AGENDA ITEM WORDING: Discussion of redistricting of the five county commission districts
with recommended alternative configuration for each district and direction to staff to bring back
proposed redistricting boundaries for advertisement according to chapter 124.02 Florida statutes to be
adopted by resolution.
ITEM BACKGROUND: Every 10 years, as a result of the decennial census, governments are to
consider changing County Commission district boundaries. The legal process is governed by Chapter
124, Florida Statute and includes equalizing each district's total population in proportion to the total
population divided by 5. In addition, the changes to the district boundaries are to be made in odd -
numbered years. Further, Section 2 of the Voting Rights Acts of 1965, as amended and interpreted
through case law indicates each local government shall preserve, as much as possible, concentrations of
minority voters, in order to not dilute minority voting strength.
Staff has further made an effort to: Follow major natural and man-made boundaries and maintain
whole islands and communities (especially those with organized Homeowner/Condo associations)
within each district as much as practical in the attached redistricting recommendation.
Staff will send recommended boundaries to the Monroe County School Board as they adopt their own
boundaries. In addition, staff will coordinate with Mosquito Control as they follow County
Commission District boundary lines.
New district boundaries are required to be described in narrative form and shall be placed in a
resolution adopted by the Board of County Commission, after advertising at least once a week, for 2
consecutive weeks. Following adoption of new boundaries, the County Clerk must transmit the new
boundaries of each district, as changed, to the Department of State, with a certified copy of its minutes
reflecting boundary changes.
