AGENDA ITEM WORDING: Approval to issue a Purchase Order to Ward Diesel Filter Systems, the
sole source provider of "No Smoke" Diesel Exhaust Filtration Systems, for the purchase of 4 vehicle
mounted on board exhaust removal systems for Monroe County Fire Rescue (MCFR) station apparatus,
in the amount of $35,896, and approval for the Fire Chief to sign all documents as needed to complete
transaction.
ITEM BACKGROUND: After performing a risk and needs assessment, MCFR identified a significant
issue of risk and needs to be in the area of protecting our firefighter's health and safety at the stations by
installing vehicle exhaust removal systems, compliant with all State, Federal, OSHA, and NFPA
regulations and recommendations, to allow for the extraction of toxic vapors and particulates emitted
from the internal combustion engines parked in the stations. The system would ensure a cleaner, safer
environment for our firefighters as well as the visiting public. The stations' apparatus bays are routinely
used by civic groups as meeting space, since there is a lack of community meeting space, and are also
toured by schools, daycare facilities, cub scouts, etc. MCFR applied for the Assistance to Firefighter's
Grant for 90% funding for the in- station type of system, however the grant was denied in November of
2010. MCFR now proposes to utilize the appropriated 10% match funds for an alternate type of system,
a vehicle mounted on board exhaust removal system for 4 apparatus. Monroe County Safety Officer
researched to find that only one company provided such a system and has recommended we move
forward to purchase 4 systems this fiscal year.

As the Monroe County Safety Officer and the NFPA required Safety Officer for Monroe County Fire Rescue, I have
conducted extensive research on all the types of Exhaust Removal Systems available and there is only one type I feel is
adequate for our particular needs and situation. That would be the Ward "No Smoke" on board system. That is the
system that is permanently mounted on each vehicle.
Due to the fact that some of our fire houses are under various stages of rebuilding /remodeling having a system that
goes with the vehicle insures compatibility at whichever station the vehicle is housed at.
Some of the vehicles with a vertical exhaust cannot use the "In Station" type. This will not be a problem with the on
board system.
If the "In Station" system goes down all the vehicles are affected until repairs can be made. With the Ward system only
the vehicle with the problem is affected.
An added advantage is that the Ward system can be activated on scene's where the vehicles may need to be positioned
upwind of a service area. This would reduce exposure of civilians and rescue personnel to harmful diesel exhaust fumes.

Notes: Monroe County Fire Rescue is applying for an Assistance to Firefighter's Grant due to be awarded early in 2011, for the purpose of
installing exhaust removal systems for Fire Stations 9, 10, 17, 18, and 22. The grant covers 90% of the cost thus requiring a 10%
