AGENDA ITEM WORDING: Approval of a Resolution of the Monroe County Board of County
Commissioners providing a policy eliminating the five dollar fee associated with the existing County
vessel pumpout service.
ITEM BACKGROUND: The County has been providing vessel sewage pumpout service in the Key
Largo area since 2005. The County has traditionally charged five dollars for the service, as allowed
under the Department of Environmental Protection Clean Vessel Act Program which provides grant
funding assistance to the County. At the September BOCC meeting staff mentioned the possibility of
eliminating the five dollar charge and providing the service for free in order to optimize the incentive
for boaters to utilize this service. The revenue lost from eliminating the five dollar fee would be
approximately $3,195 (pumpout fees collected from Sept 2010-Aug 2011). This Resolution provides
policy direction for the provision of free vessel sewage pumpout service.

A RESOLUTION OF THE MONROE COUNTY BOARD OF
COUNTY COMMISSIONERS PROVIDING A POLICY
ELIMINATING THE FIVE DOLLAR FEE ASSOCIATED WITH
THE EXISTING COUNTY VESSEL PUMPOUT SERVICE.
WHEREAS, in 2005 the Monroe County Board of County Commissioners
established a vessel sewage pumpout program to service liveaboard vessels in the Key
Largo area; and
WHEREAS, the County utilizes Florida Department of Environmental Protection
Clean Vessel Act (CVA) Program grant funding to offset costs associated with the
pumpout program; and
WHEREAS, the CVA Program allows grantees to charge five dollars for grant
funded pumpout services; and
WHEREAS, the County recognizes that some liveaboard boaters may not utilize
the vessel pumpout service due to the cost associated with the service; and
WHEREAS, the County desires to optimize the incentive for liveaboard boaters
to utilize the vessel pumpout service and comply with federal No Discharge Zone
regulations; and
WHEREAS, the County desires to provide vessel pumpout service to liveaboard
boaters for free through its own vessel pumpout service;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA THAT:
The Monroe County Board of County Commissioners shall eliminate the current
five dollar fee for County vessel sewage pumpout service and provide the service to
liveaboard boaters free of charge.
