I am enclosing herewith a copy of the lease between the
Historic Key West Preservation Board and Monroe County for
the use of the"Armory Building as a Senior Citizens Center.
At a regular meeting of the Board of County Commissioners
on March 16, 1976 the Board approved renovations to a portion
of the Armory Building to provide office space for the Legal
Aid Organization. At the same meeting the Board approved
installation of three (3) telephones to be used by said orga-
nization. It is my understanding that the Legal Aid Organiza-
tion is a non-profit corporation organized by the local Bar
Association for the purpose of serving the legal needs of the
elderly and indigent.
I have two questions for your consideration:
(1) In view of the restriction in the lease agree-
ment concerning the Armory Building that it be used "as a
Senior Citizens Center" and also the existence of a reverter
clause in this lease, will the County be in violation of the
terms of the lease if the Legal Aid Organization provides
services to non -senior citizens?
(2) If the above question is answered in the
negative, should the Board of County Commissioners enter into
a formal sub -lease or other type of agreement with the Legal
Aid Organization to provide them with the office space and
telephone service?
I would appreciate an early reply to these questions.

Dear Danny:
As soon as it is convenient after your fiscal year begins October i, we
would appreciate your sending us a check for the County Commission's
annual appropriation to the Historic Florida Keys Preservation Board.
We have been working throughout the year with the growth management
staff regarding the County's comprehensive land use plan which will help
protect the cultural resources of the Florida Keys. Additionally, we have
advised the County on Pigeon Key and will publish November 1 an enlarged
edition of Lighthouses of the Florida Keys. '
The Trustees of the Historic Florida Keys Preservation appreciate the
County's continued support which enables us to work on a number of
projects for the benefit of those of us who live here and those who visit
the Keys.
