Purchase of Tanker-PumperAGREEMENT
THIS AGREEMENT made and entered into this 26th day of May,
1993, A.D., by and between the Monroe County Board of Governors for
the Lower and Middle Keys Fire and Ambulance District, Monroe
County, Florida, hereinafter "DISTRICT" and Southern Coach, Inc.,
hereinafter "CONTRACTOR".
WHEREAS: That the parties hereto, for the consideration
hereafter set forth, mutually agree as follows:
1. SCOPE OF THE WORK
The CONTRACTOR shall furnish all labor, materials, equipment,
machinery, tools, apparatus, and transportation and perform all
other work as described in the Specifications for a 2,000
Gallon Tanker Truck upgraded with revisions, for the Monroe
County Board of County Commissioners dated SVtember. 1.5,,i 1992,
the Notice of Calling for Bids dated Octobe 9" 102, end as
described in the CONTRACTORS Bid Proposal ted Novembr 16,
1992, upgraded with revisions dated May 4, 1:"3, ao of --'which
are hereto attached and made part, of this agreement by

2. CONTRACT SUM
a. The DISTRICT agrees to pay for the fire appdtatus body
delivered in the manner set forth above as stated in
section 2.3.6 of the Specifications, 90% of the total cost
of the CONTRACT, to be paid to the CONTRACTOR on delivery
of the fire apparatus, the balance to be paid contingent
upon acceptance. Acceptance shall be defined as the point
in time when the DISTRICT assumes physical possession of
the apparatus, accompanying paperwork, receives training
and instructions, and accepts the apparatus. Final
payment shall be processed upon approval of the Fire
Marshal's Office by the Board of County Commissioners
within 45 days.
b. The DISTRICT shall pay to the CONTRACTOR for the faithful
performance of the Contract, in lawful money of the United
States, based upon the prices shown in the Proposal with
upgrades with revisions, a copy of the Proposal with
revisions being a part of the Specifications and the
Contract Documents including contingency and options, the
aggregate amount in the one hundred fourteen thousand
three hundred thirty-eight ($114,338.00); as follows:
3. GENERAL PROVISIONS
a. The CONTRACTOR agrees to indemnify the DISTRICT and hold
the DISTRICT harmless from and against all claims,
damages, losses and expenses, including reasonable
attorneys' fees in any an action arising out of
performance of the work herein, including bodily injury,
illness or death, or for property damage including loss of
use, resulting from the CONTRACTOR'S work.
b. The CONTRACTOR, warrants that it has not employed,
retained or otherwise had act on its behalf any former
County officer or employee subject to the prohibition of
Section 2 of Ordinance No. 010-1990 or any County Officer
or employee in violation of Section 3 of Ordinance No.
010-1990. For breach or violation of this provision the
County may, in its discretion, terminate this contract
without liability and may also, in its discretion, deduct
from the contract or purchase price, or otherwise recover,
the full amount of any fee, commission, percentage, gift,
or consideration paid to the former County officer or
employee.
4. CONTRACT TERM
a. The Contract shall commence on the date on which the
Contract is signed by the last party of the two parties
signing the Contract. Delivery shall be on or before
September 30, 1993.
b. The CONTRACTOR will not be held liable for delay in
delivery caused by strikes, inability to obtain materials,
chassis or equipment, production or manufacturing problems
and all other causes beyond the CONTRACTORS control. The
CONTRACTOR shall not be liable for any incidental damages
caused by delays in delivery.
5. CONTRACTOR'S ACCEPTANCE OF CONDITIONS
The CONTRACTOR understands all provisions of this Contract and
of the Specifications and agrees to their sufficiency for the
work to be done. Under no circumstances, conditions or
situations shall this Contract be more strongly construed
against the DISTRICT than against the CONTRACTOR.
6. PARTIAL AND FINAL PAYMENT
a. The CONTRACTOR shall invoice the DISTRICT, in accordance
with the pricing and terms as outlined in the contract
documents. Invoices shall be submitted to the Monroe
County Fire Marshal's Office, 490 63rd St., Suite 160
Marathon, Florida 33050, for approval and processing.

b. All payments shall be made directly to the CONTRACTOR at
the CONTRACTOR office, Southern Coach, Inc., 1985
Northwest 57th Street, Ocala, FL 34475.
7. REPORTS
It is the responsibility of the CONTRACTOR to maintain
appropriate records to insure a proper accounting of all funds
and expenditures. The CONTRACTOR understands that it shall be
responsible for repayment of any and all audit exceptions which
are identified by the Auditor General of the State of Florida,
the Clerk of Court for Monroe County, The DISTRICT, or their
agents as representatives. In the event of an audit exception,
the contractual payments will be offset by the amount of the
audit exception. In the event no further payments are owed,
the CONTRACTOR will be billed by the DISTRICT for the amount of
the audit exception and shall promptly repay any audit
exception.
8. MODIFICATIONS AND AMENDMENTS
Any and all modifications of the goods required, and/or cost of
goods to be delivered shall be amended by an Agreement
Amendment, which must be approved by the Board of Governors of
Monroe County and such modification shall not become effective
until approved in writing by the DISTRICT.
9. INDEPENDENT CONTRACTOR
At all times and for all purposes hereunder CONTRACTOR is an
independent contractor and not an employee of the Board of
County Commissioners of Monroe County. Except the agency
provided for in paragraph 2.a, no statement contained in this
Agreement shall be construed so as to find the CONTRACTOR or
any of his/her employees, contractors, servants, or agents to
be employees of the Board of County Commissioners of Monroe
County, and they shall be entitled to none of the rights,
privileges, or benefits of employees of Monroe County.
10. COMPLIANCE WITH LAW
In providing all services pursuant to this Agreement, the
CONTRACTOR shall abide by all statutes, ordinances, rules and
regulations pertaining to, or regulating the provisions of such
goods, including those now in effect and hereinafter adopted.
Any violation of said statutes, ordinances, rules or
regulations shall constitute a material breach of this
Agreement and shall entitle the Board of Governors to terminate
this contract immediately upon delivery of written notice of
termination to the CONTRACTOR.

11. SUBCONTRACTING/ASSIGNMENT
CONTRACTOR shall not assign, sublet, subcontract, sell or
transfer any interest in this contract without the prior
written consent of the DISTRICT thereto.
12. NOTICE - GENERAL
Any notice or notices required or permitted to be given
pursuant to this contract may be personally served on the other
party by the party giving such notice, or may be served by
certified mail, return receipt requested, to the following

13. ANTI DISCRIMINATION
CONTRACTOR agrees they will not discriminate against any of
their employees or applicants for employment or against persons
for any other benefit or service, because of their race, color,
religion, sex, or national origin, or physical or mental
handicap where the handicap does not affect the ability of an
individual to perform in a position of employment and to abide
by all Federal and State laws regarding non-discrimination.
14. NON WAVIER
Any waiver of any breach of covenants herein contained to be
kept and performed by the CONTRACTOR shall not be deemed or
considered as a continuing waiver and shall not operate to bar
or prevent the DISTRICT from declaring a forfeiture for any
succeeding breach either of the same conditions or covenants or
otherwise.
15. CONTRACTOR - GENERAL
The CONTRACTOR warrants that it is authorized by law to engage
in the performance of the activities encompassed by the scope
of work herein described, subject to the terms and conditions
set forth in the Attachment, which is attached hereto and
incorporated herein as part of this Agreement.
Each of the signatories for the CONTRACTOR, below, certifies
and warrants that:
a. The CONTRACTOR'S name in this Agreement is the full name
as designated in its corporate charter, if CONTRACTOR is a
corporation; otherwise CONTRACTOR'S name is the business

enity, wheather partnership of sole proprietorship, under
which CONTRACTOR normally conducts business.
b. They are empowered to act and contract for the CONTRACTOR,
and
C. This Agreement has been entered into by an officer of the
corporation authorized by the corporate charter or by laws
to enter into agreements of this type.
d. CONTRACTOR has, executed a sworn statement under F.S.
287.133 (3) (a), on public entity crimes. Said statement
is a part of the attached bid and a copy on file in the
Fire Marshal's Office/Clerk of Court for the calendar year
1992.
16. ENTIRE AGREEMENT
This Agreement and the attachments hereto constitutes the
entire agreement of the parties hereto with respect to the
subject matter hereof and superseded any and all prior
agreements with respect to such subject matter between
CONTRACTOR and the Fire Marshal's Office or the DISTRICT.
17. CONSENT TO JURISDICTION
This Agreement, its performance, and all disputes arising
hereunder, shall be governed be the laws of the State of
Florida and both parties agree that a proper venue for any
action shall be Monroe County.
18. CONDITIONS OF TERMINATION:
a. The performance of work or provision of goods under this
agreement may be terminated, delayed, or temporarily
suspended by the DISTRICT, in whole or in part, from time
to time, wherever the DISTRICT shall determine that such
termination is in the best interest of the DISTRICT. The
DISTRICT shall pay all reasonable costs incurred by the
CONTRACTOR up to the time of termination, and all
reasonable costs to the CONTRACTOR associated with
termination.
b. If the CONTRACTOR fails to fulfill the terms of this
agreement, or attachments, properly or on time, or
otherwise violates the provisions of the agreement or of
applicable laws or regulations governing the use of funds,
the DISTRICT may terminate the contract by written notice
of 60 days. The notice shall specify cause. The DISTRICT
shall pay the CONTRACTOR fair and equitable compensation
for expenses incurred prior to termination of the
agreement, less any amount of damages caused by the
CONTRACTOR'S breach. If the damages are more than
compensation payable, the CONTRACTOR will remain liable
after termination and the DISTRICT can affirmatively
collect damages. Nothing herein shall be construed as

restricting the DISTRICT'S right to proceed against the
CONTRACTOR'S performance bond or right to liquidated
damages.
19. INSPECTION AND CORRECTIONS
The DISTRICT shall have the right to inspect both the chassis
when received and the fire apparatus at the factory and at the
time and place of delivery. Time limited on acceptance and
discrepancy correction shall be as stated in section 2.14 of
attached Specification. In the event of any claimed defects in
the fire apparatus or deviations from specifications, the
CONTRACTOR shall have the necessary time to inspect the fire
apparatus and make any necessary changes or corrections. In
the event of any defect in the chassis, the CONTRACTOR, as
agent for the DISTRICT, shall contact the manufacturer of the
chassis and advise them of any necessary changes or corrections
needed. DISTRICT may elect to contact the chassis manufacturer
directly with regard to defects or deviations from
specifications. Nothing in this paragraph shall affect any
warranties for the apparatus, patent and royalty
indemnification, or any other obligation of the CONTRACTOR
under this agreement (including the Specifications upgraded
with revisions which are a part hereof) extending beyond the
date of the DISTRICT'S acceptance of the apparatus.

