09/16/1992 MEMORANDUM OF UNDERSTANDING
BETWEEN MONROE COUNTY
AND COLLIER COUNTY
THIS MEMO NDUM OF UNDERSTANDING made and entered into this o day
of , 1992 by and between Collier County, a political
sub ivision of the State of Florida and Monroe County, a political
subdivision of the State of Florida;
WHEREAS, Collier County, through its' EMS /Helicopter Operations
Department, operates an Advanced Life Support permitted helicopter used
primarily for emergency transportation of critically ill or injured
victims; and
WHEREAS, critically ill or injured victims require transport to the
most appropriate medical facility; and
WHEREAS, as a condition to a grant received by Collier County for the
purchase of a new helicopter, Collier County agreed to provide
helicopter transport services to Monroe County when Collier County's
helicopter is available.
NOW THEREFORE, Monroe County and Collier County hereby agree to the
following:
1. Applicability. This Memorandum of Understanding applies to
victims within Monroe County who meet the following criteria:
A. They have incurred a single or multi- system life- threatening
injury and /or illness and require immediate medical
intervention or treatment; and
B. Their medical condition exceeds the care and treatment
capabilities of hospitals in Monroe County.
2. Pre - hospital and Inter - facility Transfer Operational Procedures.
A. The Monroe County Public Safety Director or his designee can
request the response of the Collier County EMS helicopter by
calling the Collier County Sheriff's Office, 911
Communications Center, at (813) 793 -9300.
B. The Collier County Communications Operator will ascertain
incident type, transport destination, incident location and
landing zone, number of patients and patient condition.
C. The Collier County Communications Operator will notify the
Collier County EMS Supervisor of response request.
D. The Collier County EMS Supervisor will request page out for
Medflight #1 response pursuant to Section 3 entitled
"Availability ".
3. Availability. Monroe County and Collier County recognize that the
Collier County helicopter is staffed between the hours of
0800 -1800 hours and will respond to the requested location;
weather conditions, mission commitment, and maintenance
permitting. After 1800 hours and up to 0800 hours the additional
time needed to staff and pre- flight the helicopter should be taken
into consideration and if transportation by helicopter may still
enhance the victim's outcome, the Monroe County Public Safety
Director or his designee may request Collier County's helicopter.
After taking into consideration weather conditions, crew
availability, mission committment, and maintenance scheduling, the
Collier County EMS helicopter will be dispatched. Only
pre- designated landing sites will be utilized for night time
operations.
4. Transportation Costs. The patient shall be responsible for all
treatment and transportation costs and billed according to the fee
schedule adopted by the Collier County Board of County
Commissioners for air ambulance transportation.
5. Standard of Care: The Collier County EMS helicopter is medically
staffed with one state certified paramedic. Neonatal and
pediatric specialty transport teams are not available. Collier
County's helicopter response time to any location in the Florida
Keys and the southern mainland area meets or exceeds the response
time of Metro Dade's Air Rescue helicopter. The Metro Dade
helicopter is medically staffed with two state certified
paramedics, has access to neonatal and pediatric specialty
transport teams and has the capability of carrying specialized
equipment for multiple patients. Thus, the Metro Dade helicopter
should continue to receive the initial request for helicopter
evacuation for the Florida Keys and southern region of the
mainland. In the event the number of critically ill or injured
patients exceed Metro Dade's capabilities or the Metro Dade
helicopter is unable to respond due to prior mission commitment or
maintenance, the Collier County helicopter should be requested for
response. For the northern mainland region of Monroe County,
Collier County's response times are less than Metro Dade's and
thus Collier County should receive the initial request for
helicopter evacuation.
6. Patient Transport Limitations: Even though a victim may qualify
for transportion under Section 1, the following victims are not
eligible for transport on the Collier County EMS helicopter.
A. Combative /psychiatric patients
B. OB patients with imminent delivery
C. Adult patients requiring CPR
7. This Memorandum of Understanding shall be reviewed annually by
representatives from each county.
In witness whereof Collier County and Monroe County have each,
respectively, by an authorized person or agent, hereunder set their
hands and seals on the date and year first above written.
