As you know, on October 20,'`1§93, the Board of County
Commissioners of Monroe County authorized execution of the
following Funding Agreements:
Holiday Isle Resort and Marina covering the Holiday
Isle Sailfish Tournament, for an amount not to exceed $4,000.00,
Fiscal Year 1994, Two Penny, on January 28-30, 1994.
San Pedro Catholic Church Altar Society, for an amount
not to exceed $6,062.00, Fiscal Year 1994, Two Penny, covering
Art Under the Oaks, on January 22, 1994.
Florida Keys Renaissance Faire, Inc., for an amount not
to exceed $10,301.85, Fiscal Year 1994, Two Penny, on January 8-
16, 1994.
Exclusive Sports Marketing, Inc., of Florida, in an
amount not to exceed $45,000.00, Fiscal Year 1994, Third Penny,
covering a two day event, October 8-9, 1994.
Festival Floats, Inc., in an amount not to exceed
$30,000.00, Fiscal Year 1994, Two Penny, Public Relations Expense
Budget, for a Miami King Jamboree Parade Florida, December 1993.
Attached for handling by your office, are two fully -
executed duplicate originals of the above Agreements, one for
return to each Provider, and one for your appropriate
` departmental files.
By copy of this letter to Risk Management, we are
calling to their attention, as well as to your attention, the
insurance requirements as set out in these agreements.
In addition, Resolution No. 442-1993, was adopted,
concerning the Transfer of Funds, for Fiscal Year 1993.
One duplicate original of said Resolution is attached
hereto for your files.

THIS AGREEMENT is entered into this day of , 1993, by
and between the BOARD OF COUNTY COMMISSIONERS, Monroe i;ounty, Florida, hereinafter
referred to as the BOCC and Holiday Isle Resort & Marina hereinafter referred to as "Event
Sponsor";
WHEREAS, the BOCC, upon recommendation of the Monroe County Tourist Development
Council, hereinafter referred to as the TDC, has budgeted a portion of tourist development
revenues for promotion and support of certain fishing events; and
WHEREAS, the umbrella organization under contract to the BOCC has recommended that
certain monies be allocated to Event Sponsor; now
THEREFORE, in consideration of the mutual promises contained herein, the parties agree as
follows: w �,
1. BOCC shall pay to Event Sponsor a sum not to exceed c?1�houndollars
($4,000.00) for promotion and related expenditures in producing Holiday Isle'S-ailfish'rourrnent,
pursuant to the terms of the Funding Application, attached hereto and it rated herj ? n by
reference (Exhibit A). N
Should a breach occur after the expenditure of funds by BOCC €or an event, ar ct the
event does not occur as a result of said breach, Event Sponsor shall reimburse BOCC for the
amount of funds expended by the BOCC in connection with said event.
2. Event Sponsor shall provide promotion and related services as described in detail in
the Funding Application (Exhibit A).
3. Indemnification and Hold Harmless: Event Sponsor agrees to indemnify and hold
Monroe County harmless for any and all claims, liability, losses and causes of action which may
arise out of the fulfillment of the agreement.
It agrees to pay all claims and losses and shall defend all suits filed due to the
negligent acts, errors or omissions of the Event Sponsor's employees and/or agents, including
related court costs.
4. Insurance Requirements: Event Sponsor shall carry during the term of this agreement
public liability insurance, including bodily injury and property loss damage to cover all claims,
demands or actions by any person or entity in anyway arising from the operation, of this event(s).
Such liability insurance shall be in an amount not less than $500,000. Monroe County and the
Monroe County Tourist Development Council shall be named as additional insured under the
insurance policy and such insurance shall be primary and non contributing with any insurance
carried by the County. Event Sponsor shall furnish the County with a certificate evidencing the
insurance required by this paragraph not later than twenty (20) days prior to the event.
5. Event Sponsor shall maintain records to be kept pursuant to generally accepted
accounting principles, for three years after the event, and shall permit BOCC and its agents and
employees access to said records at reasonable times.

6, For any breach of the covenants contained herein or in Exhibit A, BOCC may
terminate this agreement immediately upon service of notice of termination. BOCC may terminate
this agreement without cause upon providing 120 days notice of termination.
7. Event sponsor is an independent contractor and shall disclose any and all potential
conflicts of interest as defined by Florida Statute, Chapter 112 and Monroe County Code, Article
XXI.
8. Force Majeure: Event Sponsor shall not be liable for delay in performance or
failure to perform, in whole or in part, the services due to the occurrence of any contingency
beyond its control or the control of any of its subcontractors or suppliers, including labor dispute,
strike, labor shortage, war or act of war whether an actual declaration thereof if made or not
insurrection, sabotage, riot or civil commotion, act of public enemy, epidemic, quarantine
restriction, accident, fire, explosion, storm, flood, drought or other act of God, act of any
governmental authority, jurisdictional action, or insufficient supply of fuel, electricity, or materials
or supplies, or technical failure where Event Sponsor has exercised reasonable care in the
prevention thereof, and any such delay or failure shall not constitute a breach of this Agreement.
9. Ethics Clause: Event Sponsor warrants that he/she/it has not employed retained or
otherwise had act on his/its behalf any former COUNTY office or employee in violation of Section 2
or Ordinance No. 10-1990 or any COUNTY officer or employee in violation of Section 3 of
Ordinance No. 10-1990. For breach or violation of the provision the COUNTY may, at its
discretion terminate this contract without liability and may also, at its discretion, deduct from the
contract or purchase price, or otherwise recover, the full amount of any fee, commission,
percentage, gift, or consideration paid to the former or present COUNTY officer or employee.