NOTICE OF CALLING FOR BIDS
NOTICE IS HEREBY GIVEN TO WHOM IT MAY CONCERN that on
November 18, 1992, at 10:00 A.M., at the Office of the Director
of Purchasing, a Committee consisting of the the Director of
Purchasing, the County Administrator, the County Attorney, and
the requesting Department Read or Division Director, or their
designees, will open sealed bids for the following:
ONE. (1) 2000 GALLON TANKER TRUCK
All bids must be received by the Office of the Director of
Purchasing, 5100 College Road, Public Service Building, Cross
Wing, Room 002 Stock Island, Key West, Florida 33040, on or
before 10:00 A.M. on November 18, 1992.
All bids, including the recommendation of the Count;,
Administrator and the requesting Department Head or Division
Director, will be presented to the Governing Board of the Lower
and i:iddle Keys Fire and Ambulance District for final awarding; or
otherwise.
The Board will automatically reject the bid of any person or
affiliate who appears on the convicted vendor list prepared by
the Department of General Services, State of Florida, under Sec.
257.133(3)(d), F1a.Stat. (1989).
Bidders shall submit two (2) signed originals and two (2)
complete copies of each bid in a sealed envelope marked on the
outside, "Sealed Bid for 2000 Gallon Tanker Truck." All bids are
to remain valid for a period of ninety (90) days after the date
set for the opening thereof.

The Board reserves the right to reject any or all bids, to
waive irregularities and informalities in any or all bids, and to

The Board also reserves the right to separately accept or
reject any item or items of a bid and to award and/or negotiate a
contract in the best interest of the County.

MONROE COUNTY, FLORIDA
SEPTEMBER 15th,1992
SCOPE
These specifications cover the furnishing of one 2000 gallon Tanker Truck and all its related
components.
These specifications cover only general requirements as to the type of construction and tests to which
the apparatus must conform, together with certain details concerning the finish, equipment, and
appliances with which the successful Bidder must comply.
This fire apparatus shall comply with or, exceed current NFPA Standards 1901, 1903 and 1500,
O.S.H.A. and all federal or state requirements applicable.
GENERAL INTENT
These specifications are for the design, construction and delivery of the apparatus and are intended
to be a minimum acceptable standard. It is the intention of the Monroe County/ Lowerand Middle Keys
Fire and Ambulance District to aggressively seek bids for the purchase of this unit from reputable
companies engaged in this type of manufacture. It is not the intention of these specifications to
exclude any potential Bidder, where certain brand names are referred to. Proposals or alternate bids
will be given careful consideration, provided proper and complete explanation of exceptions are
provided. The Monroe County / Lower and Middle Keys Fire and Ambulance District shall be the sole
judge of the equipment and how it meets the needs of their area. it is also the intention of this
specification to have the Bidder utilize the latest engineering designs and construction method of the
highest industry standard, but not to Include experimental construction procedures.
1.1.2 Details of construction and materials, where not otherwise specified, are left to the discretion of the
contractor, who shall be solely responsible for the design and construction of all features.
1.1.3 The successful Bidder will not be allowed to take advantage of any error or omission in the
specifications. Full instruction will always be given when such error or omission is discovered.
1.1.4 These specifications will become part of.the final contract. The exception sheet must be returned with
•; each bid. The apparent silence of these specifications regarding any detail, or the omission of a
detailed description concerning any point, shall be regarded as meaning only the best commercial
practices are to prevail and that only material of first quality and correct type, size and design are to
be used. All workmanship shall be first quality.
1.2 BIDDER'S RESPONSIBILITY AND (QUALIFICATIONS
1.2.1 The apparatus and equipment shall be delivered as a complete unit, serviced and ready foroperation.
Any omission in these specifications shall not relieve the Manufacturer from furnishing a complete
unit. Details of design, construction, and materials, where not otherwise specified, are left to the joint
discretion of the successful Bidder and Monroe County / Lower and Middle Keys Fire and Ambulance

District. Drawings and plans showing the size and location of compartments, doors, seats, and other
equipment not specifically described in these specifications shall be submitted with the Bid Proposal.
"As built" drawings shall be provided by the successful bidder prior to the preconstruction conference.
1.2.2
The Bidder shall make accurate statements as to apparatus weight and dimensions. Purchaser's
standards for bidding automotive fire apparatus must be strictly adhered to and all Bid forms and
questionnaires must be completed and submitted with the Bid Proposal. All Bid Proposals shall
include manufacturers copies of all specified warranties. Any exceptions or variations taken with the
specifications must be set forth on separate sheets, indicating page and section number of these
specifications. Any exception not detailed on separate sheets shall result in immediate rejection of
the bid.
1.2.3
Each Bidder shall furnish satisfactory evidence that it has a factory in operation that Is adequate for
the manufacture of the vehicle which it proposes to furnish, and that is equipped with suitable facilities
and expertise for this purpose. No bid will be considered from a firm which has not been regularly
engaged in the manufacture of vehicles of the type, design, and construction as specified,in these ,.
specifications for a period of at least five years.
1.2.4
Each Bidder shall furnish two original signed copies and two additional photocopies of the completed
Bid Proposal.
1.3
DEFINITIONS
1.3.1
PURCHASER: Monroe County, Florida a/Wa'Board of County Commissioners of Monroe County,
Florida, acting as the Board of Governors, Lower and Middle Keys Fire and Ambulance District of
Monroe County, Florida.
1.3.2
CONTRACTOR: The individual, firm, partnership,, manufacturer or corporation to whom the contract
is awarded by the Purchaser and who is subject to the terms thereof. For bidding purposes, the
Contractor, Manufacturer, Vendor, and Bidder are synonymous.
1.3.3
EQUAL: Shall be taken in its general sense and shall not mean identical. These specifications are
for the sole purpose of establishing minimum requirements of level of quality, standards of
performance and design and are in no way intended to prohibit the bidding of any manufacturer's item
of equal material and/or process. The Purchasershall be the sole judge of equality in its best interests
and the decision of the Purchasing Agent as to equality shall be final

HEAVY DUTY: As applied to these specifications shall be interpreted to mean that the item to which
the term is a1pplied shall exceed the usual quality, quantity, or capacity of that supplied with standard
production vehicles of this type and shall be able to withstand the unusual strain, exposure,
temperature, wear and use to be expected in the intended service.
1.3.5
PURCHASING AGENT: Forthe purpose of this specification shall be represented bythe Fire Marshal
of Monroe County Division of Public Safety.
1.3.61
PROGRAM MANAGER: A competent individual appointed by the successful Bidder and acceptable
to the Purchaser to perform the contractor's program management function.
1.3.7
PROJECT MANAGER: An individual appointed bythe Purchaser to provide a single point of interface
between the Purchaser and the Program Manager.
1.4
MATERIAL AND STANDARDIZATION
.1.4.1
The fire apparatus, chassis, equipment, devices, and electronic equipment to be delivered under this
contract shall be the highest standard commercial products which meet or exceed the requirements
of this specification. The fire apparatus shall comply with all Florida State Motor Vehicle Regulations,

Federal Motor Vehicle Safety Standards (FMVSS), State and Federal regulations applicable
specified for fire apparatus for the year of manufacture. The chassis components and optional items
shall perform as represented in the manufacturer's current technical data.
1.4.2 Parts and materials used in the construction shall be new and not less than the quality conforming
to current engineering and manufacturing practices. Materials shall be free of defects and suitable
for the service intended. 'All workmanship shall be of quality and performed in a professional manner
so as to Insure a safe and functional apparatus with an aesthetic appearance.
1.5 GEOGRAPHICAL LOCATION
1.5.1 The apparatus shall be designed to operate in all conditions and all geographical areas of Monroe
County, Florida. This unit shall be required to operate on a daily basis for purposes off ire suppression,
emergency rescue work, and training. This unit shall be required to operate in temperature zones
between 32 degrees Fahrenheit and 100 degrees Fahrenheit, in a salt air island environment.
Drafting maybe required from dry hydrants, (saltwater wells), from the ocean, and from swimming
pools.
1.5.2 Road conditions in Monroe County vary from open state- highway to travel trailer parks including
apartment complexes and residential areas with both, improved and unimproved road conditions.
2.0 SPECIAL CONDITIONS
Bid may not be considered R the Bidder can not meet the special conditions stated herein.
2.1 EXAMINATION OF SPECIFICATION
Each Bidder before submitting their proposal is required to be thoroughly familiar with the specifica-
tions contained herein. No additional allowances will be made because of lack of knowledge of these
conditions. It is the responsibility of the Bidder to ascertain if any component of the specifications is
unsafe and that if any unsafe or poorly designed criteria are contained herein that they be thoroughly
explained to the Purchaser in the Bid Proposal.
2.2 QUALITY ASSURANCE / SINGLE SOURCE RESPONSIBILITY / SUB -CONTRACTORS
2.2.1 It is not the intent of this specification to call for an unusual or experimental design, nor is it the intent
of the Purchaser to accept such proposals. Therefore, as proof of the Bidder's ability to manufacture
an apparatus of the type called. for in this specification, the successful Bidder must be able to show
proof that they are in the business of solely manufacturing "emergency vehicles" such as fire trucks,
pumper -tankers and rescue trucks. A manufacturer of commercial vehicles will not be considered.
2.2.2 Bidder shall have a factory in operation adequate for and devoted to the manufacturer of the
equipment herein specified. If equipment is proposed other than of their its manufacture, the Bidder
shall submit with their proposal a list of all items to be sub -contracted. They will provide with their
proposal a written statement that such equipment offered is in complete compliance with this
specification. The intent of this section is to ensure maximum single source responsibility for all
equipment proposed by the Bidder.
2.2.3 The Bidder must bid first line equipment only. Second line equipment will not be acceptable.
2.2.4 Nothing contained in the specifications shall be construed as creating any contractual relationship
between any Sub -Contractor and the Purchaser.
2.2.5 The successful Bidder shall be fully responsible to the Purchaser for the acts, omissions, and
discrepancies of the Sub-Contractor(s).
2.2.6 A list of ten Departments and/or Fire Services for whom the Biddet has performed similar or identical
work within the last three years, which will include contact names and telephone numbers, shall be
.supplied with the Bid Proposal.

