AGENDA ITEM WORDING: Report on status of preparation of Cudjoe Regional Wastewater non
Ad Valorem assessment and discussion and direction for next steps for funding of the Cudjoe Regional
Wastewater Treatment system.
ITEM BACKGROUND: The development of the assessment roll is virtually ready to move forward
to an initial assessment resolution in June 2011. Presentation and passing of an initial assessment
resolution in June 2011 will result in mailing of assessment notices at the end of June and a final
assessment resolution in August 2011 if the assessment is to be levied on the 2011 tax bills. Staff
requests Commission direction on next steps for the assessment and other funding for the Cudjoe
Regional system.
PREVIOUS RELEVANT BOCC ACTION: In January 2011 the Commission resolved that the
assessment amount until 2015 would not exceed $5,700 and approved an amendment for the GSG
contract approving additional work required to develop a 2011 assessment roll for the Cudjoe Regional
system to allow the possibility of levying the assessment in 2011. In December 2010, the Commission
adopted Resolution 469 -2010 as a necessary precondition to levying the non Ad Valorem assessment
starting in November 2011 for the same reason. In August 2009 and May 2010, the Commission
postponed adoption of an assessment for the Cudjoe system pending a complete funding plan for the
project.

Ms. Desantis - Bill Hunter of the Sugarload POA indicated that you have offered to give the
commissioners a courtesy copy of our e-mail. Below is a statement that we would like to present to the
Commissioners. Thank you.
The CGPOA Board supports continued discussion and consideration of the sales tax
extension, the Keys Toll, and the Ad Valorum Special Fee ($5700) as pertains to waste water
treatment, however, we do not support the collection of any revenue from Monroe County
residents until there is a comprehensive plan in place that covers total, updated costs that
includes a commitment for funding from appropriate State and/or Federal agencies, and
that commits funds from our residents in amounts no greater than that paid by other Keys
residents.

Folks,
I know a couple of you cannot make the BOCC meeting this Wednesday, however
there is another option to comment on wastewater tax assessments. It will
help commissioners in their decision if you are able to send a brief e -mail
position to Ms. Desantis in our county clerks office
[ idesantis @monroe - clerk.com]. While letters can not be read into the record,
Ms. Desantis has offered to give the commissioners a courtesy copy of your
e -mail.
