A Special Meeting of the Monroe County Board of County
Commis.ioners convened at 9:00 A.M., on the above date, at the
Marathon Government Center. Present and answering to roll call
were Commissioners Earl Cheal, Shirley Freeman, Mary Kay Reich,
Wilhelaina Harvey, and Mayor London. Also present were Danny L.
Xolhaqe, Clerk; Isabel C. DeSantis, Deputy Clerk; Randy LUdacer,
County Attorney; James ROberts, County Administrator; County
Staff; members of the Press and Radio; and the general public.
All stood for the Invocation and Pledge of Alleqiance.

There were no Additions, Corrections or Deletions to
the Aqenda.

A Mayors' Proclamation was made proclaiainq the week of
July 10-16, 1994 as Reef Awareness Week.
Motion was made by COlUDissioner Cheal and seconded by
Co.-issioner Freeaan granting approval to adverti.e an ordinance
aaendinq the Tourist Development Plan Section 2-300(8)(4), Monroe
County Code, deletinq the restriction on 35' of the first two
cents that funds be distributed by district percentaqe; Providinq
for severability; Providing for the repeal of all Ordinance.

Monroe Code; and providing an effective date. Motion carried
unan1Jaoualy. Vice-Chainuan of the Tourist Develop-.nt Council,
Ti. Gr_ne, addre.sed the Board.
Motion was ..de by Co_is.ioner Harvey and seconded by
Coaaissionar Cheal to adopt the follovinq Resolution to
participate in the funding for transportation of naval personnel
and visitors during the period ~ncing July 15, 1994 and
continuing for one week to provide vater borne transportation for
'4/20'
visits to the u.s.s. Key West and its tender, the U.S.S. Frank
Cable, during the visit of these ships to Key West waters.

County Administrator James Roberts, presented the
Proposed Tentative Budget for Fiscal Year 1994/95. Mr. Roberts
advised the Board that the current Tentative Aggregate Millage
rate for Fiscal Year 1994-95 represents an 8.8' increase over
Fiscal Year 1993-94.

Keys Fire and Ambulance District convened. Present and answering

Proposed Tentative Budget for Fiscal Year 1994/95.

Chief Circuit Judge J. Jefferson OVerby and Court
Adainistrator Theresa D. Westerfield, discussed the Judicial's
Proposed Tentative Budget for Piscal Year 1994/95.
Motion was made by Mayor London and seconded by
C~issioner Cheal directing the County Attorney to co.. back
with a rec~ation for the collection of jUdg..ent liens and
costa a.sociated vith the ..intenance of convicted cri.inals
through engaging or hiring of an attorney, on a contingency
basis, for ilapl..entation of such a proqr... Roll call vote vas