2.2.7 Each Bidder shall disclose any pending or anticipated litigation between the Bidder and Sub
Contractors, the Bidder and other parties, or the Sub -Contractors and other parties.
2.2.8 The Purchaser shall be advised within the Bid Proposal of any anticipated labor contracts which may
be negotiated or re -negotiated during the period of manufacture. The Manufacturer's labor contracts,
I up for renewal, shall be noted with the expiration date of the contract and anticipated outcome.
2.2.9 Major components manufactured or assembled outside of the United States will not be considered.
2.2.10 The Bidder shall provide a list of manufacturer's authorized service centers where repairs to the
apparatus body, body components, electrical system, and related components such as engine,
transmission and drive train can be performed.

If the Bidder and apparatus manufacturer are not one and the same company, the Bid Proposal must
be signed by a corporate officer of the manufacturer.
The Bidder must have a signed statement from the manufacturerthey represent stating that they have
represented said manufacturer for a period of no less than five years.
Each Bidder shall provide documentation that they have a minimum of $5,000,000 in product liability
insurance in effect which shall include the apparatus and all related components.
If requested, all Bidders shall be required to provide a financial statement to the Purchaser.
2.3 PRICES AND PAYMENTS
2.3.1 All Bid prices shall be F.O.B. Monroe County Division of Public Safety, 490 63rd Street, Marathon,
Florida 33050, delivered, accepted per specifications, and shall include warranty.
2.3.2 All Bid prices must be specified on the Bid Proposal Form.
2.3.3. Bid prices shall be valid for at least ninety (90) days from the date of the bid opening, or as otherwise
specified herein.
2.3.4 Two categories are specified, "Mandatory Work and Equipment" and "Optional Work and Equipment".
The Bidders must price and agree to perform all work and furnish all of the equipment listed under
both categories, with the mandatory work and equipment being included in the basic Bid price. It is
understood that the successful Bidder must furnish with the apparatus any or all of the optional work
and equipment listed specified that the Purchaser elects to purchase.
2.3.5 Payment shall be made in accordance with the specifications and the Bid Proposal upon acceptance
by the Purchaser of the hardware and/or services performed under contract with the successful
Bidder.
2.3.6 -. Ninety percent payment, or an amount not to exceed the value of the apparatus and equipment
delivered, will be made upon passing the acceptance inspection in Monroe County. The final ten
percent payment will be made afterthe units and all accompanying paperwork (See Section 2.32) and
equipment has been delivered, inspected, and found to comply with specifications and other
conditions specified herein, free of damage or defect and properly invoiced. All invoices shall bear
the Monroe County purchase order number. Payment will be made within 45 days of acceptance.
2.3.7 Any credit due Purchaser by the successful Bidder for previous warranty work, shall be satisfied or
deducted from cost of these units.
2.3.8 Any discounts offered to the Purchaser shall be itemized on the Bid Form in full detail and shall not
be reflected in the overall Bid price of the unit.

2.4 1. BID EVALUATION
Bid Proposals will be evaluated by the Purchaser. In evaluating the Bid Proposals to determine which
Bid Proposal is the most advantageous to the Purchaser, the major considerations in addition to price
which will be evaluated are:
2.4.1 Commitment to the special and general conditions contained herein particularly to that which applies

2.4.2 Completeness of the proposal, i.e. the degree to which it responds to all requirements and requests
for information contained herein.
2.4.3 Two complete sets of descriptive material such as plans, photographs, diagrams, illustrations,
drawings, written descriptions, and manufacturer's literature which will enable the Purchaser to
determine the exact dimension, quality, design, and appearance of the fire apparatus proposed, shall
accompany the Bid. In addition, Bidders shall supply at least 2 complete sets of technical engineering
drawings and complete specifications covering the apparatus offered, which detail the dimensions
and details of the vehicle. Said plans and drawings will become part of the final contract.
2.4.4 Manufacturing and delivery schedule.
2.4.5 Contractor's demonstrated capabilities and qualifications and Contractor's past performance (expe-
rience) with Purchaser.
2.4.6 Equipment supplier's demonstrated capabilities and qualifications.
2.4.7 Technical approach to include:
• Design and engineering reliability factors
• Maintainability considerations and recommendations
2.4.8 Planning documentation addressing:
• Design and engineering data
• Drawings and schematic layouts
• Logistical support
• Training
• Operation and maintenance
2.4.9 Management approach.
2.4.10 Warranty commitments.
2.4.11 Total costs.
2.4.12'- — These specifications are based upon design and performance criteria which have been developed
as a result of extensive research and careful analysis of the data. Subsequently, these specifications
reflect the only type of fire apparatus that is acceptable at this time. Therefore, major exceptions to
the specifications may not be accepted. Certain exceptions may be accepted, if they are minor, equal,
or superiorto that which is specif ied, and provided that they are listed and fully explained on a separate
page entitled, "Exceptions to Specifications." The exceptions shall refer to the specification's page
and paragraph number. In addition the Bidder shall submit with the proposal these specifications with
the "Comply and Exception" columns completed, which will indicate whether the Bidder will comply
or take exception to the particular section. In the event the Bidder takes exception to any items
contained in this specification, the Bidder shall explain in detail, with full engineering support data, the
reasons why the proposed equipment or process will meet the intent of this specification (See Section

2.22 - Reply to Specification). The Purchasershall determine which (if any) exceptions are acceptable
and this determination will be final. The successful Bidder will be held responsible for delivering an
apparatus in strict compliance with these specifications.
2.4.13 Cost of performance bonds and surety company.
2.4.14 Proposals taking total exception to these specifications will not be accepted.
2.4.15 In order for Monroe County to expedite repairs under warranty, special consideration may be given
Bidders who (1) designate authorized repair facilities in Monroe County, or (2) designate authorized
repair facilities within 150 miles of Monroe County, Florida.
2.4.16 The Bidder shall, at the request of the Purchaser, provide the names and phone numbers of three fire
departments in the state of Florida having comparable type and size apparatus in service at the
present time. Units must have been in service for a minimum of one year.
2.5 CONTRACT AWARD
2.5.1 The Purchaser reserves the right to reject any or all Bids deemed to be unresponsive and to accept
any Bid which in its best interest most closely meets the evaluation criteria of Section 2.4. The
Purchaser also reserves the right to waive any informalities, irregularities and technicalities in
procedure.
2.5.2 The Purchaser reserves the right, before awarding the contract, to require a Bidder to submit
additional evidence of their qualifications as it may deem necessary. Documentation that may be
required Is financial, technical and/or other information substantiating the Bidder's qualifications and
abilities, including past performance (experience) with Monroe County. The Purchaser shall be the
final authority in awarding the Bids.
2.6 DISPUTES
2.6.1 In case of any doubt or difference of opinion as to the items to be furnished herein, the decision of the
Purchaser shall be final and binding on both parties.
2.6.2 It is understood that any legal action that may be brought by either party pursuant to the terms of this
contract will be brought in an appropriate jurisdictional court located in Monroe County, Florida.
2.7 ANTI -COLLUSION STATEMENT
By signing this Bid, the Bidder agrees that their Bid is made without any understanding, agreement,
or connection with any other person, firm, or corporation making a Bid for the same purpose and that
their Bid is in all,respects fair and without collusion or fraud.
2.8 TRAVEL TO MANUFACTURER
2.8.1 The Purchaser reserves the right, if it so desires, to travel to the manufacturer for a compliance
inspection during the manufacturing process. The cost of such travel will be borne by the Purchaser.
The scheduling of the visit will be mutually agreed upon between the Purchaser and the Bidder to
coincide with the manufacturing schedule of the apparatus.
2.8.2 The Purchaser reserves the right, if it so desires, to travel to the manufacturer for a pre -delivery
inspection. The cost of such travel will be borne by the Purchaser. This inspection will be performed
after completion of all work as specified and before the Bidder delivers the completed unit to Monroe
County.
2.8.3 The purpose of these on -site visits are to protect the Purchaser's interests by direct verification during
the construction of the apparatus to assure that the final specifications are being complied with.

