PHASE 7 LEAD PAINT REMEDIATION SCOPE OF SERVICES
IMPLEMENTATION OF NOISE INSULATION PROGRAM
KEY WEST INTERNATIONAL AIRPORT
CONTRACT AMENDMENT - EPA LEAD PAINT RULE
Background
On April 22, 2010, the Environmental Protection Agency (EPA) adopted the Renovation,
Repair and Painting Lead Rule. This new federal law will require that contractors
performing renovation, repair and painting projects that disturb lead -based paint in
homes, child care facilities and schools, built prior to 1978, be certified and follow
specific work practices to prevent lead contamination.
EPA RRP General Work Practices:
• Contain the work area — warning signs, poly sheeting to seal off floors, doors and
HVAC components.
• Minimize dust.
• Flame burning; torching and using power tools without HEPA vacuum
attachments are prohibited.
• Clean thoroughly with HEPA vacuuming and wet mopping.
• Waste must be contained prior to removal from the work area and properly
stored to prevent access and release of dust and debris.
EPA RRP Work Practices for Interior Renovations:
• Remove all objects from the area or cover them with plastic sheeting.
• Close and cover all duct openings with plastic sheeting.
• Close all windows and doors, doors must be covered with plastic sheeting.
• Cover flooring in the work area (a minimum of 6 feet) beyond the perimeter of the
surfaces undergoing renovation.
• After renovation is completed, the firm must clean the work area until no dust,
debris or residue remains. This would include:
o Collect all paint chips and debris and seal it in a heavy duty bag.
o Remove and dispose of protective sheeting as waste.
o Waste transported from renovation activities must be contained to prevent
release of dust and debris.
EPA RRP Work Practices for Exterior Renovations:
• Close all windows and doors within 20' of the renovation.
• Ensure that all doors within the work area that will be used during the renovation
are covered with plastic sheeting that allows workers to pass through as well as
confining dust and debris.
• Cover the ground with plastic sheeting, extending a minimum of 10 feet beyond
the perimeter to collect falling paint debris.

In situations where work areas are close to other buildings, the firm must take
extra precautions in containing the work area (such as vertical containment)
After renovation is completed, the firm must clean the work area until no dust,
debris or residue remains. This would include:
o Collect all paint chips and debris and seal it in a heavy duty bag.
o Remove and dispose of protective sheeting as waste.
o Clean all objects and surfaces in the work area and within 2 feet of the
work area with a HEPA vacuum or damp cloth or a mop for flooring.
EPA RRP - Responsible Parties:
• Residential rental property owners/managers
• General contractors
• Special trade contractors, such as painter, plumbers, carpenters and electricians
EPA RRP - Pertinent Activities:
• Remodeling or repair/maintenance
• Electrical work
• Plumbing
• Painting
• Carpentry
• Window replacement
EPA RRP - Exclusions:
• Houses built after 1978
• Housing for elderly or disabled people (unless children under 6 years old reside
or are expected to reside there)
• Zero building dwellings (studio apartments, dormitories)
• Minor repair that could disturb 6 square feet or less of paint per room or 20
square feet or less on the exterior of a home/building
• This does not include window replacement or demolition projects
EPA RRP Certified Firm Responsibilities:
• All individuals performing work are certified renovators.
• A certified renovator is assigned to each renovation and performs all
responsibilities.
• All renovations are performed in accordance with the work practice standards of
the Lead -Based Paint Renovation, Repair and Painting Program.
• Pre -renovation education requirements of the Lead -Based Paint Renovation,
Repair and Painting Program are performed.
• The program's recordkeeping requirements are kept.

