined in Paragraphs III-C, III-D, III-E, III-F, and
III-G shall not exceed the following scale. Actual fees will be
based on specific program guidelines for consultant services.

3. Special Studies/Reports not Grant Related
The hourly rate for special reports, studies and management surveys
shall be $30.00 per hour plus out-of-pocket job -related expenses.
B. Method of Payment
1. Compensation to Group Seven for Grants Research and Special County
Requirements as discussed in paragraph IV-A-1, shall be paid monthly
as billed by Group Seven.
2. Compensation for Application Preparation and Agency Coordination as
discussed in paragraph IV-A-2 shall be paid to Group Seven when the
grant or loan is obtained and the program initiated, and shall be
paid as the various services involved, III-C through III-G are rendered.
V. COMPLETION TIME
This agreement shall be assumed to be an ongoing one of several years duration.
Because of the nature of this type of contractural relationship, and the com-
plexity of obtaining State and Federal Funds that Group Seven and Monroe County
should continue this arrangement until such time that the benefits of said
agreement can be fully obtained.
Each party shall have the right to terminate the agreement upon a 60-day notice.
The termination of Grantsmanship agreement does not conclude previously
contracted for services, or still pending grants or loans.

VI. CONTRACT PROVISIONS
A standard working agreement for services between Group Seven and Monroe
County shall be a sufficient contractural arrangement.
If additional services are desired at a future time, an amendment to the
working agreement in the form of a letter of service request shall be
sufficient.

GRANTS PROPOSAL SUMMARY
1. Grants Program Requirements Compliance - Compliance with Federal

Robert R. Bensko has over 20 years experience in program manage-
ment, city administration, systems engineering and management consulting.
Mr. Bensko has concentrated through the years on planning, designing
and implementing varied programs with local and Federal governments and
private industry. In the aerospace/military sector, Mr. Bensko has
performed various type management studies, designed and implemented
management information systems and aided or directed the preparation
of some of the largest proposals of all time to the Federal government,
soliciting new programs for industries, such as the C-SA Cargo aircraft,
the space shuttle and Saturn launch vehicles for General Electric,
Lockheed, IBM and Pratt and Whitney.
From November, 1980 to October 1, 1982, Mr. Bensko was employed
as City Manager of Key West, Florida for the purpose of returning the
City of Key West to a stable financial community as the primary
objective. fie supervised 27S employees in a full service City,
including public safety, solid waste and sewerage, public works,
recreation, building, planning and zoning and port and transit systems.

In less than two years, the following accomplishments were made:
1. Improved City finances from a 1980 accumulated debt of $3,000,000
dollars to a $7003,000 accummulated surplus by November, 1981.
2. Instituted financial reforms to eliminate deficits in the Solid
Waste and Port and Transit Departments, including new solid waste
compulsory service and billing system.
3. Mechanization of financial system with addition of management
information system to monitor and control revenue production and
expenditures.
4. Produced three straight balanced budgets with surpluses resulting
from a continuing program of revenues enhancement and not reliant
upon ad valorem millage rate increases.
S. Converted totally non -compliant landfill operation for many years
to a compliant operation in two years and converted operation to a
financially sound enterprise fund. Identified long-range problems
and initiated long-range solutions. Received commendation for
accomplishment from the State Department of Environmental
Regulation.
From July, 1972 to January, 1974, Mr. Bensko was employed by the
City of Hallandale initially as Assistant City Manager and then as City
Manager. As City Manager, Mr. Bensko was responsible for over 350
employees and a budget of $8,000,000 dollars in General Fund and Utilities

Fund expenditures to provide services to a population of approximately
45,000. As both Assistant City Manager for program management and City
Manager, Mr. Bensko was responsible for reorganization of city functional
departments and administrative staff designed to implement city program
goals; implementation of management plan and personnel classification and
pay plan; optimization of city's revenue producing sources, including
maximum use of Federal and State aid programs and the adoption of a
mechanized budget development and tracking process; major water and sewer
improvement and expansion projects utilizing available Federal and State
aid programs; community development activities; improvements in public
safety, such as construction of a new city hall police and fire complex,
increase in personnel and personnel salary structure, and achievement
of law enforcement and emergency medical service vehicles and communi-
cations, including Advanced Life Support and an agressive public land
acquisition program, with the addition of approximately 20 acres in
recreational land during the fiscal year, utilizing available State and
Federal aid programs; and construction of a new administration building.
Prior to his position with the City of Hallandale, Mr. Bensko was
a management consultant to local governments, Federal government and
industry specializing in program management and new business acquisition
and also served as the City Manager of Douglasville, Georgia on a consul-
ting basis for the purpose of both financial and technical problem
solving. During this time, Mr. Bensko worked on numerous projects,

ranging from water and sewer programs for local governments to
industrial proposals to manage and build the NASA Space Shuttle.
Bob Bensko graduated from the University of Alabama with a
Bachelor of Arts and Sciences Degree, majoring in historical research

hours of graduate study in historical research specializing in
economic history. Mr. Bensko has completed extensive management and
systems engineering training courses as indicated in the attached
detailed technical resume.
