Resolution 281-2011 RESOLUTION 281 2011 A RESOLUTION BY THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS FOR THE RE- PRIORITIZATION OF FLORIDA DEPARTMENT OF TRANSPORTATION DISTRICT 6 FEDERAL TRANSPORTATION ENHANCEMENT FUNDS Whereas, Monroe County recognizes the importance of providing a safe alternative transportation system along the US 1 corridor in the Florida Keys; and Whereas, the Monroe County Board of County Commissioners (BOCC) approved Resolution 205 -2000 in May 2000, allowing the Florida Department of Environmental Protection (FDEP) to become the lead agency in the planning, design, and construction of the Florida Keys Overseas Heritage Trail (FKOHT); and Whereas, Resolution 205 -2000 allows FDEP to apply for future design, construction, and maintenance funds for the FKOHT, and it makes the FKOHT the top priority for Monroe County during the selection and ranking of future FDOT enhancement funds and other grant funds; and Whereas, $40,275,275 in FDOT enhancement funds have been allocated to the FKOHT between Fiscal Years 2001 and 2014, and Whereas, of the eleven (11) FKOHT projects listed in Resolution 205 -2000, two (2) are fully completed, two (2) are partially completed, and seven (7) have not been completed; and Whereas, FDEP has committed to begin construction of six (6) of the remaining projects listed in Resolution 205 -2000 by the end of 2011; and Whereas, the FDOT District 6 has established new criteria for evaluating and awarding future enhancement funding that includes a measurement of past performance and successful completion of FDOT District 6 Work Program projects, including the FKOHT; and Whereas, Monroe County seeks more accountability in the funding, scheduling, and completion of District 6 Transportation Enhancement Projects; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY: Section 1. Resolution 205 -2000 is rescinded; and Section 2. Monroe County BOCC will review, rank, and prioritize future transportation enhancement applications eligible for FDOT District funding each year according to criteria agreed upon by the FDOT District 6 and the County; and Section 3. Monroe County will continue to consider the FKOHT for future enhancement allocations along with other county priorities and applications from local municipalities.