EPA RRP Certified Renovator Responsibilities:
• Use an EPA approved test kit to determine whether components affected by the
renovation contain lead based paint.
• Provide on the job training to workers on the work practices they will be using in
their assigned tasks.
• Must be present at the work site when warning signs are posted, while the
containment is being established and when the work area cleaning is being
performed.
• Direct work being performed by other individuals to ensure that proper work
practices are being followed.
• Must be available, either onsite or by telephone, at all times renovations are
being performed.
• Must perform project cleaning verification.
• Must have copies of their initial course completion and most recent refresher
course completion certificate.
• Must prepare required records.
• Firm and renovators certifications must be renewed every 5 years.
EPA RRP Recordkeeping Requirements (General Contractor):
• Certification that lead -based paint is not present
• Records relating to the distribution of the lead pamphlet
• Any signed and dated statements from owner -occupants documenting that the
requirements do not apply.
• Documentation of compliance with the requirements of the Lead -Based Paint
Renovation, Repair and Painting Program.
Consultant Team
The Consultant Team is composed of the following disciplines. Their billable rates are
shown in parenthesis:
THC, Inc. - THC, Inc. (THC) will provide all required construction management
services related to this contract amendment that will include the Director of
Sound Insulation Programs ($198.00), Project Manager ($115.00), Executive
Construction Manager ($135.00), On -Site Construction Manager ($110.00), and
Administrative Assistant ($81.00).
EE&G Environmental Services LLC — EE&G will provide all lead paint testing
services and will develop a Report of Findings for each of the thirty eight (38)
properties.
Required Scope of Services
Since the EPA rule was adopted after THC prepared their Scope of Services for the Key
West Noise Insulation Program - Phase 7 Construction Services, this scope of services
document reflects THC's additional responsibilities necessary to introduce and
incorporate the EPA RRP rule requirements for the thirty eight (38) eligible properties
that include the following:

Task 2 — Lead -Based Paint On -Site Testing
EE&G will utilize a NITON X-Ray Fluorescence (XRF) instrument to perform a lead
based paint screening of each property. The screening will be performed using
practices based on a modified version of the protocol established in the "Guidelines for
the Evaluation and Control of Lead -Based Paint Hazards in Housing" by the Department
of Housing and Urban Development (HUD) in June 1995. Testing locations will be
determined on site by an Environmental Protection Agency (EPA) Accredited Lead -
Based Paint Inspector/Risk Assessor. If necessary, EE&G will collect paint chip
samples for lead -based paint analysis to verify any inconclusive findings detected
during the screening. The paint chip samples will be analyzed utilizing Atomic
Absorption Spectrophotometry (AAS) in accordance with ASTM D3335-85A. In addition,
THC Staff (Program Manager and Administrative Assistant) will be responsible for the

scheduling and coordination of all tests with the Property Owners. In addition the
Program Manager will accompany EE&G (on -site) during the entire testing process.

Task 3 - Lead Paint Testinq Result Report Development and Analysis
EE&G will prepare a final report for the structures containing both the findings and
recommendations of the LBP screening. The final reports will not contain photographs
or diagrams of the sampled materials. The reports will be based on a 15 business day
turnaround from the time the field work is completed. Upon completion of reports, THC
staff (Director of Sound Insulation Programs, Executive Construction Manager, On -Site
Construction Manager, and Project Manager) will be responsible for thoroughly
reviewing all reports and coordination with the General Contractor.

Site Construction Manager have fully reviewed EE&G's lead paint findings for the thirty
eight (38) properties, they will need to meet with the General Contractor to review
construction site plans to insure compliance with EPA RRP rule requirements. This plan
should include a review of:

1. General Contractor's EPA RRP site plan should include their means and methods of
containing the opening/area that is confirmed to have the presence of lead paint
2. General Contractor's EPA RRP site plan should include their procedure to insure that
all certified renovators have proper safety equipment.
3. General Contractor's EPA RRP site plan should explain their procedure to remove
the existing window/door or make the necessary cuts within the established
containment area.
4. General Contractor's EPA RRP site plan should include their procedure of cleaning
the rough opening (window/door) or area that was cut and remove containment.

Once THC staff (Director of Sound Insulation, Executive Construction Manager and On -
Site Construction Manager have fully reviewed the General Contractor's plans to
conform to the EPA RRP rule on the construction site, THC will work with the General
Contractor to negotiate a Contract Change Order that will represent the additional labor
and materials required to conform to the EPA RRP rule requirements. In addition, THC
will work with the General Contractor to process a revision of the master construction
schedule, which will assume the additional construction site responsibilities related to
the EPA RRP rule.
