Stock Island Chapel
A Special Meeting of the Monroe County Board of County
Commissioners convened at 2 : 00 p.m. on the above date in the
Chapel at the Public Service Building on Stock Island, Key West.
Present and answering to roll call were Mayor Pro Tem Earl Cheal,
Commissioner Shirley Freeman, Commissioner Wilhelmina Harvey, and
Commissioner Mary Kay Reich. Absent was Mayor Jack London. Also
present were Isabel C. DeSantis, Deputy Clerk; Rob Wolfe, County
Attorney; Peter Horton, Assistant County Administrator; County
Staff; members of the Press and Radio; and the general public.
ADDITIONS, CORRECTIONS, DELETIONS
There were no Additions, Corrections, or Deletions.
DIVISION OF COMMUNITY SERVICES
Community Services Director, Peter Horton, Len Bivins,
with Greiner, Inc. , and Airport Director, Art Skelly, addressed
the Board concerning the review of the Ground Transportation
Services Report for the Key West International Airport as
presented by Greiner, Inc.
The following individuals addressed the Board:
Darryl Fohrman, representing Independent Taxi Drivers;
John Rolli, representing Maxi-Taxi/Sun Cab; George Squires, II,
representing Five 6 's Cab Company; Walter Davenport, representing
Florida Keys Taxi Dispatch; Robert Sexton, representing Island
Coaches; Michael Korrick, Michael Deegan, Kim Barton, Darren
Guttman and J. Allen Smith, representing Friendly Cabs; Morgan
Haas, representing Yo' Taxi; and Armando Rodriguez, representing
Key West El Taxi addressed the Board.
( After discussion, motion was made by Commissioner Reich
and seconded by Mayor Pro Tem Cheal to allot a space in the long-

term parking area for Courtesy Vans so they may wait for air
fares scheduled to arrive and not be in competition with on-site
taxi cabs. Roll call vote was unanimous.
Motion was made by Commissioner Harvey and seconded by
Mayor Pro Tem Cheal to allocate a total of eight parking spaces
for Taxi Cab parking. Roll call vote was unanimous.
Commissioner Harvey left the meeting.
Motion was made by Mayor Pro Tem Cheal and seconded by
Commissioner Freeman that Island Coaches be considered as a
Courtesy Vehicle in accordance with the Consultants
Recommendation for a six month period. Roll call vote was taken
with the following results:

Commissioner Reich No
Mayor Pro Tem Cheal Yes
Motion carried.
Motion was made by Mayor Pro Tem Cheal and seconded by
Commissioner Freeman to adopt Item #7, Page 14, of the Key West
International Airport Ground Transportation Services, with two
slots for each designated company. Roll call vote was taken with
the following results:

Mayor Pro Tem Cheal Yes
Motion carried.
Motion was made by Commissioner Freeman and seconded by
Mayor Pro Tem Cheal to charge a vehicle for hire permit fee of
$100. 00 per month, per vehicle, with an initial review in six
months. Roll call vote was unanimous.
Motion was made by Commissioner Freeman and seconded by
Mayor Pro Tem Cheal to retain a courtesy vehicle permit fee of
$200. 00 per month, per vehicle. Roll call vote was taken with
the following results:

Motion carried.
1 Motion was made by Commissioner Freeman and seconded by
Mayor Pro Tem Cheal to approve, per Staff recommendation, the

a glance, whether or not the actual vehicle providing commercial
transportation services has met the necessary permit requirements
for operation at the airport. The decal/sticker should be of a
non-transferable voiding type affixed to the inside, lower right
hand side windshield location and visibly show the month/year the
permit is in effect and establish a permit/decal sticker
replacement fee of $25. 00. Motion carried unanimously.
John Rolli and Mike Deegan addressed the Board. Motion
was made by Commissioner Freeman and seconded by Commissioner
Reich to approve the establishment that all airport permit fees
are payable, and VIN insurance documentation are due the first
day of each month. If full payment is not received, or the
requirements not met by the fifth day of the month, the vehicle
shall be suspended from airport operations until
permit/requirements are received. Motion carried unanimously.
Motion was made by Commissioner Freeman and seconded by
Commissioner Reich to approve, per Staff recommendation, the
establishment of a temporary permit program to encompass those
commercial transportation vehicles and operations not on a
monthly permit schedule.
Taxi/Limousine - $10. 00 per day per vehicle
Vans - $15. 00 per day per vehicle
Buses/Trolleys - $20. 00 per day per vehicle
Motion carried unanimously.
Motion was made by Commissioner Freeman and seconded by
Commissioner Reich to approve, per Staff recommendation, the
establishment of an effective and realistic scale of fines and
penalties that can be applied without prejudice to all commercial
transportation service vehicle operators when a violation of
permit rules and regulations occur.
Fines and Penalties
1st Violation - $100. 00 fine
2nd Violation - Minimum 3-day suspension
3rd Violation - Revocation of permit and
forfeiture of fees
Motion carried unanimously.
Motion was made by Commissioner Reich and seconded by
Commissioner Freeman to provide airport management, ways and
means to enforce permit rules and regulations, and the ability to
levy fines and/or penalties into the existing Ground
Transportation Resolution, and bring back to the Board for
adoption. Motion carried unanimously.
