02/21/1978 Agreemente A G R E E M E N T THIS AGREEMENT, entered into this 21st day of February, 1978, by and between the County of Monroe, State of Florida, a political subdivision of the State of Florida, hereinafter referred to as the County, and LORNE W. HUNSBERGER, an independent Certified Public Accountant, hereinafter referred to as the Accountant. WITNESSETH THAT: The County and the Accountant agree as follows: 1. The Accountant shall review the County's current and prior budgets, read appropriate State Statutes and local ordinances, interview County and municipal officials and collect other informa- tion that would be appropriate for the preparation of a tax equali- zation study as required by Florida Statutes for the County which shall include, but not be limited to, the following: (A) Identify direct and indirect services provided to incorporated and unincorporated areas by Monroe County and the source of revenues used to finance those services. (B) Identify type and cost of services rendered for the benefit of citizens within the unincorporated areas but financed from County -wide taxes. (C) Presentation of an analysis of the Monroe County Budget for fiscal year 1977-78 and actual County revenues and expenditures for fiscal year 1975-76 and 1976-77 including the allocation of revenues and expenditures between the incorporated and unincorporated areas of the County. (D) The above to include an analysis of revenue allocated to the County from the 5th, 6th and 7th gasoline taxes and the expenditure of those funds between the incorporated and unincorporated areas of the County. (E) Develop recommendations on alternate methods of balancing any funding/benefit inequities between jurisdictions and the basis for future allocations of revenues and expenditures be- tween incorporated and unincorporated areas where necessary to Page 1 of 2 Pages f� r equalize inequities. Said recommendations to be considered for implementation in fiscal year 1978-79. The Accountant shall prepare a report based upon his study and make appropriate recommendations to provide tax equalization. 2. The County shall pay the Accountant $50.00 per hour for his services and $10.00 per hour for typing services. In addition, the County shall reimburse the Accountant for travel and printing expenses. The Accountant shall submit monthly invoices substantiating work performed during the previous month and the County shall pay said invoice upon verification and audit of in- voice. 3. The Accountant hereby assures the County that his employment practices prohibit job discrimination because of race, color, creed, sex, age or national origin. 4. The tax equalization study report shall be completed on or before April 15, 1978. 5. This Agreement can be terminated by the County upon ten (10) days notice by the County to the Accountant should the work not progress in a satisfactory manner. The County agrees to pay the Accountant for all work substantiated as of the date of termination.
