ALL other parameters addressed in the specifications are to remain unchanged; 2.) Initial smoke testing must be conducted to assure constant Positive air flow into the work area and daily surveillance will be conducted thereafter; 3.) A rubberized seal, or similar material, must be used at the solid door entrance and its seal will be closely checked frequently. If we can be of further service in this matter, please call. Gentlemen: This "unique" Air Control System has been developed by Southeast Environmental Contractors, Inc., for exclusive use by Southeast Environmental Contractors, Inc. Southeast Environmental Contractors, Inc., has determined that the standard asbestos abatement methods used most often by the majority of asbestos abatement contractors, while considered "state of the art", however, do not effectively "control" the ambient air that is being brought into the containment. Neither do these methods assist nor support the control of the fibers that are being released next to the workers. While Negative Air Systems supposedly prevent fibers from exiting from locations other than pressure differential exhaust, they also cause problems in the durability of the poly walls and floor. Once the poly is pulled loose and it is not readily located, the chance of major contamination increases and is more likely. 2303 W. This System enhances the work area by immediately collecting airborne fibers, or if you will, channeling these fibers away from the workers, where these fibers will then be trapped at a distance away from the worker. Furthermore, by not using Negative Air, we are not depending on the capability of the poly to withstand a stress test that if failed would result in an outside contamination. We are insuring the integrity of the poly by not subjecting it to Negative Air, thus the poly may stand and perform its intended job and prevent any leakage that might arise due to a power failure, or otherwise. one of the more important advantages of this system is its ability to have cleaner inside air much more rapidly than normally accomplished. This would lend to another great benefit in that worker comfort would greatly increase, which of course would reflect a better quality job. There would be other obvious benefits attributed to worker comfort. The advantages of using the Southeast Environmental Air Control System, or "SHACS", would greatly appear to out weigh those of using Negative Air methods. The only supportive argument for the use of Negative Air Systems, has been that while work is in progress, air can come in but it cannot get out. This of course changes the instant that the poly seals become ripped loose or their integrity is damaged, do to none other than the Negative Air itself. Please accept this concept as a viable alternative to using the Negative Air System in performing the asbestos abatement at the above captioned facility, as will be executed in the contract between Southeast Environmental Contractors, Inc., and the owner, the Monroe County Engineering Department, Key West, Florida. Please do not hesitate to call me if you have any questions regarding this matter. Thank you for all your assistance and Cooperation. Sincerely, Robert L.
