As you know, on September 29, 1993, the Board of County
Commissioners of Monroe County authorized execution of Funding
Agreements between Monroe County and the following:
The Islamorada All Tackle Bonefish Tournament for an
amount not to exceed $2,850.00, Fiscal Year 1994, Two Penny, on
October 10 through 15, 1993.
The Bluewater Tackle of the Keys, Inc., for an amount
not to exceed $6,500.00, Fiscal Year, 1994, Two Penny, covering
the Key Largo Sailfish Showdown on November 16 through 22, 1993.
The Islamorada Charterboat Association, Inc., for an
amount not to exceed $6,000.00, Fiscal Year 1994, Two Penny,
covering the Islamorada Sailfish Tournament for a period from
November 30, 1993 through December 5, 1993.
The Cheeca Lodge for an amount no to exceed $4,500.00,
Fiscal Year 1994, Two Penny, covering the Presidential Sailfish
Tournament on January 20 through January 22, 1994.
The Lower Keys Chamber of Commerce for an amount not to
exceed $2,360.00, Fiscal Year 1994, Two Penny, covering the 7th
Annual Island Art Fair on December 11 and 12, 1993.
The Redbone, Inc., for an amount not to exceed
$10,000.00, Fiscal Year 1994, Two Penny, covering the Mercury
Outboard's Redbone Tournament on November 5 through 7, 1993.
The Islamorada Area State Parks, Inc., for an amount
not to exceed $12,000.00, Fiscal Year 1994, Two Penny, covering
the Indian Key Festival on October 9 through 10, 1993.

THIS AGREEMENT is entered into this 141�_ _ day of �elr , 1993, by
and between the BOARD OF COUNTY COMMISSIONERS, Monroe County, Florida, hereinafter
referred to as the BOCC and Redbone, Inc. hereinafter referred to as "Event Sponsor";
WHEREAS, the BOCC, upon recommendation of the Monroe County Tourist Development
Council, hereinafter referred to as the TDC, has budgeted a portion of tourist development
revenues for promotion and support of certain fishing events; and
WHEREAS, the umbrella organization under contract to the BOCC has recommended that
certain monies be allocated to Event Sponsor; now
THEREFORE, in consideration of the mutual promises contained herein, the parties agree as
follows:
1. BOCC shall pay to Event Sponsor a sum not to exceed ten thousand dollars
($10,000.00) for promotion and related expenditures in producing Mercury Outboards' Redbone
Tournament, pursuant to the terms of the Funding Application, attached hereto and incorporated
herein by reference (Exhibit A).
Should a breach occur after the expenditure of funds by BOCC for an event, and the
event does not occur as a result of said breach, Event Sponsor shall reimburse BOCC for the
amount of funds expended by the BOCC in connection with said event.
2. Event Sponsor shall provide promotion and related services as described in detail in
the Funding Application (Exhibit A). =
3. Indemnification and Hold Harmless: Event Sponsor agrees to indemnif)rAnd hold
Monroe County harmless for any and all claims, liability, losses and causes of adon which may
arise out of the fulfillment of the agreement.
It agrees to pay all claims and losses and shall defend all suits fAted due to the
negligent acts, errors or omissions of the Event Sponsor's employees and/or agents, including
related court costs.
4. Insurance Requirements: Event Sponsor shall carry during the term of this agreement
public liability insurance, including bodily injury and property loss damage to cover all claims,
demands or actions by any person or entity in anyway arising from the operation, of this event(s).
Such liability insurance shall be in an amount not less than $500,000. Monroe County and the
Monroe County Tourist Development Council shall be named as additional insured under the
insurance policy and such insurance shall be primary and non contributing with any insurance
carried by the County. Event Sponsor shall furnish the County with a certificate evidencing the
insurance required by this paragraph not later than twenty (20) days prior to the event.
5. Event Sponsor shall maintain records to be kept pursuant to generally accepted
accounting principles, for three years after the event, and shall permit BOCC and its agents and
employees access to said records at reasonable times.

