ADDENDUM NO. 1
This addendum, dated AUGUST 30th , 1989, to the existing Agreement
for Management Advisory Services between Monroe County and
Hutchinson, Moore, Gravett, Errera and Druker, P.A. includes:
FRANCHISE HAULER NEGOTIATIONS
AND
CODE REVISIONS
SCOPE OF SERVICES:
During this Project the Consultant shall assist the County in
the preparation of a revised franchise hauler agreement and a
revised Solid Waste Ordinance (existing Chapter 8 of the Monroe
County Code). This assistance will be provided as outlined below.
The Consultant shall also assist the County's Municipal Service
District in the negotiating the revisions to the existing franchise
agreement with the haulers.
PHASE I:
During phase I the Consultant will assist the County in
securing a revised franchise hauler agreement. This phase will
include, but not be limited to, the following tasks:
A) Draft a revised franchise hauler agreement which will
include recommended changes such as level of service,
method of hauler compensation and rate adjustment
procedures.
B) Assist the County's appointed members of the negotiating
team in negotiating changes in the terms of the existing
franchise agreements.
C) Make recommendations to the County based on the results
of the negotiations performed in Task B.

D) Assist the negotiating team in negotiating franchise
collection fees for the residential properties included
in the 1989-90 Assessment Roll.
E) Assist the County in finalizing the revised franchise
hauler agreement.
F) Assist County staff during the District's final budget
process for the fiscal year ending September 30, 1990.
PHASE II:
During Phase II, the Consultant shall assist the County in
revising the current County Ordinance relating to Solid Waste
(Chapter 8 of the Monroe County Code).
This revision will be performed concurrent with Phase I of
this project in order to present the County with a Solid Waste
Ordinance and a franchise agreement that are compatible with the
requirements of the County as well as being updated with the
provisions of the 1988 Solid Waste Management Act.
Tasks performed during this phase will include, but not be
limited to, the following:
A) Draft a revised Solid Waste Ordinance, subject to review
by the County Attorney.
B) Attend meetings with Municipal Service District staff and
the Board of County Commissioners in regard to the
revised ordinance.
C) Assist County staff in finalizing revisions to the
ordinance.
The estimated date of completion of Phase I & II is September
22, 1989. The fee for this phase is $35,000.00.
PHASE III:
During this phase the Consultant will assist County staff in
the initial modification of the current Assessment Roll data base
to provide for the inclusion of varied assessment rates for
separate residential categories for the November 1, 1989 billing.
The tasks performed during this phase will include, but not
be limited to:
A) Assist District staff in classifying current residential
billing units by user category.
B) Assist District staff in defining necessary use codes to
be added to their current data base file.
C) Assist District staff in working with County data
processing department to implement a use code element on
the existing assessment roll data base.
The estimated date of completion for this phase is September
30, 1989 and the fee is $10,000.00.
PHASE IV
During this phase the Consultant will assist District staff
in working with the County Finance Department to establish the
necessary budgeting cost centers needed to maintain the full cost
accounting requirements of the 1988 Solid Waste Management Act.
The estimated date of completion of this phase is September
30, 1989 and the fee is $5,000.00.