2.8.4 The Purchaser reserves the right to make additional on -site visits, other than those specified in
Sections 2.8.1 and 2.8.2, at the Purchaser's expense.
2.9 WARRANTY
2.9.1 The Biddershall provide a twelve (12) month warranty on the apparatus which covers: defective parts
and/or components; the improper selection of materials, parts and/or components; improper design
and/or engineering; and poor and/or improper workmanship orquality control techniques which were
left to the discretion of the successful Bidder. This warranty shall cover all work performed by the
manufacturer and shall include any and all costs for labor and parts or materials that are required to
correct any and all deficiencies. Complete details of the apparatus manufacturers' warranty shall be
provided in the Bid Proposal. In addition, a copy of all component manufacturer's warranties shall be
included also.
2.9.2 It is not the intent of the Purchaser that this warranty apply to parts or components that could normally
wear out within the 12-month period, such as light bulbs, filters, windshield wiper blades and such,
unless abnormal wear is caused by a defect in the product, workmanship, or engineering.
2.9.3 An additional twelve (12) month extended warranty shall be priced on the Optional Work and
Equipment Section in the Bid Proposal. Details of the extended warranty shall also be included with
the Bid Proposal.
2.9.4 Where a component manufacturer provides an independent warranty which exceeds the twelve
month period, the provisions of this warranty shall not be allowed to diminish the normal warranty that
Is provided by any component manufacturer. Where a component manufacturer does not provide a
warranty equal in time orwhich does not fully cover all costs involved, the successful Bidder is solely
responsible for bearing any additional costs, or if necessary, the total costs including freight, parts,
components, materials, labor for removal and installation, contractual repair or replacement service,
including the reimbursement for salaries of all Monroe County employees that are. engaged in
warranty work at the request of the successful Bidder. Reimbursement for Monroe County salaries
shall be provided under the following circumstances, which shall be a requirement of this warranty
agreement.
2.9.4.1 Within 72 hours after receipt of a verbal orwritten notification by Monroe County that warranty service
is required, the successful Bidder shall respond verbally, and immediately follow up by written letter
to the Monroe County authority with a statement of intent to show how, where, and when the warranty
service shall be accomplished. In the event that there is no response, if the response exceeds 72
hours, or if the response that is received is on time but is not acceptable to the Monroe County authority
or acceptable but not performed at the specified time, Monroe County will provide for the required
warranty service., The total costs of all labor, parts, components, materials and freight shall be
reimbursed to Purchaser by the successful Bidder within 45 calendar days after the bill has been
mailed to the successful Bidder. This warranty portion of the Performance Bond shalt also be
guaranteed by the surety company, which shall be responsible to fully reimburse Purchaserwithin 45
calendar days in the event that the successful Bidder defaults under the terms of this warranty (see
Section 2.16 for Performance Bond).
2.9.5 The warranty shall begin with acceptance of the manufactured apparatus by Monroe County.
Accepting delivery of the apparatus or housing of the apparatus in any Monroe County facility does
not imply final acceptance of the apparatus as meeting specifications or other conditions. Mileage
accumulated as a result of testing or delivery shall have no bearing on the warranty period.
2.9.6 The successful Bidder shall be liable to the Purchaser for the provision of information and material
necessary for mandatory revisions / modifications as determined by the successful Bidder or sub-
contractor or suppliers at no cost to the Purchaser fora minimum of five years from date of equipment

acceptance. All revision information pertaining to the equipment purchased shall be supplied to the
Purchaserat no cost as it becomes available (this includes corrections to the instruction manual, etc.)
2.9.7 The warranty shall be signed by a corporate officer of the manufacturer's company. The duration of
the warranty period shall be stated by the Bidder with their Bid response and shall be at least:
• One year - parts, labor, and all components
• Two years - engine, transmission, and drive train
• Ten years - Body and chassis construction (including cracking), rust, and corrosion (uncondi-
tional)
• Ten years - water tank cracking, rust, and corrosion
2.9.8 The warranty shall cover any needed repairs, adjustments, or problems found during the first annual
Inspection (which will be paid for by the Purchaser).
2.9.9 Where a component manufacturer offers any type of Extended Warranty Program, then the Bidder
is required not only to research and advise the Purchaser of such a program but also reflect the price
in the Optional Work and Equipment Section of the Bid Proposal.
2.9.10 All warranties that are not included in the basic Bid price shall be listed separately in the Optional Work
and Equipment Section of this specification.
2.9.11 All expendable parts, such as wiper blades, filters, light bulbs, switches, relays, etc., shall be heavy
duty and of a type and brand that is widely available in automotive parts stores.
2.10 MATERIALS AND WORKMANSHIP
2.10.1 All equipment furnished shall be guaranteed to be new and of current manufacture, meet all
requirements of this specification, and be in an operable condition at the time of delivery.
2.10.2 All parts shall be of high quality material and workmanship, shall be of new and current manufacture
'and no part or attachment shall be substituted or applied contrary to the Manufacturer's recommen-
dations and standard practices.
2.11 QUANTITIES
Bid Proposals are requested for one unit as identified in Section 1.0 .
2.12 INSTRUCTIONAL MANUALS, DRAWINGS, and SCHEMATICS
The successful Bidder shall provided the following sets of manuals:
2.12.1 Two (2) sets of wiring diagrams and schematics showing the entire electrical system. Wiring diagrams
and schematics shall detail the electrical system as it exists after completion of all work specified in
this document.
2.12.2 Two (2) sets of operational manuals and/or schematics covering components and/or equipment
installed on or supplied with the apparatus.
2.12.3 Two (2) sets of operational manuals and/or schematics covering the apparatus itself.
2.13 DELIVERY
2.13.1 Delivery of the unit and related equipment shall be F.O.B. destination to Monroe County Office of
Public Safety, Marathon, Monroe County, Florida. Final inspection and acceptance shall take place
after delivery to Monroe County, Florida. The delivered apparatus shall be driven from the point of
manufacture to Monroe County. No trailering or "piggy -back" delivery of the apparatus will be
permitted. Bidder agrees that where the terms of delivery are F.O.B. shipping point, the apparatus
shall be delivered prepaid only.

2.13.2 . Delivery of the completed unit shall take place in Monroe County within 180 calendar days of the
issuance of a purchase order by the Purchaser.
2.13.3 All Bidders shall provide as part of their Bid Proposal a milestone chart identifying the major dates
projected from the initial engineering design through delivery and acceptance. A delivery schedule
shall be jointly agreed upon between the Purchaser and the Manufacturer.
2.13.4 Since delivery proposals by the Bidders will weigh heavily in the determination of award of the Bid,
the delivery schedules that are submitted by the Bidders and agreed upon by the Purchaser shall
automatically become binding upon the successful Bidder.
2.13.5 Pre -delivery service shall include but not be limited to the following:
• Complete lubrication
• Filling crankcase with oil
• Adjustment of engine to proper operating condition
• Inflate tires to proper pressure
• Insure perfect operation of all mechanical and electrical fixtures
• Front end alignment and wheel balancing
- Check and correct leaks of any kind
2.14 ACCEPTANCE AND DISCREPANCY CORRECTION PERIOD
2.14.1 The unit shall be delivered with a full compliment of additional equipment as ordered per the
purchasing agreement. The apparatus shall be complete and functioning properly. Full payment will
not be made if any equipment is back -ordered (Section 2.3.6).
2.14.2 A list of discrepancies for correction will be provided to the successful Bidder by Purchaser within 30
working days orless of the delivery of the apparatus. The successful Bidder shall have 30 working
days to correct all of the listed discrepancies. If this condition is not met the successful Bidder may
be deemed in default of the contract for that problem unit.
2.14.3 If the fire apparatus is delivered with major discrepancies that are not correctable, and by this
circumstance the successful Bidder has demonstrated gross irresponsibility in meeting the purchas-
ing agreement then the Purchaser reserves the right to find the successful Bidder in default of the
contract.
2.15 BID GUARANTY
All bids shall be accompanied by a bond in the form of a cashier's check, certified check or bid bond
in the amount of 550/6of the total Bid price, payable to Monroe County Board of County Commissioners
and conditioned upon the successful Bidder submitting the specified Performance Bond within 10
days following notice of award, in the form and manner required by the Purchaser. In case of failure
or refusal to do so within the time stated, the surety submitted with the Bid will be forfeited as liquidated
damages because of such failure ordefault. Bid guaranty will be returned after the contract awarding
to all except the successful Bidder. The bid guaranty of the successful Bidder will be returned after
the contract is executed and performance bond delivered.
2.16 PERFORMANCE AND WARRANTY BOND
2.16.1 The contractor to whom the award is made shall duly execute and deliver to the Purchaser a
Performance Bond in the amount of 100% of the contract price within 10 days after execution of
contract or receipt of Purchase Order. The Bond shall provide for a 100% guarantee that the
successful Bidder delivers all apparatus and equipment to the specifications, special conditions,
general conditions and instructions of the Purchaser.
2.16.2 The Bond shall also guarantee compliance and performance with the warranty provisions of Section
2.9.

2.16.3 The bonds required above shall be issued by companies authorized to do business under the laws
of the State of Florida with the following qualifications as to management and financial strength:
The company shall have a general policyholders rating no less than "A" and the amount of required
bond shall not exceed 50/6 of the reported policyholders surplus as reported in the latest edition of
Best's Key Rating Guide, Published by Alfred M. Best Company, Inc.
2.16.4 Attomeys-in Fad who sign surety bonds must also file a certified copy of their Power of Attorney to
sign surety bonds.
2.16.5 Warranty bonds shall extend throughout the life of the warranty period, including any extended
warranties purchased as an option.
2.17 INDEMNIFICATION AND INSURANCE
The Contractor shall indemnify and hold the Purchaser harmless from any and all claims, liability,
losses, and causes of action which may arise out of the fulfillment of this agreement. The Contractor
shall pay all claims and losses of any nature whatever in connection therewith, and shall defend all
suits, in the name of the Purchaserwhen applicable, and shall pay all costs and judgments which may
ensue thereafter.
2.18 PATENTS AND ROYALTIES
The Bidder, without exception, shall indemnify and hold harmless the Purchaser and its employees
from liabilityof any nature orkind, including costs and expenses for, or on account of any copyrighted,
patented or unpatented invention, process or article of manufacture used in the performance of the
Contract, Including its use by the Purchaser. If the Bidder uses any design, devise, or materials
covered by letters, patent, or copyright, it is mutually agreed and understood, without exception, that
the Bid price shall include all royalties orcosts arising from the use of such design, device or materials
in any way involved in the work.
2.19 .LIQUIDATED DAMAGES
2.19.1 If the Contractor fails to deliver the equipment or perform the services within the time specified, it is
understood and the Bidder hereby agrees that the amount of one hundred dollars ($100.00) per
calendar day per unit maybe deducted from the monies due the contractor for each intervening
calendar day any work remains incomplete, not as a penalty, but as liquidated damages. The
Contractor shall not be liable if performance failure arises out of causes beyond their control and
without the fault or negligence of the Contractor (acts of God, war, fires, floods, freight embargoes,
etc). The start of liquidated damages will be based on the delivery schedule agreed to by both parties.
2.19.2 Should a performance failure occur, it will be the responsibility of the Contractor to notify the
Purchasing Agent in writing and submit proof of the circumstances for non-performance. Immediately
following the resolution of circumstances responsible for non-performance, the successful Bidder
must re -negotiate delivery schedules to the satisfaction of Purchaser.
2.20 PROGRAM MANAGER
2.20.1 The successful Bidder shall designate a competent individual acceptable to the Purchaser to perform
the manufacturer's program management function. The Program Manager shall provide a single
point of interface between the Purchaser and the Contractor on all matters concerning the contract.
2.20.2 The Program Manager shall present a written bimonthly status report to the Purchaser regarding the
progress of the fabrication, delivery schedule, and all existing or potential problems.
2.20.3 The Program Manager shall be technically oriented and thoroughly familiar with all the construction
techniques used in the design and manufacture of the apparatus and shall act as the liaison between
the Manufacturer and the Purchaser.

