You were not in your position at the time but under the Tom Willi days and the "Recruitment and Retention" program that spawn raises of 7 %, 13.7% and 8.6% for the FYE budgets of 2005, 2006 & 2007. Although the current focus is directed to the last 4 years during which there were no raises (by the way, CPI was a negative 0.6% during one of those years) there is still a gap created by those Willi year raises. Attached is a chart which plots a hypothetical $40,000 salary on10/1/01 and its growth applying the county's budgeted raises compared with the same $40,000 salary on 10/1/01 receiving CPI increases only. The result is that the $40,000 salary on 10/1/01 would have grown to $60,213 for 2011 compared with $53,158 if those raises would have been at CPI ... a $7,055 or 13.3% gap. I've circled the cumulative percentage increases since 10/1/10. The increase in county wages is 50.5% over the ten year term whereas there is 33.5% CPI growth.
