Key Largo, FL
A Special Meeting of the Monroe County Board of County Commissioners convened at
5:05 P.M., on the above date at the Key Largo Library. Present and answering to roll call were
Commissioner Wilhelmina Harvey, Commissioner George Neugent, Commissioner Mary Kay *
Reich and Commissioner Nora Williams. Absent was Mayor Shirley Freeman. Also present were
Danny L. Kolhage, Clerk; James Roberts, County Administrator; County Attorney James T.
Hendrick; County Staff, members of the press and radio; and the general public.
All stood for the Invocation and Pledge of Allegiance.
ADDmONS, CORRECTIONS, DELETIONS
There were no Additions, Corrections, or Deletions made to the Agenda.
BUDGET PUBLIC HEARINGS
County Administrator James Roberts made a presentation to the Board and discussed the
Capital Improvement Plan, recommendations of the Human Service Advisory Board and Mental
Health Funding.
DISTRICT #1
LOWER AND MIDDLE KEYS FIRE AND AMBULANCE DISTRICT
BOARD OF GOVERNORS
The Board of Governors for District # 1 Lower and Middle Keys Fire and Ambulance
District convened. Present and answering to roll call were, Commissioner George Neugent
Commissioner Nora Williams, and Chairperson Yvonne Harper. Absent was Mayor Shirley
Freeman.
A Public Hearing was held on the Board of Governor's proposed Fiscal Year 2001
Budget. There was no public input. Public Safety Director Reggie Paros addressed the Board
concerning the pending Layton, Long Key, and City of Marathon Interlocal Agreement. The
Board took no official action.

There being no further business, the meeting of the Board of Governors of District #1
Lower and Middle Keys Fire and Ambulance District adjourned.

The Board of County Commissioners reconvened with all Commissioner present.
A Public Hearing was held regarding the proposed Fiscal Year 2001 Residential Solid
Waste Collection, Disposal, and Recycling Rates. There was no public input.

Waste Collection, Disposal, and Recycling Rates. There was no public input
A Public Hearing was held regarding the Tentative Fiscal Year 2001 Budget and Tentative
Millage. There was no public input.
Commissioner Williams discussed the recent actions concerning the Wastewater Funding
Bill currently pending in Congress.
Mr. Roberts discussed the need to get recommendations for possible legislation during the
2001 Legislative Session. Mr. Roberts also announced the final budget hearing would be held on
September 20,2000 at 5:00 P.M. at the Marathon Government Center.
There being no further business to come before the Board, the meeting was adjourned.