2.21 PROJECT MANAGER
2.21.1 The Purchaser shall designate one individual to perform as a Project Manager. The Project Manager
shall provide a single point of interface between Purchaser and the Program Manager on all matters
concerning the apparatus.
2.21.2 Any changes to the specifications or drawings shall be in written form and signed by Purchaser's
Project Manager.
2.22 PROPOSAL IN REPLY TO SPECIFICATION
Any exceptions to the specifications must be itemized. Details concerning the exceptions must be
clearly explained. Each exception will be considered by the Purchaser as to degree of impact and
total effect on the specifications. The proposal shall be arranged so that rapid reference between
specification and proposal can be accomplished by the Purchaser. Specification section assignment
numbers shall be referred in.the proposal (see Section 2.4).
2.23 FAMILIARITY WITH LAWS
The Bidder is presumed to be familiar with all federal, state, and local laws, ordinances, codes, rules,
and regulations that may in anyway affect the work orfinal product. Ignorance on the part of the Bidder
shall in no way relieve them from responsibility.
2.24 NONCOMPLIANCE
Delivery of an apparatus which does not meet the requirements of this specification and the Bidder's
Proposal as accepted by this agency shall be cause for rejection of the apparatus. Liquidated
damages in the amount of one hundred dollars ($100.00) per calendar day shall be deducted from
the final payment. Such deduction shall be computed from the first working day following rejection
until deficiencies are corrected and an acceptable vehicle is delivered. If the apparatus it is not
determined to be acceptable within thirty (30) days after initial rejection by the Purchaser, the Bidder
shall be in default of their contract and shall forfeit the performance bond.
2.25 PRE -AWARD CLARIFICATIONS
2.25.1 In the event a clarification is requested regarding the contents of this specification, questions shall be
addressed in writing to: Fire Marshal, Division of Public Safety, Monroe County, 490 63rd Street,
Marathon, Florida 33050.
2.25.2 Clarifications or corrections to these specifications shall not be valid unless they are in written form
and signed by the Purchasing Agent for Monroe County.
2.25.3 When a Bidder requests a clarification, a copy of the request and the Purchaser's reply will be
forwarded to all qualified Bidders.
2.25.4 All requests for clarifications shall be received by the Monroe County Fire Marshal no less than 10
days priorto the bid due date. Requests received less than 10 days prior to the bid due date will not
be addressed.
2.26 PRECONSTRUCTION CONFERENCE
Prior to manufacturing, the successful Bidder shall be required to participate in a preconstruction
conference with the Purchaser in the Monroe County Public Safety Office located in Marathon, Florida
to finalize all construction details.
2.27 PERFORMANCE TESTS AND REQUIREMENTS
2.27.1 The fire apparatus shall conform to all requirements specified in Section 1.0.3.
2.27.2 The apparatus must pass all applicable tests listed in NFPA Standard 1901 Chapter 9.

2.27.3 The apparatus must meet all standards and pass all applicable tests listed in NFPA Standard 1911.
2.27.4 The apparatus shall be capable of passing additional noise testing as required by the Purchaser. The
noise level in the apparatus cab shall not exceed 85 dBA while traveling 55 M.P.H. without audible
warning devices in operation. The noise level shall not exceed 90 dBA with audible warning devices
in operation. The noise measurement shall be taken at the driver's head. The successful Bidder shall
be responsible for providing the necessary instruments for this test.
2.27.5 In the event that the apparatus fails to meet the test requirements of these specifications on the first
trial, a second trial may be conducted at the option of the Bidderwithin fifteen working days of the date
of the first trial. Such trials shall be final and conclusive and failure to comply with these requirements
shall be cause for rejection of the apparatus. Failure to comply with changes that the Purchaser may
consider necessaryto conform to any clause of these specifications within 30 days after notice is given
to the Bidder of such changes, shall also be cause for the rejection of the apparatus.
2.28 ORAL PRESENTATION
The Purchaser may require Bidders who are reasonably in contention to make an oral presentation
prior to the award so that the Purchaser cannot misinterpret any part of the Bidder's proposal. The
presentation shall be made in Monroe County. The oral presentation is to provide clarification of the
Bid Proposal and specification only. The oral presentation is not to be used for modifying
specifications or changing Bid Proposals. The cost of this presentation will be bome by the Bidder.
2.29 LICENSES
All Bidders must have the proper licenses, as required by Florida State Law and be prepared to submit
copies of them upon request.
2.30 CONTINGENCY
2.30.1 A contingency in the sum of five hundred dollars ($500.00) for the apparatus shall be included in the
Bid price to cover costs of unforeseen items or required work that may become apparent during the
course of fabrication. Approval of such alterations or changes shall be given in writing to the
successful Bidder by the Purchaser, or by the Purchaser's Project Manager. Any unencumbered
portion of these funds shall be deducted from the invoice.
2.30.2 All work ordered by the Purchaser and performed by the Manufacturer in accordance with the
foregoing will be paid for by the Purchaser at the price stipulated in the Purchaser's written approval
of such work. This stipulated price will include a reasonable amount for the contractor's overhead and
profit, and will have been mutually agreed upon by the Manufacturer and the Purchaser as equitable
compensation for the additional work incurred
2.31 RADIO FREQUENCY INTERFERENCE SUPPRESSION (RFI)
2.31.1 Electrical components, electronic equipment, and devices used and installed on the apparatus shall
be suppressed, filtered, or shielded for electromagnetic radiation to prevent interference with
communications, radio reception, or electronic equipment aboard the apparatus and surrounding
area.
2.31.2 The RFI level of the completed apparatus shall not exceed the maximum limits in SAE J551.
2.32 APPARATUS LICENSING
2.32.1 A Certificate of Origin shall be supplied before final payment is made.
2.32.2 'Temporary vehicle licensing for delivery to Monroe County shall be the responsibility of the
manufacturer.

2.32.3 The manufacturer shall provide a Florida DOTweight slip stating the actual front and rearaxle weights
and gross vehicle weight prior to acceptance in Monroe County. Weighing of the apparatus shall be
conducted with all fluid tanks full, including the water tank. Allowance shall be made for an additional
1250 pound payload for equipment and personnel.
2.33 DELIVERY ENGINEER
The successful Bidder shall provide a competent delivery engineer who will operate the apparatus
during acceptance tests In Monroe County, Florida. The engineer must be capable of making minor
adjustments, repairs or modifications as necessary for acceptance of the apparatus.

MANDATORY WORK AND EQUIPMENT
3.0 CHASSIS
3.1 CHASSIS FRAME
3.1.1 The chassis provided shall be a newly manufactured, current model, fully
enclosed cab, conventional or cab -over style, and of the latest design
(experimental types are not permitted). The chassis shall be designed and
manufactured for heavy duty operation and with adequate strength and
capacity for the intended load to be sustained in the type of service
required. A Fond F-800 (or Purchaser approved equal) is acceptable. X
3.1.2 The GVWR rating shall be a minimum of 34,000 pounds. The length shall
not exceed 30 feet overall. The height shall not exceed 114 inches. X
3.1.3 The Purchaser desires the shortest possible wheel base consistent with a
chassis suitable for an apparatus meeting these specifications. The wheel
base shall not exceed 175 inches. 178" Wheel Base, approx. X

3.1.4 The chassis frame shall be built with two steel channels and cross members
using bolted fabrication. The frame rails shall be high tensile heat treated X
steel, with a minimum yield strength of 110,000 PSI per rail. The side frame
rails shall measure no less than 10.12 x 3.13 x .31 inches.
3.1.5 A frame liner shall be installed which shall measure a minimum of 9.25 x
2.69 x .25 inches. The liner shall provide each rail with a section modulus
of 26.32, a yield strength of 110,000 PSI and an RBM of 2,895,640 pounds. X
3.1.6 An additional frame liner shall be provided If either the OEM or the
apparatus manufacturer recommends one to comply with this Purchase
Specification or where it would enhance the safety and durability of the X
apparatus.
3.1.7 There shall be -no holes drilled in the frame flanges. Holes, where
necessary, shall be drilled only in the frame web. There shall be no welding X
of the frame rails or cross -members permitted.
3.1.8 The chassis frame shall be warranted from cracks and /orfailure for the life
of the vehibie. A written frame warranty shall be included with the Bid X
Proposal Life —time warranty
3.1.9 The fuming radius shall not exceed 33 feet, left or right. X
3.1.10 A minimum 10 degree angle of approach and departure shall be provided. X
3.1.11 All bolts used in the fabrication of the apparatus shall be no less than SAE X
Grade 8.
3.1.12 An identification plate specifying the GVWR shall be permanently affixed
near the driver's door. X
3.2 FRONT AXLE
The front axle shall be a Rockwell FF-941, or Purchaser approved equal
having a minimum rating of 12,000 pounds. X

3.3.1
The rear axle shall be a Rockwell model RS-23-161, or purchaser ap-
proved equal having a minimum rating of 23,000 pounds.

3.6.1
Power steering shall be provided. It shall be a Ross TAS Series, or
Purchaser approved equal. The power steering pump shall be gear driven
from the eng1ne and have sufficient capability to provide power assistance
with the engine at jdle speed. The apparatus must be able to be driven if
a loss of power steering occurs. The hydraulic reservoirshall be positioned
to allow ease of checking fluid level in engine compartment.

