Wednesday, January 13, 1993
Key Colony Beach
A Special Meeting of the Monroe County Board of County
Commissioners convened at 9: 30 a.m. on the above date in the Key
Colony Beach City Hall in Key Colony Beach. Present and
answering to roll call were Commissioner Earl Cheal, Commissioner
Shirley Freeman, Commissioner Wilhelmina Harvey, Commissioner
Mary Kay Reich, and Mayor Jack London. Also present were Danny
Kolhage, Clerk; Randy Ludacer, County Attorney; Tom Brown, County
Administrator; County Staff; members of the Press and Radio; and
the general public.
ENVIRONMENTAL MANAGEMENT
Representatives of Amerecycle, Bedminster Bioconversion
Corporation, and Waste Management, Inc. of Florida made
presentations to the Board concerning proposals for solid waste
processing and waste reduction facility for the reduction, reuse
and/or disposal of solid and liquid waste in Monroe County.
George Knudtz, Yvonne Harper of the Solid Waste Task
Force, Elizabeth Wood, Bill Dalton, Bob Ernst, Steven C. Howard
of Amerecycle, John Albert of Waste Management and Martin
Firestone of Bedminster Bioconversion Corporation addressed the
Board. Board then entered into discussion with representatives
of the three firms. Motion was made by Commissioner Cheal and
seconded by Mayor London directing the County Administrator to
set up tours of the three facilities for County Commissioners and
Staff who desire to visit those sites. Roll call vote was taken

with the following results:

Commissioner Freeman Yes
Commissioner Harvey Yes
Commissioner Reich Yes
Mayor London Yes
Motion carried.
Motion was made by Commissioner Harvey and seconded by
Commissioner Cheal to authorize the Solid Waste Task Force
members to also tour the three facilities. During discussion,
motion by Commissioner Cheal and seconded by Commissioner Reich
to postpone consideration to the next regular Board meeting.
Motion carried unanimously.
Motion was made by Mayor London and seconded by
Commissioner Cheal directing the County Administrator and
Municipal Services Director Barry Boldissar and Staff to discuss
with the City Manager of the City of Key West and Mr. Paul Cates
a possible Interlocal Agreement for use of the Montenay Plant and
septage disposal at the Key West Waste Water Treatment Plant.
During discussion, the motion was withdrawn. Motion was then
made by Mayor London and seconded by Commissioner Freeman
directing the County Administrator, Mr. Boldissar and Staff to
discuss with the City of Key West and Waste Management to
integrate all of the assets available for solid waste disposal
into a conceptual integrated solid waste management plan. Roll
call vote was taken with the following results:

Motion carried.
There being no further business, the meeting was
adjourned.
