As a resident of the Florida Keys since 1972 1 have seen a lot of changes. The last 10 years I have focused on improving my
community by involving myself in many boards that I felt passion for and thought I could make changes.
I am proud of the boards I have been on and believe that the organizations have benefitted from my involvement.

As owner and General Manager of Marathon Jet Center, I have 11 years experience managing and growing one of the important
transportation gateways into the Keys. Over this period I have developed a unique understanding of the role of aviations
contribution to to our economy. Each year Marathon Jet Center travels to 3 industry conventions that are among the largest
aviation business based initiatives in the U.S. and host a booth. My intention is to popularize the Keys as a resort destination
location and familiarize the aviation transport industry and aircraft owners with the Middle Keys Airport and our areas
extraordinary resort facilities.

It is truly a pleasure and an honor to submit my application to fill the position of At Large Representative
for the District III Advisory Committee (DAC-III} to the Monroe County Tourist Development Council.
I believe I am amply qualified for the position, as 1:
• Am a resident of District 111, within the boundaries defined in your announcement;
• Have no direct or indirect involvement in a tourism business;
• Have extensive experience in the field of Tourism Development Planning and Marketing throughout
South Florida, Mexico and the Caribbean, as shown in the attached resume.
• As President of the recently -formed Friends of Old Seven, Inc. (F07), a Keys -based 501 (c ) 3 non-
profit corporation founded for the purpose of restoring, enhancing and maintaining the 2.2 miles
span of the Old Seven Bridge between Marathon and Pigeon Key, I have been deeply and effectively
involved in issues that the Keys community, as a whole, care a lot about, which, if positively
resolved, will ultimately increase valuable tourism and recreational assets for the entire County.
• Am a Hispanic -American, with Spanish as my first language. My participation in the District III
Advisory Committee will increase representation of this important and growing ethnic group in
community affairs,
• Have a combined Masters' degree in Business Administration (MBA) and regional economics,
• Conducted post -graduate studies in Germany, thus speak fluent German, a key language in the ever
important European tourist markets.
• Studied, worked and lived in numerous countries, thus have exposure to a wide range of cultural
and ethnic experiences,
• Am deeply committed to serving Marathon and the Florida Keys by applying my extensive skills and
experience, on a voluntary basis, towards the overall economic, physical and environmental
development of the community I live in.
My wife and I own and operate International Development Advisory Services (IDAS), a successful
technology and development planning consulting firm active in South Florida, the Caribbean, Mexico
and Central America. In October, 2008, we finalized the sale of most of the company's assets, licenses
and distribution rights to a group of Dutch and Jamaican multinationals. While we have essentially
retired, I still remain involved in a small number of consulting projects. After analyzing our option for
retirement, we decided to move to Marathon, where we owned property since 2001.
Since moving to the Keys, both of us have become involved in local community affairs. Personally, I have
assumed direction of Friends of Old Seven, Inc., a 501 (c) 3 non-profit corporation dedicated to saving,
enhancing and maintaining the historic and recreational value of the Old Seven Mile Bridge.
There is no question that tourism is the economic lifeblood of the Florida Keys. It provides, directly or
indirectly, most of its revenue and jobs. Without its extremely important economic contributions, the
Keys would contract to unimaginable levels. There is also no question, however, that the Upper, Middle
and most Lower Keys facilities currently benefit mostly from tourists passing through on their way to
Key West, using restaurants as a lunch/dinner stop and occasionally hotels as an overnight stop on their
way to or from their final destination, and cold benefit a lot more if we were able to increase the
visitors' average length of stay, even by one extra day.
The Monroe County Tourist Development Council, by promoting and marketing events and attractions
throughout the Keys, has done a noteworthy job of expanding tourism and the economic benefits
thereof, to the entire County. More can and should be done. Notwithstanding the need to sustain and
increase the number of visitors to Key West, the Monroe County Tourist Development Council, in my
opinion, should increasingly focus its attraction and facility development, marketing and promotion
efforts toward the objective of gradually but measurably increase destination tourism to other parts of
the Keys.
I strongly believe I can contribute focused vision, organization and my extensive experience, to assist the
Council to achieve its full range of objectives.

I take great pleasure in writing this letter in support of Bernard Spinrad's application to the Tourist
Development Council's District Advisory Committee (District III).
Mr. Spinrad was first introduced to me last year when a group of local residents launched a
movement to rehabilitate the historic 7 Mile bridge. He currently serves as the president for the new
non-profit organization, Friends of 01d Severn (F07). The mission of F07 will be to form a
partnership between public and private entities to preserve this iconic image of the Florida Keys.
Under his leadership. FCC?, has made many impressive moves that have inspired both private
individuals and local and state agencies to spring into action.
His keen knowledge of tourism, honed many years ago as a contractor for the Dutch government, and
his love for Marathon would make him an excellent addition to the DAC 11I.

President and Phricipat Consultant of International Development Advisory Services (IDAS), a firm
specialized in assisting development throughout the region, specifically in the areas of Geographic
Information Systems (GIS) software and technical support, as well as in Tourism Development and
Planning, IDAS focused its range of activities in South F!orida, the Caribbean. Mexico and Central
America,
As part of its GIS-related activities, IDAS distributed and -class Environmental Systems Research
Institute (ESRI) software and provided technical support and implementation services to
government entities in the region :nterested in this new technology. ESRI's GIS software is being
used by Monroe County as well as by the City of Marathon. IDAS also distributed and supported
high-level GPS and professional grade digital camera equipment aswell as sateflite, imagery. During
