A Special Meeting of the Monroe County Board of County
Ccmai..ioners convened at 1:00 P.M., on the above date, at the
stock I.land Chapel. Present and answering to roll call were
Ccmai..ioners Earl Cheal, Shirley Freeaan, Mary Kay Reich,
Wilhe1laina Harvey, and Mayor Jack London. Also present were
Danny L. Xolhage, Clerk; Randy Ludacer, County Attorney; J_e.
Robertll, County AdJIini.trator; County Staff; aUlbers of the Pre..
and Radiol and the general public.
All stood for the Invocation and Pledge of Allegiance.

co..is.ioner Harv.y to approve the Additions, Correction. and
Deletion. to the Agenda. Motion carried unaniaously.

addres.ed the Board. Motion was made by Co_issioner Ch.al and
.econded by Co_i..ioner Harvey granting approval to adverti.e
public h.arings concerning the annual non-ad valor.. a......ent
for the collection, disposal, and recycling of residential solid
wa.te; and the establisbBlent of collections, disposal, and
recycling rates for co_ercial waste stre.. generators. Motion
carried unanimously.
Mr. Boldissar addressed the Board. Motion was llade by
ccmais.ioner Cheal and .econded by co_issioner Fre8llall to adopt
the following Resolution adopting the tentative Residential Solid
Waste COllection, Disposal, and Recycling rates for piscal Year
1994-1995. Motion carried unaniaously.

Motion was made by Commissioner Cheal and seconded by
Commissioner Freeman to adopt the following Resolution adopting
the Tentative Solid Waste Collection, Disposal, and Recycling
Service rates for Commercial Property in the various solid waste
collection franchise areas. Motion carried unanimously.

Commi..ioner Harvey grantirq approval of the reque.t to waive
purcha.ing policy and procedure for the purchase of 36,000
curbside recycling containers. Motion carried unanimously.
County Administrator, James Roberts and Pat Balerga,
repre.entinq the Plorida Key's Outreach Coalition, Inc.,
addre..ed the Board. Motion was made by Commis.ioner Reich and
.econded by Commis.ioner Harvey granting approval for the
Adainistrator to .ign a Certification of Local Approval tor Non-
Profit Organizations on behalf of a project by the Plorida Xey's
OUtreach Coalition, Inc., with the addition of language requiring
additional approvals by the Board of County Commi.sioners later
in the proce.s. Roll call vote was taken with the tollowinq

Mr. Roberts discussed the Tentative Monroe County
BUdget tor Piscal Year 1994-95 and the certification of the
Tentative Mileage Rates. He advised the Board that after
adjustments made by the Board and Statf the current increase over
the rollback rate was 5.07 t. Motion was made by CO_issioner
Harvey and seconded by Co..issioner Reich granting approval of
the Tentative Monroe County Budget and Millage Rates for Piscal
Year 1994-95, which is attached hereto and aade a part hereof.

Motion failed. After discussion by the Board, motion was made by
Co..issioner Harvey and seconded by Commissioner Cheal to
reconsider the Board's previous action concerning the Tentative
Monroe County Budget and Millage Rates for Fiscal Year 1994-95.
Motion carried unanimously.
Motion was made by Commissioner Reich and seconded by
C~issioner Freeman granting approval of the announc..ent of the
first public hearing date, time, and place to consider and adopt
a Tentative Budget and Certification of Tentative Millage Rate,
and directing the County Administrator to notify the Property
Apprai.er of the Tentative Millage Rates and set planned date.
