Key Colony Beach
A Special Meeting of the Monroe County Board of County
Commissioners convened at 1: 30 p.m. on the above date in City
Hall at Key Colony Beach. Present and answering to roll call
were Commissioner Earl Cheal, Commissioner Shirley Freeman,
Commissioner Wilhelmina Harvey, Commissioner Mary Kay Reich, and
Mayor Jack London. Also present were Isabel C. DeSantis, Deputy
Clerk; Randy Ludacer, County Attorney; Tom Brown, County
Administrator; County Staff; members of the Press and Radio; and
the general public.
ADDITIONS, CORRECTIONS, DELETIONS
Motion was made by Commissioner Cheal and seconded by
Commissioner Harvey to approve Additions, Corrections and
Deletions to the Agenda. Motion carried unanimously.
COUNTY ADMINISTRATOR
City Electric Manager, Robert Padron, County
Engineering Director, David Koppel, County Administrator, Tom
Brown, and General Manager of Florida Keys Electric Cooperative
Association, Charles A. Russell, addressed the Board, concerning
the consideration of FKEC, CES, & FP&L's request to close the "18
Mile Stretch" of U.S. 1 from September 1, 1993 , until late
December 1993 , during specified daylight hours of the normal work
week. After discussion, motion was made by Commissioner Cheal
and seconded by Commissioner Reich to approve Staff
recommendation, to adopt the following Resolution approving

closure of the "18 mile stretch" of U. S. 1 during the tie
line/transmission pole replacement and direct all traffic via the
Card Sound Road during the road closure periods. The sum of
$6,233 . 00 per day shall be remitted to Monroe County for each day
the Card Sound Road tolls are lifted. Roll call vote was
unanimous.

COMMISSIONERS' ITEMS
Motion was made by Commissioner Cheal and seconded by
Commissioner Harvey granting approval for Commissioners to travel
to the Financial Management Workshop to be held in Tampa,
Florida, on April 16, 1993 , sponsored by the Florida Counties
Investment Trust. Motion carried unanimously.
Motion was made by Commissioner Cheal and seconded by
Commissioner Harvey to approve the Appointment of Arnold G.
Steinmetz to the Affordable Housing Advisory Committee. Motion
carried unanimously.
Motion was made by Commissioner Cheal and seconded by
Commissioner Harvey to approve the Monroe County Fine Arts
Council's Executive Director' s request to provide bus
transportation for the touring German Youth Orchestra in the
amount of $1, 500. 00 to be funded from the Board of County
Commissioner's Promo 5000 account. Motion carried unanimously.
Mr. Brown and the Board held a discussion concerning
the 1992 Fall Term Final Report of the Grand Jury regarding
Hurricane Preparedness - Hurricane Andrew.
Motion was made by Commissioner Harvey and seconded by
Commissioner Freeman granting approval for any Commissioner who
wishes to attend The Third Decade of Growth Management Seminar -
The Economic Development Dimension, on April 30, 1993 ,
coordinated by the FAU Institute of Government. Motion carried
unanimously.
Motion was made by Commissioner Reich and seconded by
Commissioner Freeman to advertise the Delinquent Tax Roll 1992
for Real Property in The Key West Citizen, and Personal Property
in The Reporter, of Tax Collector, Harry F. Knight's request.

Motion carried.
Commissioner Harvey requested that the Budget Workshop
scheduled for July 19 through July 22, 1993, be rescheduled, due
to the fact that three Commissioners will be attending the NACO
Conference, July 15 through July 20, 1993 . Mr. Brown was
requested to take the request under consideration and report back
to the Board at the next meeting.
There being be no further business, the meeting was
adjourned.