• @. For any breach of the covenants contained herein or in Exhibit A, BOCC may
terminate this agreement immediately upon service of notice of termination. BOCC may terminate
this agreement without cause upon providing 120 days notice of termination.
7. Event sponsor is an independent contractor and shall disclose any and all potential
conflicts of interest as defined by Florida Statute, Chapter 112 and Monroe County Code, Article
XXI.
8. Force Majeure: Event Sponsor shall not be liable for delay in performance or
failure to perform, in whole or in part, the services due to the occurrence of any contingency
beyond its control or the control of any of its subcontractors or suppliers, including labor dispute,
strike, labor shortage, war or act of war whether an actual declaration thereof if made or not
insurrection, sabotage, riot or civil commotion, act of public enemy, epidemic, quarantine
restriction, accident, fire, explosion, storm, flood, drought or other act of God, act of any
governmental authority, jurisdictional action, or insufficient supply of fuel, electricity, or materials
or supplies, or technical failure where Event Sponsor has exercised reasonable care in the
prevention thereof, and any such delay or failure shall not constitute a breach of this Agreement.
9. Ethics Clause: Event Sponsor warrants that he/sheet has not employed retained or
otherwise had act on his/its behalf any former COUNTY office or employee in violation of Section 2
or Ordinance No. 10-1990 or any COUNTY officer or employee in violation of Section 3 of
Ordinance No. 10-1990. For breach or violation of the provision the COUNTY may, at its
discretion terminate this contract without liability and may also, at its discretion, deduct from the
contract or purchase price, or otherwise recover, the full amount of any fee, commission,
percentage, gift, or consideration paid to the former or present COUNTY officer or employee.

We, the undersigned do hereby petition the Florida Keys
Fishing Tournaments, Inc. to become a member Tournament un-
der the guidelines set forth by the Monroe County Board of
County Commissioners and the Monroe County Tourist Develop-
ment Council as set forth in the corporation by-laws.
As a member Tournament it is understood that we may apply
for Tournament funding under th provisions outlined in the
Florida Keys Fishing Tournaments, Inc. CRITERIA FOR EVALUA-
TION OF TOURNAMENT FUNDING PROPOSALS.
It is further understood that the Florida Keys Fishing
Tournaments, Inc. is an umbrella organization in contractu-
al agreement with the Monroe County Board of County Commis-
sioners to function as primary agent for dispersal of allo-
cated funds received form the Monroe County Tourist Devel-

A crowded field of flats fishermen showed up in Islamorada to battle it out for top rod in the annual Mercury Outboards Redbone.

Th e Annual Mercury Outboards Red -
bone Tournament was won in pic-
ture -perfect style by Mitch Howell of
Plantation. Howell caught and released
seven redfish on artificial lures to win
his fourth Redbone, one of Florida's most
prestigious light -tackle fishing events.
And he did it in a way all anglers hope
to win tournaments: "Every fish we saw,
we caught," Howell said. "We didn't lose
anything."
Now, that's the way to win a tour-
nament!
The contest —staged as a fund-raiser to
fight cystic fibrosis —is only five years old.
For a single angler to have won it four
times is truly amazing.
"To tell you the truth, I'm a little embar-
rassed," Howell said at the event's awards
banquet. "We were fortunate."
On the second day, Howell released
one bonefish on flyrod and two on artifi-

cial lures for a two-day total of 1,075
points. He fished with Fort Lauderdale -
based guide John Donnell and celebrity
teammate Irene Brandon, a South Florida
disc jockey.
Television producer Curt Gowdy, Jr.,
son of the former NBC play-by-play an-
nouncer and host of ABCs "American
Sportsman," won the celebrity division
with 350 points, edging Miami Dolphin
defender, Mike Kozlowski.
Legendary Boston Celtics player, John
Havlicek, and former hockey star Denis Pot-
vin, released the largest redfish and bone-
fish, respectively, each 32 inches long.
Glen Flutie, of Fort Lauderdale, caught a
bonefish on live bait and six redfish on
anificials to finish first among the pro fish-
ing celebrities.
Tournament director Gary Ellis reported
that 128 anglers, fishing on 64 skiffs, re-
leased 65 eligible bonefish and 193 redfish
during the two-day event. All entrants, in-
cluding the celebrities, were apparently
competent anglers.
Activities were based from the Cheeca
Lodge Resort and Lorelei Restaurant. To
date, this and several other tournaments
organized by Capt. Gary Ellis have raised
more than $201,000 to benefit Cystic
Fibrosis -related charities for research and
other support activities for those afflicted
with the disease. Celebrities attending this
year included Lauren Hutton, Huey Lewis,
Andy Bean, Paul Azinger, Curt Gowdy, Ted
Hendjicks, Dwight Evans and Kim Bokam-

