RE: Keith & Schnars Presentation of the Comprehensive Plan Update
At the BOCC Meeting on December 16, 2009, the Board granted approval and authorized
execution of a Professional Services Agreement with Keith and Schnars, P.A. (K&S), for
a four year contract to update the Monroe County Year 2010 Technical Document (Phase
1), Evaluation and Appraisal Report (EAR) (Phase 2), EAR -based Comprehensive Plan
Amendments (Phase 3), and Land Development Code (Phase 4) for a planning period of
2010-2030.
Keith and Schnars, P.A. (K&S) is finalizing Phase 1 of the four -phased Comprehensive
Plan update process: updating and revising the data and analysis contained within the
Technical Document and the Map Atlas to the new planning period of 2010-2030. The
Technical Document consists of various "Elements," similar to chapters, and is organized
in the manner specified by Florida Statutes. The document provides data and analysis of
the population; land uses within each of the planning areas; physical environment; level
of service requirements and facility capacity; infrastructure improvements and other
future needs. These are prepared and reported in an Existing Conditions and Future
Needs format.
The Technical Document associated with the current Monroe County 2010
Comprehensive Plan was prepared over 20 years ago. Existing conditions, projected
needs, and changes in federal and state laws have necessitated a re-evaluation and update
of this Technical Document. The Draft Technical Document Update includes the most
current assessment of Monroe County's existing and projected population based on a
methodology approved by the Florida Department of Community Affairs. This document
serves as the data and analysis that supports the Comprehensive Plan's adopted Goals,
Objectives and Policies and Future Land Use Map. Comments from the Board of County
Commissioners, Planning Commission, county staff, and the public have also been
assessed and incorporated as part of the Draft Technical Document update process.
The elements previously reviewed by the Board of County Commissioner on January 19,
2011 included Future Land Use (existing conditions only); Conservation and Coastal
Management; Traffic Circulation (existing conditions only); Mass Transit, Ports,
Aviation and Related Facilities; Housing (existing conditions only); Potable Water; Solid
Waste; Sanitary Sewer; Drainage; Natural Groundwater/Aquifer Recharge; Recreation
and Open Space; and Intergovernmental Coordination.
This presentation includes the following new and updated elements completed to date:
Introduction and Executive Summary; Future Land Use (future needs); Conservation &
Coastal Management (future land use impacts); Traffic Circulation (future needs), Traffic
Circulation Map Series; Recreation & Open Space (future planning); Capital
Improvements Element (based upon FY 2010-11 Budget); Energy Conservation and
Climate; and any revisions to previously submitted and reviewed elements addressing the
County staff, Planning Commission, Board of County Commissioner and the public's
comments.
This presentation also includes an assessment of the 2010 Comprehensive Plan Elements
(commonly referred to as the "Element -by -Element Review Report"), which is a section
of the Evaluation and Appraisal Report (EAR). This document is a brief assessment of
the successes and shortcomings of each element of the 2010 Comprehensive Plan since
the last EAR in 2004 and includes recommendations for future consideration in the
update of the goals, objectives and policies of the comprehensive plan.
Attached for your review and consideration is the Draft Technical Document Update,
which includes both existing and future conditions analysis for all required elements of
the Monroe County 2030 Comprehensive Plan. Also attached for your consideration is an
Element -by -Element Review which highlights the successes, deficiencies of the current
Comprehensive Plan and includes recommendations. This is part of the Evaluation and
Appraisal Report that is relied upon to support future amendments to the Goals,
Objectives, and Policies of the Monroe County 2030 Comprehensive Plan.
Keith & Schnars is scheduled to present the Draft Technical Document Update and
Element -by -Element Review to the BOCC on Monday, June 20, 2011 at 5 PM at the
Marathon EOC Meeting Room. This is an advertised public meeting and the public is
invited to participate and provide comments.
