JOINT MONROE COUNTY AND
CITY OF REY WEST COMMISSION
MEETING MINUTES
Wednesday, March 3 , 1993
Key West City Hall
A Joint City/County Meeting of the Key West City
Commissioners and Monroe County Commissioners convened at 7:30
p.m. on the above date in the Key West City Hall. Present and
answering to roll call were County Commissioners Earl Cheal,
Shirley Freeman, Mary Kay Reich, and Mayor Jack London.
Commissioner Wilhelmina Harvey was not present. City
Commissioners Harry Bethel, Sally Lewis, Joe Pais, Jimmy Weekley,
and Mayor Dennis Wardlow. Also present were Josephine Parker,
City Clerk; Danny Kolhage, County Clerk; Adele Stones, City
Attorney; Randy Ludacer, County Attorney; Felix Cooper, City
Manager; Tom Brown, County Administrator; City and County Staff;
members of the Press and Radio; and the general public.
The Board discussed a Joint Participation Agreement
between the City of Key West and Monroe County for the processing
and disposal of municipal solid waste. County Environmental
Management Director, Barry Boldissar, gave the Joint Commission
an update on pending City/County negotiations. City Technical
Services Director, Paul Cates, addressed the Board. Motion was
made by Mayor London and seconded by Commissioner Freeman
directing Staff to continue to negotiate and to report back to
both Boards. Motion carried unanimously.
City Manager, Felix Cooper, and County Administrator,
Tom Brown addressed the Board concerning progress towards
implementing the previously directed minimum of three joint
participation projects. Mr. Cooper discussed Police/Sheriff
cooperation, staff communications, land on Stock Island near the
Botanical Gardens, and MAVRO funding. Mr. Brown discussed MAVRO
funding, vehicle maintenance, mutual aid in hurricane situations,
and fire and ambulance services on Stock Island.
Board discussed sidewalks at 1800 Atlantic, Bertha
Street, and Atlantic Boulevard. Mr. Cooper and Mr. Brown
addressed the Board concerning this item. After Board
discussion, the matter was referred back to both Staffs.
Commissioner Sally Lewis, Frank Butler, of Post,
Buckley, Schuh and Jernigan, addressed the Board concerning the

Smathers Beach Renourishment Project and White Street Pier
alterations.
County Administrator, Tom Brown, addressed the Board
concerning a proposed Channel 8 local public service television
station concept and how the City of Key West can participate with
Monroe County on this project.
Roger Braun, of the Monroe County Housing Authority,
addressed both Boards concerning the S.H. I.P. Program.
Board discussed the scheduling of quarterly joint
meetings of the City and County Commissions.
Board briefly discussed the establishment of a Monroe
County Intergovernmental Agency Steering Committee comprised of
one member from every municipal, county, state, judiciary,
utility, and community service agency.
Board briefly discussed the desirability of the Monroe
County School Board actively participating in the quarterly
City/County joint meetings.
City Manager, Felix Cooper and County Administrator,
Tom Brown and both Boards discussed hurricane evacuation
coordination efforts.
City Planner, Ted Stader, and Preservation Planner,
Gene Burr, addressed the Board concerning the possibility of a
statutory tax exemption for historic properties.
There being no further action, the meeting was
adjourned.
