01/03/1977 Agreement MEMORANDUM OF UNDERSTANDING
WHEREAS, on the 3rd day of January, 1977 the Board of
Commissioners of Monroe County, Florida, employed the undersigned
for the position of Emergency Medical Services Coordinator to carry
out the policies of the Monroe County Commission with respect to
providing quality emergency medical services to all residents of
Monroe County,
WHEREAS, it is deemed advisable that the undertaking be
reduced to writing,
NOW, THEREFORE BE IT KNOWN that under the Department
of Social Services, the position of Emergency Medical Services
Coordinator shall encompass the following duties:
1. Maintain the office of Emergency Medical Services
Coordinator and supervision of County staff assigned to assist in
the completion of the duties of the office of Emergency Medical Services
Coordinator in line with currently assigned duties.
2. Develop a closely coordinated county operational plan
in concert with other county, state and municipal agencies to maintain
and improve present capabilities and add necessary capabilities for
emergency medical rescue services in a timely and cost effective
manner.
3. Participate in the development of County budget preparation
for emergency medical service operations.
4. Represent the County in enlisting public support,
assistance and cooperation of municipal corporations, hospital district,
and other governmental agencies, as well as private hospitals, ambulance
companies, civic organizations, business enterprises and other organiza-
tions in carrying out the provisions of the County's Master Plan for
Emergency Medical Services.
5. Provide twenty -four hour per day supervision of and
assistance to the emergency services system establishing lines of
communication with personnel in each aspect of the emergency system
to insure the provision of uninterrupted services.
6. Provide both basic and refresher course instruction as
needed to individuals operating the county's emergency vehicles.
7. Develop and operationalize a maintenance schedule of all
county owned emergency medical firefighting vehicles and insure that
said vehicles meet State inspection standards at all times.
8. Utilize the expertise of the County Health and County
Development Directors as advisors in solving the daily problems of
the emergency system.
9. Assist the EMS Task Force in developing updates and
implementation strategies for the EMS Plan.
10. Render monthly and annual reports to the Director of
Social Services concerning the number, nature and extent of services
performed by the paramedics and emergency medical service agencies.
11. Make reports to the County Commission concerning the
status of emergency medical services in Monroe County.
12. Initiate a public information program which will provide
to the public necessary information on the existance and use of the
County Emergency Medical System.

As compensation for said duties, the said Emergency Medical
Services Coordinator shall receive:
1. The annual salary of Thirteen Thousand ($13, 000) Dollars
as and for his services and shall be entitled as a County employee to
the salary, retirement and other benefits as are other County employees
of similar status and that the County will not provide overtime payment
for hours worked in excess of 40 hours per week.
2. The County shall furnish unto said EMS Coordinator a
secretary to be employed and paid in accordance with the hiring and
employment policies of the County in effect for such clerical positions.
3. The County agrees to provide office space in Marathon,and
agrees to pay for training in fire fighting.
4. Said Coordinator shall in addition be reimbursed for
travel and perdiem in accordance with the provisions of law for all
travel incurred while on authorized County business. Further, the
County agrees to provide payment as stipulated in the event that an
emergency should arise necessitating travel during non - working hours
which would be of such a distance and for such duration to prevent the
EMS Coordinator from returning home.
5. The EMS Coordinator shall be furnished with the following
equipment for his use, the same to be inventoried and accounted for
at all times:
a. A desk and chair;
b. A legal size filing cabinet;
c. A telephone for County business for which only County
calls may be made and all non -local calls listed;
d. Any equipment necessary for the training of EMTs;
e. A vehicle for use on County business only equipped with
the radio equipment necessary to maintain contact with
the County's emergency vehicles.
6. The County further agrees to provide the funds for any
training deemed necessary by the Coordinator and approved by the
Board of Commissioners to further his knowledge in his field.
7. The EMS Coordinator further agrees not to accept employment
other than with the County either on a part -time or consultant basis.
8. It is understood that either the County or said Coordinator
may at any time terminate said employment as called for herein after
first giving the other party at least thirty (30) days prior notice of
said termination, and within thirty (30) days if not sooner, all equipment,
furniture and supplies furnished hereunder shall be returned to the
County or otherwise accounted for.