Blue Marlin Tournament, angler Dan Hib-
beln, Jr. caught and released the first fish of
the event —the only one he needed to win
the release division of the three-day event.
Two other anglers released a blue, but Hib-
beln won on the basis of time,
None of ; the 85 fishermen registered
caught a blue heavier than the minimum
weight of 300 pounds, according to tour-
nament weighmaster, Art Barton.
Hibbeln fished on the Fan Sea with
Capt. William O'Connell. He also weighed
in an enormous yellowfin tuna to take
that division as well. The tuna tipped the
scales at 191 pounds. The state record is
only 208 pounds. The second blue marlin
released, good for second place on time,
was caught by Joe Bailey, who fished with
Capt. Chip Soulek on the Key Venture.
John Santarsiero released a blue while
fishing aboard Capt. Paul DeWolff's Quest.
Since it was the third blue released, it
earned him third place.
Other division winners included Glenn
Bennett for white marlin releases and Jer-
ry Lunceford for sailfish releases. Grace
Canfield of Stuart caught the heaviest dol-
phin. There were no blues over 300
pounds weighed, so the award for heav-
iest blue marlin went begging this year.
The scarcity of large blues was only
slightly offset by the appearance of the
big yellowfin. Big tunas are usually seen
off Key West in the early spring but start-
ed showing up this year in October.
For more than 600 entrants of the Coca
Cola/Florida Keys September Shootout,
catching a winning fish valued at $50,000
or $125,000 proved to be a difficult task.
The two -week tournament ended Sept.
30 with no catches of a mutton snapper
greater than 22 pounds or a blackfin tuna

130-pound-test world records
for Paulo Roberto Amorim's
1.402.1(:lxmnd Atlantic blue
marlin. Amorim caught the fish
aboard his 30-foot Duda Mares
in February 1992. This displaces
Larry Martin's previous record
1,282-pounder caught in St.
Thomas in 1977.
HURRICANE UPDATES
Hawaii — Contrary to the
impressions of those on the
other side of the world, all of Hawaii
wasn't affected by the hurricane.
Kauai, the northwestemmost island,
suffered the most damage. They have
the smallest charter fleet in the
islands with under 10 active opera-
tions.
The entire island was closed to
tourists until December 3, 1992. There
was some minor damage in Kewalo
Basin next to Waikiki in Honolulu.
Maui suffered extensive damage to
large charter boats moored offshore;
however, they weren't sportfishing
boats. The main Hawaiian sport -
fishing fleet based in Kona was
untouched, and other than a few
days of rough seas during the storm,
fishing has never been better.
Florida Keys — Virtually all Florida
Keys sportfishing and dive charter
boats emerged unscathed from the
effects of Hurricane Andrew and are
now back in full operation.
The storm skirted the upper Keys
area on August 24 and did significant
damage to the Ocean Reef Club on
North Key Largo. But all other areas
of the Keys escaped serious damage,
and most operators released their
boats from hurricane moorings and
returned to normal operation within
a few days after the storm's passage.
At Pfteuger, Jr. and Capt. Robert
Trosset release a nice bonefish at the
Redbone Tournament.
Key West —A funny thing hap-
pened to veteran Keys fishing guide
Harry Spear while fishing in the third
Annual Mariner Outboards SLAM
(Southernmost Light Tackle Angler
Masters) Tournament. He managed to
fall overboard.
Spear, Jim Bokor, and celebrity
angler Tucker Fredrickson had a
good laugh — all the way to winning
the tournament's grand champion-
ship for both angler and celebrity
divisions. It was the second consecu-
tive year Spear's anglers were overall
grand champions of the angler
division.
Jeffrey Fair of Bellingham, Massa-
chusetts, and former Miami Dolphin
A.J. Duhe won second place in
angler and celebrity divisions, fishing
with Caps- Rick Gardner. Kurt
Joseph of Marathon, Florida, finished
in third place in the angler class,
while last years celebrity division
winner, Gary Dunn, formerly of the
Pittsburgh Steelers, finished third.
The SLAM was the first of three
South Florida events Ellis organizes
each year as fundraisers to fight cystic
fibrosis, a disease that affects 30,000
children and young adults. For

This second leg of the three -event
charity series benefitting cystic fibrosis
saw the awesome collection of stars
these events have become famous for.
Notables like Curt Gowdy and
family, basketball legend John
Havlicek, half the Miami Dolphins
football team, hockey great Denis
Potvin, golfing pro Paul Azinger
and even a few Hollywood stars and
starlets competed.
This tournament series has raised
hundreds of thousands of dollars for
the fight against cystic fibrosis. At the
awards ceremony, the announcement
was made that researchers believe
they're able to cure the disease and
expect it to be completely treatable i
humans within a few short years.

