Marathon
A Special Meeting of the Monroe County Board of County
Co..i.sioners convened at 9:00 A.M., on the above date, at the
Marathon Government Center. Present and answering to roll call
were ccmai..ioners Earl Cheal, shirley Freeaan, Mary Kay Reich,
Wilhelaina Harvey, and Mayor London. Also present were Danny L.
Kolbage, Clerk; Randy Ludacer, County Attorney; Jaaes Robert.,
county Adainistrator; County Staff; members of the pre.s and
Radio; and the general public.
All stood for the Invocation and Pledge of Allegiance.
Mayor London and the Board called a special Meeting for
July 25, 1994 at 9:00 a.a. at the Marathon Governaent Center for
the purpo.e of discussing the Tentative Budgets for Piscal Year
94/95 and July 27, 1994 at 3:00 p.a at the Marathon Governaent
Center for the purpose of the approval of the Tentative Budgets
and certifications of the Millages to the Property Apprai.er.

upper Keys Trauma District Director Blaine Gorman,
discussed the upper Keys Trauma District's Proposed Tentative
Budget for Piscal Year 1994/95.
Notion was ..de by Commissioner Cheal and seconded by
co_issioner Preeaan to have a zero tax for the Trauaa District
for the current piscal Year. Roll call vote was unanillous.

Budget for piacal Year 1994/95.

Extension Services Director Douglas Gregory, discussed
the Extension services Proposed Tentative Budget for Fiscal Year
1994/95.
community services Director Peter Horton, discussed the
community service, Key West and Marathon Airports Proposed
Tentative Budgets for Fiscal Year 1994/95.
Library Director Mary Quinn, discussed the Monroe
County Library System Proposed Tentative Budgets for Fiscal Year
1994/95.
County Attorney, Randy Ludacer, advised the Board that
he had been notified that the Third District Court of Appeals had
ruled in favor of Monroe County on the pigeon Key case.
The Board discussed their previous action in calling a
Special Meeting for July 27, 1994 and indicated that the meeting
would now be held on July 27, 1994 at 3:00 P.M. at the stock
Island Chapel.
~I" ARTS COUBCIL
Ann Lynch representing Parvan Bakarjiev as Executive
Director of the Fines Arts Council, discussed the Fine Arts
Council Proposed Tentative Budget for Fiscal Year 1994/95.
Motion was made by Commissioner Harvey and seconded by
commissioner Reich to grant the Fine Arts Council request for
$120,000.00 budget for Fiscal Year 1994/95. During discussion,
motion was made by Commissioner Cheal and seconded by
Commissioner Freeman to table until a meeting can be held with
the Tourist Development Council to discuss the request. Roll
call vote on the motion to table was taken with the following
results:

county Adainistrator Jaae. Roberts discussed
reco~tions that he llade in his Executive Su.aary concerning
the Fiscal Year 1994/95 Budget. Motion vas llade by co_is.ioner *
Reich and seconded by co_issioner Harvey to approve the

Administrator's recommendation # 1 to rebuild the group insurance
fund over a two (2) year period by contributing $400,000.00 in
Fiscal Year 1995 and $400,000.00 in Fiscal Year 1996 thereby
reducing the current Tentative Budget by $400,000.00. Motion
carried unanimously.
Motion was made by commissioner Freeman and seconded by
Commissioner Harvey granting approval of recommendation #2 to
reduce the amount contributed to the property insurance reserve
fund by approximately $100,000.00. Motion carried unanimously.
Motion was made by Mayor London and seconded by
Commissioner Cheal that between now and the final budget hearing,
the County Administrator will produce a menu as to how the budget
can be brought to rollback and also authorizing the Mayor to send
a letter to the Constitutional Officers seeking their cooperation
in that ettort. Roll call vote was unanimous.

Tentative Budget for Fiscal Year 1994/95.

The Board then considered the schedule tor t:he
Tenbtive and Final Bearings ot the Proposed Tenbtive Budget tor
Piscal Year 1994/95. The Board set the Tenbtive Bearing tor
8ept_~ 13, 1994 at 5: 05 P.M. at the Key x.rgo Library and the
Pinal Bearing to be held at the llarathon Goverrment Center on
Sept~ 21, 1994 at 5:05 P.M.
