At the February 16, 2011, Board of County Commissioner's meeting the Board granted
approval and authorized execution of Item C13 Task Order (TO) with Bermello Ajamil &
Partners, Inc. for engineering services to provide cost estimates and design of changes to
Bernstein Park to raise the elevation to eliminate flooding and add a soccer field to the park
(sharing space with softball).

TASK ORDER FOR ON CALL PROFESSIONAL ENGINEERING SERVICES
BETWEEN MONROE COUNTY AND BERMELLO AJAMIL & PARTNERS, INC.
FOR
BERNSTEIN PARK ELEVATION & SOCCER FIELD
This Task Order made on the 16 day of February 2011, in accordance with the Continuing
Contract for On Call Professional Engineering Services made and entered on the 16 day of
December 2009, and Amended on the 17 day of February 2010, between Monroe County
hereinafter referred to as the "County" and Bermello Ajamil & Partners, Inc., hereinafter
referred to as "Consultant" where construction costs do not exceed $2,000,000.00.
All terms and conditions of the referenced Contract for On Call Professional Engineering
Services apply to this Task Order, unless the Task Order modifies an Article of the Agreement of
which will be specifically referenced in this Task Order and the modification shall be precisely
described.
The Scope of Work is divided into two parts:
1. Provide an initial cost estimate for raising the elevation of the northern part of Bernstein
Park on Stock Island approximately 1 foot. The estimate should include the cost of fill,
drainage as needed (a disposal well is part of the existing system), irrigation (if
necessary), sod, replacement of the softball infield, backstops, and any other required
ancillary facilities (lights may /may not have to be relocated). The initial feasibility
review estimates the cost of the work as something less than $200,000.00. The object
of the cost estimate is to confirm that the project costs are in a range that is within
available finances before embarking on a detailed design.
2. Provide all design drawings and bid support services for the scope of work identified in
the first phase.
Background:
Bernstein Park is a County owned facility located on Stock Island. It contains a softball field,
a playground, walking track, and other facilities. It is subject to flooding both from heavy
rain events and when tides are very high. This limits it use. The grant establishing the park
requires that its use for softball be retained. The County has been approached by the Youth
Soccer League in Key West and the City of Key West to make the park available for youth
soccer because they have recently lost the use of some School District fields due to
construction at the school which normally hosts the league. The flooding makes the park
unreliable as an alternate. In the opinion of local officials and the County's Public Works
Department, raising the level of the playing area by one foot would be adequate to
eliminate the flooding problems.
Compensation shall be as follows:
• Civil Engineering Drawings
Design through Bidding Phase $18,300.00
• Reimbursables Not to Exceed
Total Fee
1,500.00
$19,800.00
Monthly invoices shall be submitted based on the percentage of completion.
Civil Engineering Services will include:
• Preparation of drawings and technical specifications for inclusion of bidding documents,
which will include cover sheet, general notes, existing drainage conditions, proposed
elevations and drainage improvements, and specifications for proposed surfaces.
• Preparation of drawings required for submission to Department of Environment
Resource Management (DERM) to obtain required permit. If additional deep well is
proposed, preparation of drawings required for separate permit.
• Preparation of drainage report documenting the existing field conditions, storage
requirements for a 5 -year, 10- minute storm, and the backup documentation supporting
proposed drainage.
