THIS AGREEMENT made this day of G e — 19 ' by
and between the BOARD OF COUNTY COMMISSIONERS OF MONROE COUNT FLORIDA,
NONRO:F iiIN A .
hereinafter referred to as "County" and REEF RELIEF, INC., a non-profit Florida corporation,
hereinafter referred to as "Reef Relief".
WHEREAS, the County desires to install boat mooring buoy U-bolt anchors at selected
sites throughout Monroe County, Florida, in an effort to provide continued anchoring services
to boaters in Monroe County, Florida and
WHEREAS, Reef Relief desires to maintain said moorings,
NOW, THEREFORE, in consideration of the mutual covenants and agreements
hereinafter contained, it is agreed by and between the parties hereto as follows:
1 . Reef Relief and the County shall follow all rules and regulations of the Florida
Department of Natural Resources and Boating Improvement Fund.
2. Reef Relief will accept full legal and financial responsibility for the maintenance
of the moorings for 25 years.
3. Reef Relief will make no changes in design, materials, or location of the
moorings during the maintenance program without permission of the Monroe County Boating
Improvement Administrator.
4. County will construct or cause to be constructed the moorings through its
resources according to the specifications and parameters contained in the Boating
Improvement Fund Project Specifications for the Installation of Mooring Buoy U-bolt Anchors,
Monroe County, Florida, a copy of which is attached, but will make no contribution to the
maintenance program.
5. Reef Relief will organize and supervise an ongoing inspection program as part
of the overall maintenance program and will provide to the County Boating Improvement Fund
Administrator a semi-annual statistical report on inspection and maintenance activity.
6. Reef Relief accepts responsibility for the maintenance of all parts and
components of the buoy system except for the stainless steel U-bolt mooring anchor and
placement.
7. Reef Relief agrees to hold the County harmless from all claims arising from, and
in all other respects concerning, maintenance and installation of the County's boat moorings.
In addition, Reef Relief will defend any and all causes of action or claims stemming from its
maintenance of the County's boat mooring buoy system.
IN WITNESS WHEREOF, the parties have caused this Agreement to be entered into on

SPECIFICATIONS FOR INSTALLATION OF BOAT MOORING ANCHORS
MONROE COUNTY, FLORIDA
Mooring buoy anchors are to be constructed according to these specifications labeled and
installed at the locations so indicated. Installation shall be done with the supervision of
biologists from the Florida Keys National Marine Sanctuary. The mooring system to be used
is the "Halas System" in use within the Sanctuary, with "big boat" U-bolt anchors.
CERTIFICATION: (A) Contractor will certify that the plans and specifications of the project
will, if carried out by the contractor, result in completed facilities
incorporating acceptable engineering design standards, in which the
facilities will be structurally sound, safe and suitable for their location
and intended use.
(B) Contractor must also certify completion of the project in accordance
with the requirements of the appropriate permits.
(C) Contractor will certify locations of installed moorings by latitude and
longitude upon completion of the work.
PERMITS: The contractor will obtain all appropriate construction and environmental permits
in the name of Monroe County and Reef Relief.
ANCHOR INSTALLATION: A stainless steel U-bolt is placed in two drilled holes and secured
with quick -setting hydraulic cement. The holes should be
approximately 10 cm diameter by 45 cm deep into bedrock.
DESCRIPTION OF EXISTING MOORING BUOY DESIGN:
The mooring buoys in use are a unique design evolved over the last several years by Reef
Relief and sanctuary biologists, particularly, John Halas, which incorporate many innovative
features. A 15' X 3/4" yellow uv-treated polypropylene line is used for the pick-up line. This
line has an eye spliced into each end, and a 24" section of garden hose placed near the pick-
up end. The garden hose acts as a chafe guard when boaters attach the pick-up line directly
to their vessels. The spliced eye in the buoy end of the pick-up line is large enough so that
the line can be attached or replaced without using tools. The buoy is a round white plastic
buoy, 18 inches in diameter, made of uv stabilized plastic. A 3/4" diameter PVC pipe runs
through the center of the buoy. The drop line to the anchor passes completely through the
buoy where it is attached by interlocking loops to the pick-up line. A small piece of lead
sheeting is wrapped around the drop line several feet below the surface to prevent the line
from floating. An eye is spliced into the lower end of the drop line with a section of garden
hose to prevent chafe. A stainless steel shackle attaches the drop line to the anchor pin. The
anchor pin is either a stainless steel U-bolt or an 18" stainless steel rod with a ring welded to
the upper end and a cross bar welded to the lower end. Holes are bored in the hard substrate
with a hydraulic coring auger. The hole is packed with a mixture of cement and plaster to
permanently hold the anchor pins.