3.7.3 The tire size shall be the largest available per the axle manufacturer's
recommendation. The tires shall be tubeless steel belted radials with a
minimum of 16 ply construction. The tires shall have "all weather" tread.
All tires shall be rated compatible with maximum apparatus speed and

3.9 _ BRAKING SYSTEM
3.9.1 The brakes shall be consistent with a fire apparatus rated at 40,000 pounds X
GVWR or better.
3.9.2 Service brakes shall meet or exceed DOT stopping distance requirements X
and must comply with FMVSS-121.
3.9.3 The brake system shall be fully air powered with automatic slack adjusters. X
3.9.4 The front and rear brakes shall be Scam operated. The front drum brakes
shall measure a minimum of 15 inches by 4.0 inches. The rear drum brakes
shall measure a minimum of 16.5 inches by 7.0 inches. Front disc brakes X
are acceptable.
3.9.5 The brake system shall be a dual circuit type with dual gauges and a visual
and audible "low air"warning system. Dual air circuits shall isolate the front
and rear brake systems from each other.

3.10.1 The parking brake shall activate the rear axle service brakes for parking X

3.10.2 An emergency / parking brake control valve shall be supplied and located
on the dash board within easy reach of the driver. The parking brake shall
be capable of holding the fully loaded apparatus on a 20 percent grade.
The parking brake control valve knob shall be protected by a "U" bolt or
similar guard that prevents accidental disengagement. The exact location X
of the control valve will be determined at the preconstruction conference. —
3.11 FRONT BUMPER
A one piece OEM painted steel wrap around bumper shall be bolted to the
front of the chassis frame. It shall measure a minimum of 10 inches in X
height. —
3.12 TOW HOOKS
Two hooks of sufficient size and strength to tow the apparatus shall be
bolted to the front of the chassis frame so as not to cause damage when
towing the fully loaded vehicle. The tow hooks shall be mounted so that a
tow cable does not contact the front bumper when a horizontal load is
applied. X
4.0 ENGINE
4.0.1 The apparatus shall be provided with an EPA -approved diesel engine. The
engine must be capable of no less than 200 BHP and a minimum of 500 Ib/
ft. torque. a210 605 X
4.0.2 Complete data on the proposed engine shall be furnished in the Bid
Proposal. This data shall include the make, model, and technical data X
covering the crankshaft, bearings, compression ratio, etc.
4.0.3 A certified power curve shall be furnished with the Bid Proposal that shows X
the gross torque, gross horsepower and fuel consumption of the engine. —
4.0.4 An End Product Questionnaire Certification shall be provided which dem-
onstrates that the proposed engine installation in this specific apparatus is X
fully approved by the engine manufacturer. _
4.0.5 The engine shall incorporate a full pressure lubrication system including
single or dual spin -on oil filters (as recommended by the engine manufac-
turer). The oil filters shall be easily accessible for servicing without the X
removal of other components.
4.0.6 The crankcase shall have a capacity of not less than 16 U.S. quarts, (less X
filter capacity). 2 0
4.0.7 A fuel shut-off control shall be installed. The control shall be clearly labeled X
and within easy reach of the driver.

4.0.8 An emergency air shut -down control shall be installed on the dash panel.
Cables used shall be protected. The instrument panel control shall be
protected to avoid accidental use and shall be labeled in large red letters.

4.0.9 A manual high idle switch shall be installed which will only activate when the
apparatus is in neutral. The manual high idle shall be rendered inoperable
when the water transfer pump is in gear. High idle shall not exceed engine X

4.1
ENGINE LOCATION

4.1.1
The engine shall be located either in front of or under the cab.
4.1.2
The engine housing shall be insulated for noise and heat attenuation to

ment and provide rigidity to the tank. X
4.4.3 One fuel gauge shall be provided. The fuel gauge sending unit(s) shall be

4.5.1 The exhaust system shall conform to the engine manufacturer's require-
ments and shall meet all applicable Federal vehicle in -cab and pass -by
noise standards. X
4.5.2 The exhaust system shall be aluminized or stainless steel. X
4.5.3 If so equipped, the turbocharger assembly and related exhaust piping shall
be insulated to attenuate excessive heat. X
4.5.4 The exhaust pipe and muffler shall be constructed so as not to lower the
efficiency of the engine. X
4.5.5 The muffler shall be of a design as to provide minimum back pressure and
noise. X
4.5.6 The noise level shall not exceed recommended levels specified in Section

4.5.7 A single tail pipe shall discharge downward in front of or just behind outside

5.0 ELECTRICAL SYSTEM
5.1 CHARGING SYSTEM
5.1.1 A heavy duty alternator shall be provided and equipped with an integral
solid-state voltage regulator and rectifier. It shall provide a minimum
capacity of 100 amperes, or sufficient amperage to meet the requirements X
of the electrical system load.
5.1.2 The alternator drive belt must have a positive, threaded type tensioner
mechanism. X
5.1.3 The altemator shall be self -bad limited. X
5.2. BATTERIES
5.2.1 The electrical system shall be 12 Volts DC negative ground. X
5.2.2 A dual battery system shall be provided which incorporates the largest
batteries the OEM offers. The batteries shall have a minimum 1000 CCA
capacity and supply a minimum 445 CCA reserve capacity. X

5.2.3 If a separate battery compartment is provided, it shall be constructed of a
hinged aluminum diamond plate door and D-ring latching mechanism. It
shall be sealed around the opening of the compartment door. The floor of
the compartment shall be well ventilated. No other equipment shall be X
mounted under the battery or battery compartment.
5.2.4 The batteries shall not be located in crew cab area. There shall be no X
exceptions.
5.2.5 The Purchaser is concerned that batteries located in the cab steps do not
permit full depth steps or require steps that are uncomfortably high. If
Bidder's Proposal includes such steps, then the Bidder shall detail exact X
step dimensions in the Bid Proposal.
5.2.6 Batteries located in the engine compartment shall be fully enclosed and
vented to protect them from accidental electrical shorts and engine heat. X
5.2.7 Batteries, battery cables and cable ends shall meet or exceed the battery
manufacturers specifications.

5.2.8 An on/off battery selector switch shall be located in the cab in a convenient
location to the drivers right hand when in a seated position. It shall control
a relay which disconnects the batteries from the electrical system. The
exact location of the switch will be determined at the preconstruction
conference. X
5.2.9 A battery Isolator shall be provided which prevents each battery from
draining the other. The isolator shall not be located in the engine
compartment. X
5.2.10 The starter shall be approved by the engine manufacturer. X
5.3 WIRING
5.3.1 All electrical wiring and equipment shall comply with all applicable FMVSS
and Federal Motor Carrier Safety Regulations (FMCSR). X

5.3.2 All wiring shall be installed in a quality workmanship -like manner. All wiring
shall be properly sized depending on the load. The electrical load shall not
exceed 80% of the rated wiring capacity. _ X
5.3.3 No wiring shall be smaller than #12 gauge and shall be solid copper
stranded automotive wire which conforms to SAE J55 requirements.
Wiring shall have SXL type cross -linked polyethylene insulation conform-
ing to SAE A 128 requirements.
5.3.4 All electrical lugs shall be crimp type with heat shrink tubing or insulated
shanks. Circuit connections shall be made on terminal blocks, utilizing
binding post screws for positive mechanical connections.
5.3.5 All wiring shall be color coded.
5.3.6 All wiring shall be properly secured to prevent chafing. Adhesive -backed
anchors do not meet this requirement.

5.3.7 .- The Manufacturer shall provide an easily accessible electrical or antenna
• raceway in the head liner and leave a pull -tape installed to facilitate
Installation of radio antenna leads by Monroe County. The holes for
antennas shall be drilled by the Manufacturer prior to painting. The number
and location of the holes and pull tapes will be determined at the X
preconstruction conference.
5.3.8 All wiring shall be installed in a protective loom. Where wiring passes X
through metal, a grommet shall be used.
5.3.9 All electrical devices and equipment which produce RFI shall include filters,
suppressers, or shielding to prevent electromagnetic radiation and the
resulting interference with radios and other electronic equipment. Vehicles
equipped with electronic engine ortransmission controls, ABS systems, or
similar electronic devices shall be immune from interference caused by
radio transmissions. X
5.3.10 The circuit breaker panel shall be located In a waterproof area within the
confines of the cab. The Bidder shall detail the location of the panel in the
Bid Proposal.. X
5.3.11 All circuit breakers shall be automatically resetting and the Manufacturer
shall include two additional non -committed circuits. All wiring shall be
behind the circuit breakers to facilitate circuit breaker / component access
or replacement. All wiring shall be neatly bundled where practical.
5.3.12 A function diagram shall be provided on the circuit breaker panel cover and
shall be constructed of a durable stain and tear resistant material.
5.3.15 The Manufacturer shall utilize solid state equipment whenever possible.
5.3.16 A breakdown of total ampacity shall be provided prior to the preconstruction
conference.

5.4 STANDARD LIGHTING
Exterior lighting shall meet or exceed Federal DOT, FMVSS, NFPA, and
State of Florida requirements in effect at the time of manufacture for a street X
vehicle of this length, width, height and GVWR.
5.5 TURN SIGNALS
5.5.1 The front turn signals shall be rectangular amber indicators. Rear amber
turn signals shall be a minimum of five inches in diameter, and provide X
arrow directional indication.
5.5.2 The turn signals shall be wired into a four-way hazard warning system. X
5.6 HEAD LIGHTS
5.6.1 Sealed beam Halogen headlights shall be installed on the front of the cab
and mounted in stainless steel or chrome plated housings. One high beam
and one low beam lamp shall be provided on each side. A dimmer switch
shall be located in the turn signal control lever or mounted on the cab floor X
convenient to the driver's left foot.
5.6.2 V The headlights and all running lights shall be wired to a single dual position
switch clearly identified on instrument panel. The running lights shall
operate independent of the headlights. The headlights shall operate in
conjunction with the running lights. This switch shall not be affected by the X
master switch located on the instrument panel.
5.7 TAIL / BRAKE LIGHTS
5.7.1 Two red tail lights shall be located on the rear of the apparatus in a location
below or beside the turn signal and back-up lights. The lights shall be a X
minimum of five inches in diameter.
5.7.2 Dual element lights shall be provided which illuminate brighter when the
foot brake is applied. X
5.8 BACK-UP LIGHTS
Two white back-up lights shall be located on the rear of the apparatus
between the turn signal and the tail/brake lights. The back-up lights shall
be a minimum of five inches in diameter and shall illuminate whenever the
vehicle's trhnsmission is in "Reverse." X
5.9 CLEARANCE LIGHTS AND REFLECTORS
5.9.1 Clearance lights and reflectors, as required by law, shall be installed with
the rear lights. The clearance lights and reflectors shall be recessed or
otherwise protected from damage. X
5.9.2 All clearance lights not recessed shall have a stainless steel or chrome
plated metal protective base. X
5.10 INTERIOR LIGHTING
There shall be one white four inch diameter light mounted on the ceiling of
the interior of the cab and shall illuminate with the opening of either cab
door. The exact location will be determined at the preconstruction
conference. The light shall be individually switched on the overhead unit. X

