Marathon
A Special Meeting of the Monroe County Board of County
Commissioners convened at 5:00 p.m., on the above date, at the
Marathon Government Center. Present and answering to roll call
were Commissioners Shirley Freeman, Wilhelmina Harvey, Mary Kay
Reich and Mayor Pro tem Earl Cheal. Absent was Mayor Jack
London. Also present were Danny L. Kolhage, Clerk; Ruth Ann
Jantzen, Deputy Clerk; Randy Ludacer, County Attorney; James
Roberts, county Administrator; county Staff; members ot the Press
and Radio; and the general public.
All stood for a Moment of Silence and Pledge ot

There were no Additions, Corrections, or Deletions to
the Agenda.

Peter Horton, Director of Community services Division,
addressed the Board concerning the reconsideration ot the
application tor the Part 139 upgrade from FAA tor services to the
Marathon Airport. The following individuals addressed the Board:
Ji. Shimkus, Marathon Airport Manager; John Nicks, Vice President
of Adainistration for American Eagle; Joseph Aron, Vice
President of Sales and Public Affairs for Gulfstream Airlines;
and Beth Gephart, Director ot Marketing for Flagship Airlines, a
subsidiary of American Eagle.
Mayor Pro tem Cheal requested the County Administrator
to walk among the audience with a microphone, listing the
advantages and disadvantages of the possible upgrade.
The tollowing individuals addressed the Board: Jay
Marzella, representing the Lower Keys Chamber ot Co..erce; Betty
Vail; Philip Tyson, representing Florida Keys Aviation
Association; Thcmas Fraelich, representing the Greater Marathon
Hoaeownerts Association; Jeft Davis, representing Seabird Key;

Danny L. Kolhage read into the record letters and
petitions received this date.
Motion was made by Commissioner Reich and seconded by
Commissioner Harvey to reconsider the application for the Part
139 upgrade from FAA for services to the Marathon Airport. Roll
call vote was unanimous with Mayor London not present.
Motion was made by Commissioner Harvey and seconded by
Commissioner Reich to seek a Part 139 upgrade to full status fro.

Bob Herman, Director of Growth Management, addressed
the Board regarding a request to allow the filming of the new
Flipper Television series on Pigeon Key. The following
individuals addressed the Board: Russ Rector, repre.enting the
Dolphin Freedom Foundation; Rita Irwin, representing the Dolphin
aesearch center; Collette Haley, Location Manager for Flipper
Fil..; Ray Tbacker,representing the Pigeon Key Foundation; To.
Cherniawsky, representing Hawk's Cay Resort; Raymond Kitchener,
representing the Marathon Chamber of Commerce; Mandy Rodriguez
and Dana Carnegie, both representing the Dolphin Research Center.
Motion was made by Commissioner Reich and seconded by
co..issioner Harvey to authorize cosmetic modifications to the
Pigeon Key historic structures, consistent with State and Federal
guidelines, in order to allow for the filaing of the television
