The 2010 Organizational Meeting of the Monroe County Value Adjustment Board
convened at 11:00 a.m., on the above date, at the Harvey Government Center located at 1200
Truman Avenue, Key West. Present at the meeting were Mayor Sylvia Murphy, School Board
Member John Dick; and BOCC Citizen Member John Repetto. Absent were Commissioner
Mario DiGennaro and School Board Member Nancy Mayhew. Also present were Robert
Tischenkel, Counsel to the Value Adjustment Board; Danny L. Kolhage, Clerk of Court; Pamela
Hancock, Deputy Clerk to the Value Adjustment Board; John Dent, Counsel to the Property
Appraiser.
Pamela Hancock, Deputy Clerk introduced the 2010 Value Adjustment Board, as
follows: Commissioner Mario DiGennaro, (305) 289-6000; Mayor Sylvia Murphy, (305) 453-
8787; Commissioner George Neugent (alternate), (305) 292-4512; School Board Member John
Dick, (305) 289-1553; BOCC Citizen Member John Repetto, (305) 743-0615; and School Board
Citizen Member Nancy Mayhew, (305) 292-1865.
Ms. Hancock introduced the Clerk and Deputy Clerk assigned to the Value Adjustment
Board, as follows: Danny Kolhage, Clerk and Pamela Hancock, Deputy Clerk, (305) 295-3130.
Robert Tischenkel, Counsel to the Value Adjustment Board advised the Board of Ex
Parte Communication Prohibition, pursuant to Chapter 1213-9.017.
Motion was made by Citizen Member Repetto and seconded by School Board Member
Dick to appoint Mayor Murphy as Chairman to the 2010 Value Adjustment Board. Motion
carried unanimously.
Motion was made by School Board Member Dick and seconded by Mayor Murphy to
appoint Commissioner Neugent as Vice -Chairman to the 2010 Value Adjustment Board. Motion
carried unanimously.
Motion was made by Mayor Murphy and seconded by Citizen Member Repetto granting
approval of the minutes from the August 20, 2010 Workshop of the Value Adjustment Board.
Motion carried unanimously.
Mr. Tischenkel discussed the uniform rules of procedure for hearings before Value
Adjustment Boards, and associated forms that have been adopted by the Department of Revenue.

Ms. Hancock reported on petitions filed, as follows: Exemptions/Classifications: 20
filed, 15 settled or withdrawn; Tangible Personal Property: 27 filed, 3 withdrawn; Valuation:
1,009 filed, 693 withdrawn; Late Filed: 10 accepted; 56 denied; and 5 late filed petitions were
returned as the petitioners did not submit a letter explaining the circumstances that prevented
them from filing on time.
Motion was made by School Board Member Dick and seconded by Citizen Member
Repetto ratifying the Value Adjustment Board Attorney's determination of late -filed petitions to
date for the current tax year, and re -authorization of Board Attorney's review and determination
of late -filed petitions on behalf of the Value Adjustment Board (Chapter 12D-9.105(b)). Motion
carried unanimously.
Motion was made by School Board Member Dick and seconded by Citizen Member
Repetto to adopt the following Resolution implementing the authorization provided for in
Section 194.013, Florida Statutes, to require a filing fee for certain petitions filed with the Board.
Motion carried unanimously.
RESOLUTION NO.001-2010
Said Resolution is incorporated herein by reference.
Motion was made by School Board Member Dick and seconded by Citizen Member
Repetto to appoint the Clerk, or his designee, to re -schedule hearings made fewer than 5 calendar
days before the scheduled hearing for an emergency when good cause is shown (Chapter 12D-
9.019.11(4b)). Motion carried unanimously.
Motion was made by School Board Member Dick and seconded by Citizen Member
Repetto granting approval of the revised Special Magistrate Services Agreement. Motion carried
unanimously.
Motion was made by School Board Member Dick and seconded by Citizen Member
Repetto to appoint Edwin Scales to serve as Special Magistrate to hear issues regarding
exemptions and classifications and to appoint Rinky Parwani to serve as an alternate in the event
that Mr. Scales is not available. Motion carried unanimously.
Motion was made by Citizen Member Repetto and seconded by School Board Member
Dick to appoint Regina Corcoran, Patricia McGrath and Kevin Talbott to serve as Special
Magistrates to hear issues regarding valuation of real property. Motion carried unanimously.
Motion was made by School Board Member Dick and seconded by Citizen Member
Repetto to appoint Regina Corcoran to serve as Special Magistrate to hear issues regarding
tangible personal property. Motion carried unanimously.
Ms. Hancock advised the Board that the Special Magistrate hearing dates will be
scheduled after today's meeting and will be posted on the Clerk's website at www.clerk-of-the-
court.com and that each municipality will be noticed that there may be hearings with respect to
property located within that municipality pursuant to F.S.S. 193.116. Ms. Hancock also advised

the Board that the Department of Revenue Rules: Chapter 12D-9; Chapter 12D-10; Chapter 12D-
51; the Uniform Policies & Procedures; Reference Materials and Legal Resources are also
available on the Clerk's website.
Motion was made by School Board Member Dick and seconded by Citizen Member
Repetto to approve the Initial Certification of the Value Adjustment Board.
There being no further business to come before the Board, the meeting was adjourned.