5.11 INSTRUMENT LIGHTING
All gauges on the instrument panel of the vehicle, unless otherwise
specified, shall be back lit to be easily identified after dark. The brightness
of these lights shall be controlled by an automotive type rheostat which is
combined with the head lamp switch. The brightness control shall allow the X
light to be switched off.
5.12 COMPARTMENT LIGHTING
5.12.1 All compartments shall be illuminated by a five inch diameter light with a
clear lens. All compartment lights shall be activated by one clearly X
Identified switch mounted on instrument panel.
5.12.2 Compartment lights shall be mounted to protect them from breakage by the X
equipment located in the compartment.
5.13 PUMP PANEL LIGHTING

COMPARTMENTS
11.1.1
Compartmentation shall include a minimum of one compartment forward
of rear wheels on each side to be as large as possible. The Bidder must
state the volume in cubic feet of the compartments and detail each

Doors of the compartments shall be two piece construction and shall be of
flush or overlap design. The compartment door interior shall be full box -pan
reinforcement construction. A minimum of one 1/4 inch drainage hole shall

be drilled in the bottom of each door.

Each compartment door shall be sealed weather tight with full perimeter,
one piece, closed cell neoprene gasket measuring no less than 1/2 inch
diameter. If overlap doors are proposed gasket shall incorporate drip rails
in its design.

a maximum opening of 120 degrees and keep doors open.

These compartments shall be hinged using a full length stainless steel
piano hinge at the forward edge of the door. The hinges must be capable

All compartment doors shall contain D-ring handles and a slam -latch
assembly. *All doors over 36 inches tall shall contain two latch catches per

11.2 ' `: TANK LADDER AND CATWALK
11.2.1 There shall ,be a catwalk provided on each side of the water tank that
extends the full length of the compartmentation. The flooring of the catwalk
shall provide a skid resistant walking surface. The catwalk must support
a 250 pound live load without flexing.
11.2.2 A ladder shall extend from the passenger side catwalk or the rear of the
apparatus to the manhole opening on top of the water tank. it shall be
constructed of welded stainless steel rod. The rungs of the ladder shall be
knurled or otherwise provide a non-skid climbing surface.

11.3 SUCTION HOSE
Space shall be provided on top of the driver's side catwalk for two 10 foot
lengths of 4-1/2 inch lightweight flexible suction hose. The suction hose
shall be secured with spring retention clamps. The clamps shall fall out of
the way of the catwalk when the suction hose is dismounted to facilitate
walking.
11.4 REAR STEP
1 J .4.1 _ A rear step shall be constructed of 3/16 inch aluminum or stainless steel
diamond plate or open grate. It shall run the full width of the apparatus and
shall not exceed 24 Inches In depth, however it shall extend rearward past
any component that projects from the apparatus. The rear step shall be
located under the beaver tails. The step shall be capable of supporting a
500 pound live bad without flexing.
11.4.2 The rear step sub frame shall be boiled to the apparatus chassis frame.
11.4.3 The rear step shall provide access to the catwalk on either side of the
apparatus. it shall be finished with decorative beaver tail sides.
11.5 FENDERS
11.5.1 Rubber, galvaneal, polished aluminum, or polished stainless steel
fenderettes shall be provided over the rear wheels. They shall extend at
least 1 inch beyond the compartment sides.
11.5.2 One piece rubber mud flaps shall be provided behind rear wheels.
11.5.31 A one piece fender liner shall be provided over each set of rear wheels to
protect the body compartments.
11.6 RUB RAIL
A decorative, easily replaceable, 2 inch wide rub rail shall be provided along
lowest part of body sides.

OPTIONAL WORK AND EQUIPMENT
12.0 MANUFACTURER SUGGESTED OPTIONS
Bidder's submitting an alternate Bid Proposal are encouraged to propose
and price any optional equipment or configuration which would reduce the
work effort or manpower required to operate the. unit.
12.1.1 WATER TRANSFER AIR PUMP SYSTEM
Manufacturer's who offer an aitemative water transfer system, such as an
air assisted vacuum/pressure system, are encouraged .to submit a Bid
Proposal which details in full the construction and operation of their
product. Such manufacturer's shall comply with the provisions contained N /A
In this Purchase Specification, noting and fully detailing exceptions taken. $
12.1.2 WATERIVACUUM TANK
The tank shall have a minimum usable capacity of 2000 U.S. gallons.
The tank shall be constructed of steel and sufficiently reinforced to
withstand the forces placed on the tank structure during pumping opera-
tions.
The tank shall be equipped with a pressure relief valve and a 3-1/2 inch
glycerin filled pressuretvacuum gauge.
The watertank shall be properly baffled to prevent a destabilizing effect on
the vehicle by water movement. The baffles shall be constructed so that
they provide structural reinforcement to the tank.
A liquid level indicator shall be provided in a location that is visible to the
pump operator.
The tank frame shall be properly bolted to the chassis frame using SAE
Grade 8 bolts.
12.1.3 TANK ACCESS
A hinged hatch shall be provided on the top of the tank. It shall be no less
that 20 Inches ID in diameter. The hatch shall be sealed with a rubber
gasket.
The Bidder shall detail the construction of the hatch and locking mecha-
nism in their Bid Proposal.
12.1.4 RELIEF VENT
A pressure/vacuum relief vent shall be provided which is of sufficient size
to adequately vent the tank in the event the tank is filled from a secondary
pressure source, such as a hydrant.
The vent discharge shall be located in a position which does not interfere
with the pump operator.
12.1.5 WATER TRANSFER AIR PUMP
The water transfer vane -type air pump shall be PTO driven and incorporate
a "pump and roll" feature which allows the pump to operate while the
apparatus Is mobile.
The Bidder shall fully detail the following specifications regarding their
water transfer system:

12.1.6 COMPLIANCE WITH SPECIFICATION
Bidder's submitting an aftemate Bid Proposal shall comply with the
provisions of this Purchase Specification in all respects, except where the
type of system proposed is incompatible with, replaces, or supersedes the
Specification as written. In each case, the Bidder shall take exception to
the specific item and fully detail the reason for the exception.
12.2 EXTENDED WARRANTY
An extended 12 month extended warranty for a total warranty period of 24
months shall be provided. The extended warranty shall cover all items
covered under the standard warranty. $
12.3 - GASOLINE ENGINE
A gasoline engine shall be provided in lieu of the diesel model specified. It
shall provide at least 250 BHP. The Bidder shall specify the model and
specifications of the engine package priced.
12.4 AUTOMATIC TRANSMISSION
An Allison automatic transmission in lieu of the 5 speed manual transmis-
sion specified., shall be provided.
12.5 JACOBS ENGINE BRAKE
A Jacobs engine brake shall be installed. The dash mounted control shall
indicate on/off and high/low. The vehicle's brake lights shall illuminate
when the device is retarding the forward motion of the vehicle.
12.6 AIR CONDITIONING
Cab shall be equipped with an OEM air conditioning system provided the
OEM air conditioner is a minimum 25,000 BTU.

12.7 HYDRAULIC BRAKES
Hydraulic brakes in lieu of air brakes shall be provided.
12.8 DUMP VALVE
A 12 inch quick acting dump valve shall be supplied the rear of the
apparatus. It shall provide a chute which directs the water beyond the rear
step of the apparatus.

12.9 BATTERY CONDITIONER AND ISOLATOR Vanner Model 30-50
A low amperage battery conditioner with a battery isolator shall be installed
between the I 110 volt charger receptacle and the batteries (such as
Kussmal Auto Charge 11 or Kohler with indicator). A polarized, 110 volt
battery charging receptacle shall be installed in rear of the body. The exact

12.10 CAB SPOTLIGHTS
Two Unity 225 Series, six inch round, chrome finish spotlights with clear
halogen bulbs shall be installed one each side of the cab and mounted
through the front windshield post near the top. The spot lights will be

12.11 REAR SPOT/ LOADING LIGHTS
Two 12 VDC Unity brand model AG halogen flood lights shall be installed
on the rear strobe stanchions. The lights shall be activated when the
apparatus transmission is in Reverse. They shall be individually switched
at each light. The lights shall be capable of 360 degrees horizontal

12.12 COMPARTMENT AJAR WARNING LIGHT
A button switch located in each compartment shall activate a "compartment
ajar- light located on the dashboard when the compartment door is not

12.13 - ENGINE COMPARTMENT LIGHT

12.20 AIR INLET
A male air inlet with a check valve shall be provided in proximity to the
driver's door and shall be plumbed to the brake system so an external
compressor can maintain air pressure in the brake system. The air inlet
must charge all reservoir tanks. The exact location will be determined at
the preconstruction conference.
12.21 AIR OUTLET
A female air outlet shall be provided in proximity to the fire pump operator's
panel. The outlet shall be plumbed to the brake reservoir to provide air for
filling tires, or operating air tools. The outlet shall be controlled by a twist
style valve. The exact location will be determined at the preconstruction
conference.
12.22 SPLASH GUARDS
Splash guards shall be provided behind the rearwheels if not supplied by
the chassis manufacturer.
12.23 AIR HORNS
Two Grover Stuttertone air horns providing a dual tone shall be mounted
under the front bumper. It shall be activated by one clearly identified
momentary foot switch located on the floor of the cab within easy reach of
the driver.
12.24 AM/FM RADIO
An AM/FM radio with door mounted concealed speakers shall be provided.
12.25 DIGITAL CLOCK
A digital clock wired directly to battery shall be installed on the instrument
panel or dash board. If an am/fm radio is optioned, the clock may be
incorporated.into the radio display.
12.26 TRANSFER PUMP OUTLET
One gated 2-1/2 inch outlet shall be located on the rear of the body of the

