t&%xr A"A I L' lyl W UKU1NU: Approval to issue a Purchase Order to Municipal Equipment Company,
LLC, sole source stocking distributor of Lion Apparel's Janesville Brand of Turnouts in the state of
Florida, in the amount of $20,972.70 for 9 sets of personal protective ensembles (bunker, proximity gear)
at $2,330.30 per set, for the Key West Airport firefighters.
ITEM BACKGROUND: During the Fiscal Year 2004 budget process, the Board approved a program
for the ongoing replacement of personal protective ensembles annually. On November 13, 2003, the Fire
Chief implemented the Apparatus and Equipment Committee, and tasked them to conduct a study to test
several different types of firefighting protective clothing, and make a recommendation based on which
brand best meets the needs of Monroe County Fire Rescue (MCFR), factoring in cost and effectiveness.
The four major providers of personal protective ensembles were invited to provide their gear to the
department for trial. In January of 2005, the Committee completed their study and prepared a 2-page
document entitled "Monroe County Fire Rescue Protective Clothing Recommendation 2005"
recommending Lion Apparel's Janesville Brand to best meet the needs of MCFR. In order to replace
personal protective ensembles (bunker gear) every seven years, which is the accepted life span, one -
seventh should be replaced each year among career and volunteer firefighters. Municipal Equipment
Company, LLC, is the sole source stocking distributor of Lion Apparel's Janesville Brand of Turnouts in
the state of Florida. The annual scheduled replacement of bunker gear for career and volunteer personnel
at nine stations of MCFR was approved in March of 2011, prior to MCFR assuming responsibility of the
Key West Airport firefighters. The Key West Airport firefighters are also due for replacement of bunker
(proximity) gear and funds are available for that purpose.
PREVIOUS RELEVANT BOARD ACTION: During the Fiscal Year 2011 budget process, funds were
appropriated to continue the personal protective ensembles annual replacement program. On March 16,
2011, the Board of Governors of Fire and Ambulance District 1 approved to issue a Purchase Order to
Municipal Equipment Company, LLC, sole source stocking distributor of Lion Apparel's Janesville Brand
of Turnouts in the state of Florida, in the amount of $78,400.00 for 40 sets of personal protective
ensembles (bunker gear) at $1,960.00 per set, for scheduled replacements and initial issuance for new
recruitments of both career and volunteer firefighters.
wlv rKAU /AI XhhNMNT CHANGES: N/A
STAFF RECOMMENDATIONS: Chief Callahan concurs with the findings of the Fire Rescue
Apparatus and Equipment Committee and recommends we purchase this bunker gear and continue with
our replacement program.

Item:
Replacement personal protective ensembles (PPE)
Need:
PPEs for structural firefighting, even with limited exposure to fire combat, have a shelf life that
renders the thermal and vapor barrier protection ineffective at the expiration of that shelf fife.
Seven years is the generally accepted life span of PPE. We currently have members wearing
PPE in excess of twice the shelf life. This budget amount needs to be in place for every year,
adjusted for inflation, to enable Fire Rescue to annually replace one seventh of the PPEs in the
stations.

Committee Recommendation
This Committee recommends the purchase and distribution of the Lions Apparel
(Janesville) Protective Clothing Ensemble. p
After weighing all the considerations for.ou`r. personnel in the field we found the
Janesville to be of higher quality, the service provided to be exemplary, and the needs of
our department indicated a strong consideration for custom sized and constructed gear.
Methodnloa
The Process for evaluating the protective clothing proceeded as follows:
1. Test sets of gear were acquired from the following manufacturers; Globe,
Morning Pride, Quaker, Lions Apparel.
2. Each set was issued to a field member to evaluate, and was put into service.
I After approximately 6 months of service each member was requested to write an
evaluation of the gear they were issued. They were asked to detail the training and
calls they participated in while evaluating the gear. Each set of gear was used in a
minimum, of one live burn training.
4. All vendors that supplied gear were invited to the training facility to discuss and
exhibit their products, all field personnel were also invited to attend.
S. The committee discussed all information gathered over the evaluation period and
voted in majority to recommend the Janesville gear.
Evaluation Observations and Comments
Both the Globe and Janesville gear excelled in short drying times after washing and use,
as well as wicking of perspiration from the body. Mobility was not significantly restricted
by the Globe, Janesville, or Quaker gear, All sets of gear had equal heat protection
capabilities. There are significantly more construction and accessory options with the
Janesville gear and service has been out standing. Quaker and Janesville both offer
custom sizing options as well as custom construction options. Janesville offers specialty
construction options such as a Firefighter rescue strap and sewn in harness. The stitching
quality of the Janesville gear is far superior under heavy use.