Bimini, Bahamas — A record
number of boats participated in this
year's wahoo tournament hosted by
the Bimini Big Game Club in Novem-
ber. The 35 boats braved disgusting
weather throughout the three-day
event. Nonetheless, the contest was a
dead heat to the final fish weighed. Of
the 30 wahoos weighed, Mike Day's
Captivator had nine, squeezing into
first place by a mere 100 points. Mark
Osheroft on Osh-rt took second, and
John Ward's Sundancer placed
third. •

Dick Oakley and Joe Accordino
are fast building a reputation as a
dynamic duo in light tackle an-
gling. Twice within two months,
they've captured team titles and
individual awards in special celeb-
rity tournamenl.9 held in Southern
Florida and the Keys, for the bene-
fit of cystic fibrosis research.
Last month, Oakley, who lives
in Demarest, and Accordino, from
Cloater, fishing with Captain Lon-
ny Shaw, won the top team prize
in a Redbone celebrity fishing
tnurnament at Islamorada in the
Florida Koys. Strong winds and
hard weather made their 25-mile
run to and from the "back coun-
tryaround Flamingo something
of an adventure. On a day when
even seeing fish was a tough as-
signment, each caught nine redfish
and one bonefish, putting them
way out in front of the other boats
in the event.
"All of our fish were caught in
about 1 hour and 15 minutes," said
Oakley. Jigs tipped with shrimp
worked best in the wind -stirred
discolored water.
On the second day of the two-
day event, our angling heroes
could have stayed on shore resting
on their laurels and big lead, and
not braved the difficult weather.
They did go out, however, caught
zero fish, and still waltzed home
with the team trophy.
Shaw, born and raised in Miami,
and now guiding out of Bud N'
Mary's Fishing Marina in Islamor-
ads, phoned last month to suggest
that Oakley and Accordino come
back to Florida in December to
fish a Baybone tournament on the
second weekend of the month.
This is the last of the three-ourna-
ment Redbone series, the first be-
ing in Key West. With special per-
mission from their wives, Oakley
and Accordino headed back to
Florida. and light -tackle angling

NOTE A - SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES
Basis of Accounting
The accompanying interim financial statement has been
prepared on the cash receipt and disbursement' basis of
accounting. Under that basis, the only asset recognized
is cash, and no liabilities are recognized. All tran-
sactions are recognized as either cash receipts or dis-
bursements, and non -cash transactions are not recorded.
The cash basis of accounting is a comprehensive basis of
accounting other than generally accepted accounting
principles. The cash basis differs primarily because
accounts receivable, deferred expenses, fixed assets,
accounts payable, and advance revenues, are not included
in the interim financial statements.
The Corporation operates on a fiscal year beginning on
July 1 and ending on June 30. Annual financial state-
ments and supplementary information for the twelve
months ended June 30, 1992 and 1991 are available from
the Corporation's office.
Org,jni za ti on
The Redbone, Inc. is a Florida non-profit Corporation
organized exclusively for the purpose of raising funds
for the research and cure of cystic fibrosis. The Cor-
poration is exempt from federal income taxes as an
organization described in Section 501 (c) (3) of the
Internal Revenue Code.
Contributions
A portion of a participant's entry fee, not presenting
consideration received is a contribution to The Redbone,
Inc. The Corporation also receives direct contribu-
tions.
Fund Raising Acti vi tl es
The principle fund raising events are fishing tourna-
ments and related activities held in September, October,
and November of each year. Additional funds raising
activities, such as boat raffles and art work sales,
occur throughout the fiscal year.
Program Grants
The Corporation makes program grants to cystic fibrosis
charities from the net proceeds of all activities con-
ducted during the Corporation.'s fiscal year. Program
grants by Redbone, Inc. are discretionary and are deter-
mined on an annual basis by the Board of Directors.
Organizations receiving program grants from the Corpora-
tion are the Cystic Fibrosis Foundation and other cystic
fibrosis related charities.
Office Space
The corporation leases space as an art gallery and as an
administrative office at $300 per month.
NOTE B - TOURIST DEVELOPMENT COUNCIL FUNDING
The Corporation receives Tourist Development Council
funding from Monroe and Dade counties. At March 31,
1993, the Corporation has a receivable for $26,000 for
reimbursement of 1992 Redbone tournament expenses from
the Monroe County Tourist Development Council. This
receivable is supported by a contract with Monroe County
Board of County Commissioners.
NOTE C - ANNUAL PROGRAM GRANTS
On May 31, 1993, the Corporation will make its annual
program grants from the net proceeds of fund raising
activities and contributions received during the current
fiscal year. The Corporation's Board of Directors has
approved an annual grant amount of $100,000 for the
fiscal year ended June 30, 1993.
