SUBJECT: Request authorization to install and make operational a
remote auxiliary radio receiver on Cudjoe Key Florida

The Emergency Medical Canrnmications System, for the most part, consists
of three base station radios, one each located at Mariners, Fishermen's
and Florida Keys Memorial Hospitals; with a. remote controller located at
DePoo Manorial Doctors Hospital. This county -wide communications system
provides for two-way voice camnrnmications and electrocardiogram (ECG)
data transmissions between the Emergency medical personnel at the scene
of an injury or illness and the physician at the local hospital; providing
for proper medical control and management of the patient in the pre -hospital
setting.
Two remote auxiliary radio receivers were purchased during the current year
to augment the existing system. One of the new radio receivers needs to
be located somewhere between Sugarloaf Key and Summmerland Key in order
to ensure reliable and quality communications, with minimal interference
of reception. This radio receiver will interface with the base station
at Florida Keys Memorial Hospital.
Florida Keys Broadcasting Corporation, WFYN, Key West, Florida has recently
erected a 612' tower on Cudjoe Key. This tower would be an ideal site
for the radio receiver. Lease space is available, at the proper tower
height, at a cost of $195.50 per month, which includes space in the
transmitter building and electricity. Attached are copies of correspondence
between Mr. Gayle Swofford, President, Florida Keys Broadcasting Corporation,
and myself regarding this matter. Mr. Swofford also requests that a "Hold
-Harmless" clause be included as part of the lease agreement.

+' Also, radio transmission lines are necessary to interface the remote
auxiliary radio receiver with the hospital base station. These lines
are available from Southern Bell at an approximate cost of $121.00
per month.
Funds are available in the current budget to implement this project
and an appropriation was requested in the proposed budget for maintenance
of same.
I request the Board's authorization to have the County Attorney prepare
the necessary lease agreement for the tower space on Cudjoe Key, Florida,
and authorization to have installed by Southern Bell the radio trans-
mission lines that are necessary to make the radio receiver operational.

I hope this will help in your efforts to put the emergency
medical service into service. It certainly is needed here
in the Keys.
As I think I mentioned I am only able to rent space on this tower
because of my utilization of the top for WFYN FM. I•had the tower
built to hold additional loading from 200 feet. It is designed
to with -stand sustaining winds of 135 miles per hour. I don't
think I have to tell you that the land to guy such a tall tower
(approximately 10 acres) and the building ran the cost of the
installation up considerably. There is no toher tower in Monroe
County built as well as this one.
Since the tower has been completed and our FM antenna is in place,
we hope to be -broadcasting from the new tower in about two weeks.
Let me know when you would expect to utilize the space. And if I
can be of further help please let me know.

I received your letter of April 25, 1983 in which you quoted a per
month cost of $230.00 for the space I inquired about on your Cudjoe
Key tower.
As I have previously stated, this additional receiver site will
greatly improve the quality of medical caTnnnications between the
Emergency medical personnal at the scene of a medical emergency and the
physician at the local hospital. This communications system serves
both the residents and visitors of the lower Florida Kevs when and if
they need pre -hospital Emergency medical services. -
I an aware that both of your radio stations are very public service
oriented, therefore I request your consideration for a somewhat reduced
monthly rate as a public service.
Your consideration of this request is appreciated., I will be looking

Dear Reggie:
This letter will confirm our phone conversation this
morning about the available space on the WFYN FM tower at Cudjoe
Key.
I have space available for you at the 300 to 318 foot level along
with the wall space for your receiver inside the transmitter
building. For the 300 foot level the charge is as follows;
On a per month basis the cost is $230.00. This is $15 per foot
for the first ten feet then $10 per foot for the additional
eight feet. The price includes electric off our meter as long as
no additional equipment is needed.
The tower is built for the loading and meets specifications for
the Zone. It certainly is the strongest tower, to my knowledge,
in Monroe County.
All I will need from you is a written confirmation along with hold
harmless agreement and the date you would like to have access to
the tower and building.
We'll look forward to working with you on this project.

Keys Memorial Hospital in Key West, Florida.