WITH
FLORIDA KEYS FISHING TOURNAMENTS, INC.
We, the undersigned do hereby petition the Florida Keys
Fishing Tournaments, Inc. to become a member Tournament un-
der the guidelines set forth by the Monroe County Board of
County Commissioners and the Monroe County Tourist Develop-
ment Council as set forth in the corporation by-laws.
As a member Tournament it is understood that we may apply
for Tournament funding under th provisions outlined in the
Florida Keys Fishing Tournaments, Inc. CRITERIA FOR EVALUA-
TION OF TOURNAMENT FUNDING PROPOSALS.
It is further understood that the Florida Keys Fishing
Tournaments, Inc. is an umbrella organization in contractu-
al agreement with the Monroe County Board of County Commis-
sioners to function as primary agent for dispersal of allo-
cated funds received form the Monroe County Tourist Devel-
opment Council for the promotion and advertising of fishing
tournaments in the Florida Keys (Monroe County).
By this petition it is agreed that the undersigned will co-

Dates for this event are chosen to fall within Sailfish season. Typically, the event has
run late January/ early February, which is generally a slower weekend for our resort.
AMOUNT OF FUNDING REQUESTED FROM FKFT $11,000
IMPACT ON TOURISM Holiday Isle's Annual Dolphin Tournament is one of the most
well -fished tournaments in the Upper Keys. This tournament is an up scale event; it
carries a $175 entry fee, and participants are given a cocktail party, an awards
banquet and other items of interest. Anglers bring both families and friends to the area
for this tournament. Many of them charter boats, dine in area restaurants and shop in
area stores. Families often enjoy local attractions while anglers fish.

HOLIDAY ISLE EIGHT ANNUAL SAILFISH TOURNAMENT
COMMITMENT TO THE EXPANSION OF TOURISM Holiday Isle has proven
commitment to the expansion of tourism in Monroe County. As a business which can
only thrive when tourism occurs, it is in the best interest of our stall to run events which
bring tourist to our area. Although the tournament is not held during the designated
non -peak periods, it is held on what was, before the advent of this tournament, the
slowest weekend during Sailfish season for our resort.
Holiday Isle will work with FKFT, TDC, the BOCC and the private sector to guarantee
the success of this event. Holiday Isle will continue to do its part to make this
tournament a winner for all concerned.
SOUNDNESS OF PROPOSED TOURNAMENT The nine year history of this event
proves its viability as an event for the Islamorada area. The tournament has
maintained a loyal base of anglers, captains and social members over the years, while
gradually expanding to include new visitors and and anglers.
Holiday Isle is committed to the protection of our environment. Therefore, all of our
tournaments emphasize release, education, and tagging, where applicable.
Holiday Isle has many sponsors who help make this event a success. Sponsors
provide prizes, raffle items and cover other tournament expenses which are not TDC
fundable. Our organization aggressively searches for outside sponsorship of all of our
events.

HOLIDAY ISLE NINTH ANNUAL SAILFISH TOURNAMENT
Kay Carter, our dockmaster and tournament director, maintains order in our marina.
She has worked on all of our tournaments since she started at Holiday Isle. She also
assists hotel guests and locals with booking charters. Once the captains at Holiday Isle

Steve Crumley is responsible for coordinating funding for all TDC funded events. He
works closely with sponsors, the TDC, FKFT, and the staff at Holiday Isle to be sure
that event budgets are established and followed. He also coordinates public relations
for the resort. He works with Stewart Newman and Associates on all TDC funded
events, and coordinates efforts for local, regional and national publicity.
Our in house advertising department, run by Adrienne Elder, designs and produces all
ads for our events. This allows us to save agency commissions on all media
placements. Our expert staff makes the best buys for our advertising dollars.
Special Events Coordinator Eileen McGuire works with the tournament staff to provide
input and suggestions for smooth implementation of the event. Eileen's experience
allows us to keep staffing and problems to a minimum.
Holiday Isle has an excellent staff of enthusiastic, professional, business people who
work hard to make everything the resort does a great success. Florida Keys Fishing
Tournament Inc can be assured that these same people are hard at work making
fishing tournaments at Holiday Isle the finest in the Keys.

Although he failed to take top prizes,
Chicago angler Jerry Hirsch, achieved a
backcountry slam by catching a 36-inch
permit and an 11-pound bonefish during
tournament hours on one day. Later the
same evening, with help from guide Ken-
ny Knudsen, he successfully released a
tarpon to complete the slam.
Billy Johnson of Immokalee fished the
passes and used live bait to land a 291/2-
ing spindlebeaks like this one will gladen
the hearts of tournament fishermen all over
South Florida.

of the Islands Redfish Tournament. The
event drew 91 contestants this year, who
caught 86 reds, of which 84 were exam-
ined by marine biologists, tagged and re-
leased. Two of the redfish were hooked

for lab studies.
Johnson's fishing partner, Preston Mims,
caught a 273/4-inch red, which earned him
third place and $632,51. Indiana visitor,
Marc Lochharet, caught a 28-inch red
that placed second. The prize money
was $790.60 and paid his air fare from
Indianapolis.
Chuck Ray, who founded the tourna-
ment 12 years ago, announced that
$1,137.50 was being donated to the Save
Our Sealifel effort, which is seeking to
ban gill nets from Florida waters.
Ralph Lucado of Brooksville won $250
for catching the most redfish with 13. He
placed fifth overall with a 206-inch red,
and won an additional $316.26. Bruce
Miller of Immokalee was fourth with a
267/e-inch red. He collected $474.39.