12.27 PUMP OVERHEAT INDICATOR

The Pro -Poly tank will be constructed of 1 /2" thick polypropylene sheet stock which is
non -corrosive stress relieved thermoplastic. The booster and foam tank shall be of a
specified configuration and is so designed to be completely independent of the body and
compartments. All joints and seams are nitrogen welded and tested inside and out for
maximum strength.
The top of the booster is fitted with lifting eyes designed to facilitate easy handling and
removal. The transverse baffle partitions are manufactured of 318" polypropylene and
extend from approximately 4" off the floor to just under the cover. The longitudinal
baffle partitions are constructed of 3/8" polypropylene and extended from the floor of the
tank through the cover to allow for positive welding. All transverse and longitudinal
baffles are equipped with perforations to permit movement and equalization of air and
water between compartments. The baffles are designed to provide maximum water flow.
All baffle partitions Interlock with one another and are welded to each other and to the
walls of the tank.
The tank will have a combination vent and manual fill tower. The fill tower will be
constructed of 1 /2" polypropylene and will be a maximum dimension of 8"x8" outer
perimeter. The tower will be located In the left front corner of the tank, unless otherwise
specified by the purchaser in special provisions. The tower will have a 1 /4" thick
polypropylene screen and a polypropylene hinged cover. Inside the fill tower, half way
down from the top, will be a vent overflow pipe. The vent overflow is 4" schedule 40
polypropylene pipe that is designed to run through the tank and will be piped behind the
rear wheels by the purchaser in special provisions.
The tank cover is constructed of 1 /2" thick polypropylene and incorporates a three piece
design which allows for the individual removal and inspection if necessary. The tank
cover will be recessed 3/8" from the top of the tank and will be welded to both sides and
longitudinal baffles. Each of the three covers will have hold downs to assist in keeping
the cover rigid under fast filling conditions. Construction will be 2" polypropylene dowels
spaced a maximum of 30" apart, fitted and then welded to the transverse partitions. The
dowels will extend through the cover and be welded. A minimum of two lifting dowels
will be drilled an tapped 1 /2"x13 to accommodate the lifting eyes. These pegs will be 4"
Inches in length.

SUMP:
There will be one (1) sump standard per tank. The sump will be constructed of 1 /2"
polypropylene and be located in the left front quarter of the tank, unless specified
otherwise in special provisions. On all tanks that require a front suction, a 3" schedule
no. 40 polypropylene pipe will be installed that will sweep from the front to the tank to
the sump location. The sump will have a threaded coupling on the bottom for a plug.
This will be used as a combination clean out and tank drain. All tanks will have an anti
swirl plate located approximately 2" above the sump.
There will be two (2) standard tank outlets: one for the tank to pump suction line which
will be a minimum of 3" I.P.S. coupling, and one for a tank fill line which will be a
minimum of I" I.P.S. coupling. All tank fill couplings will be backed with flow detectors
to break up the stream of water entering the tank. The addition of rear suction fittings,
nurse fittings, dump valve fittings and through tank sleeves to accommodate rear
disharge piping must be specified in special provisions.
The 8&M Marine Repairs, Inc. (Pro -Poly Tank) shall rest on the body cross members.
Cross members spacing of not more than 15" on center. Cross members shall be
fabricated of 3"X3" X 1 /16" rectangular tubing. The cross members regardless of the
size of the tank must extend 1 /2" beyond the side walls or an equal distance on the
cross members end cap extrusion. The tank shall sit cradle mounted using (4) comer
angles of 4"X4"X4" X 1 /4" welded directly to the body cross members. The comer
angles will prevent the tank from shifting forward to rear or side to side. All tanks shall
be isolated from cross members with 1 /4"X3" hard rubber strips.

3100 STANDARD BODY TYPE
3110 Sherman Body
The apparatus body shall be completely constructed of
aluminum. Cross members shall be constructed from 6061T
alloy tubing. Extruded hollow aluminum tubing shall not be
used to form the compartment framework but shall be used on
cross members only. Cross members shall be 3" X 3" X 3/8"
and 3/16" wall tubing which will form a strong tank bed.
Compartments shall not be formed of hollow extrusions which
would greatly reduce the dimensions of the compartments.
All compartments shall be formed using 3/16" aluminum alloy
3003 smooth plate.
All body compartments shall be constructed from 3/16" formed
aluminum 3003 H-14 smooth plate. All compartment floors
shall be constructed of aluminum 3/16" smooth plate.
Floors shall be smooth sweep -out design. The compartments
shall have adequate ventilation.
All seams shall be electrically seam welded, both internally
and externally using 5356 aluminum alloy wire. All
compartment walls, floors and tops shall be 3/16" (.1875)
thick 3003 aluminum smooth plate. Forming and welding of
all compartments shall become the entire body framework.
Frame cross members shall be 3" X 3" aluminum tube, 6061T
alloy with 3/8" and 3/16" wall thickness. These cross
members shall extend across frame rails of truck and be
welded to the back sides of the compartments. There shall
be a back plate 3/16" thick formed around back corners of
compartments. The cross members shall be notched and welded
to back and sides of compartment areas. The total
thickness of attached cross members to compartment walls
shall be 3/4" thickness and have a total of 3 square feet of
attached area. These cross members shall run both across
and on top of chassis frame rails, lengthwise. There shall
be a 1/4" thick rubber barrier between cross members and
frame rails.
Wheel well area between compartments shall be constructed of
aluminum treadbrite and be welded in place. The radius of
the wheel well shall have a solid 3/8"X 2-1/2" thick fender
welded to the diamond plate. The wheel liner shall be
welded to the back side of this extrusion and shall be .090
aluminum smooth plate. All aluminum treadbrite shall be
3003 H-14 alloy.
On top of both sides of body compartments, there shall be a
1/8" diamond plate aluminum compartment cap welded in place.
The front of the caps shall be formed making a drip rail for
compartment dryness.
Slanted beaver tails shall be provided at the rear of the
body. These beaver tails shall be designed to give added
support to their rear step. Incorporated into beaver tail
shall be two 3/8" X 3" rear flat bar steps, covered with
diamond plate, for access to hose bed. The rear step
tailboard shall be bolted to the beaver tails from the
underside of the body for replacement capability. The
beaver tails shall be constructed of 3/16" aluminum smooth
plate formed to give a back face surface of 3" for handrails
and strength. Outside face of beaver tails shall have
1/8"diamond plate.
All horizontal surfaces, rear steps, running boards,
walkways and the rear body surface shall be welded aluminum
fire apparatus quality treadbrite and be fastened to the
body with grade 404 stainless hardware for ease of
replacement.
The body shall have a heavy, ribbed aluminum rub rail along
each side of the compartments, runningboard steps and sides
of rear step. The rub rail shall be constructed of 3/4"
thick X 3" wide aluminum, ribbed hollow extrusion, welded in
place and bolted to bottoms of compartments.
On top of the tank shall be a hose bed, constructed of 3/4"
thick by 3" wide hollow extrusion, welded into a slat. The
slat shall be one piece construction. The extrusion shall
be light weight and ribbed. This bed shall be completely
removable for access to the booster tank.
Compartment doors shall be constructed entirely from
aluminum 3003 H-14 alloy smooth plate, using a box pan
configuration. The outer door plate shall be constructed
from 3/16"(.01875) aluminum smooth plate and the inner pans
shall be welded to the outer plate. Doors shall be fully
gasketed with closed cell neoprene sponge. The gasket shall
have a rail shape to carry off water. The compartment doors
shall have a double catching, 206 slam latch. Door handles
shall be heavy duty stainless steel Hansen flush mounted D-
ring handles. The D-rings shall have a slight break to
facilitate easy access while using gloves. Doors shall be
1/8" diamond plate door, with 1/8" smooth plate door pans.
The doors shall be securely attached to the apparatus body
with full length, stainless steel piano type hinges. All
vertically hinged doors shall have a stainless steel, double
acting, 5-J type door stay. The door stay•shall be attached
to the door and compartment by stainless steel 404 hardware.

The bottom of large compartment floors shall be reinforced
with 1" X 3" aluminum tube, welded in place for added
support.
The forward portion of the body shall be formed out of 3" X
3" X 3/16" aluminum square tube, with 1/4 radius corners.
This tube shall form the top, back and front sides of the
pump panels.
The apparatus body shall be fastened to the body with 1/2"
thread X 5" bolts, with springs on top. These springs will
allow body to flex with frame twist.
Body shall be secured to flanges bolted to frame rails on
chassis portion of body and rear of body shall be bolted to
the frame rails of chassis. There shall be a minimum of
four (4) body blocks secured to chassis frames to hold body
securely in place and still allow flexing as necessary.
These blocks shall be neoprene faced to protect any
dissimilar metals from coming in contact with each other.

WARRANTY POLICY
W.S. Darley and Co. unconditionally guarantees to replace, irrespective of
the length of service, any defective part or parts in the Champion pump.
Every new Champion pump is guaranteed to deliver performance as
specified in our sales contract.
This warranty does not obligate us to bear costs of labor or transportation
charges incurred in the replacement of parts.
We shall not be responsible, under the terms of this warranty, for the cost
of repairs or alterations not authorized by us.
We shall not be responsible for damages or contingent liabilities resulting
from operation failures of any Champion pump.
We make no warranty of trade accessories incorporated in the assembly or
employed in conjunction with any Champion pump.
Excessive overloading of this pump beyond our recommended limits of
capacity and pressure shall void this warranty.

General Specifications —
Type Single stage, gear driven centrifugal pump, designed for general applications
using adequate PTO, transfer cases, or other power transmission sources with
clutch to allow pump engagement.
Impeller 9-inch diameter, bronze material, closed type single suction with front and
rear seal rings. Wear rings are wrap -around type. Electric dynamometer
tested.
Pump Shaft Heat treated stainless steel ground to finish size.
Packing Maintenance free mechanical seal.
Pump Case Nodular iron material (600 PSI hydrostatic pressure tests) with flanged
discharge outlet.
Suction Head Nodular iron material, 4-inch victaulic grooved connection.
Discharge Flange 3-inch NPTF tapped flange.

Transmission All ball bearing construction. Precision helical cut and crown ground, Class 11,
