Resolution 440a-2011I Mayor David Rice RESOLUTION NO. 440a - 2011 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA SUPPORTING THE CONTINUATION OF EXISTING MEDICAID TRANSPORTATION SERVICES FOR MEDICAID -ELIGIBLE CLIENTS THROUGHOUT MONROE COUNTY, FLORIDA AND DISCOURAGING IMPLEMENTATION OF SENATE MEDICAL REFORM BILL 1972 WHICH WOULD MERGE THESE SERVICES INTO HMO'S THAT CURRENTLY PROVIDE NO MEDICAL SERVICES IN THE FLORIDA KEYS. WHEREAS, currently Monroe County and Miami -Dade Counties are considered one region; and WHEREAS, Monroe County has very minimal Medicaid providers and no HMO's; and WHEREAS, with the passage of Senate Medicaid Reform Bill 1972, Monroe County will no longer provide Medicaid Transportation Coordination to residents of Monroe County; and WHEREAS, as a result, Monroe County residents are at a greater disadvantage to receiving quality, efficient and timely transportation services to life -sustaining medical treatment; and WHEREAS, last year, the Guidance/Care Center, Inc., Monroe County's Community Transportation and Medicaid Coordinator, coordinated over 23,000 trips for Medicaid -eligible clients; and WHEREAS, nearly 30% of these trips were to out -of -county providers and specialists that are not available locally; and WHEREAS, another estimated 2,000 trips were coordinated with Medicaid riders to dialysis treatment alone that may not otherwise have been able to transport themselves to this life -sustaining treatment; and WHEREAS, as efforts go forward under this new Medicaid Reform Bill, Monroe County's Community Transportation and Medicaid Coordinator continues to discourage implementation of this piece of reform through education by relating the devastating impact implementation of this reform would have on the residents of Monroe County, Florida; and WHEREAS, it is critical, and possibly life -threatening, to the residents of Monroe County, Florida that the coordination of transportation services continue as they are currently being provided and not merged into HMO's that currently provide no medical services in the Keys; and Page Iof 2 Pages Mayor David Rice WHEREAS, to go forward with implementation of this Medicaid Reform legislation will dismantle the integrity of the entire coordination of transportation services to the Medicaid - eligible residents of Monroe County and leave many Monroe County residents without the life - sustaining medical treatment needed; and WHEREAS, the data and facts gathered for FY 2010/2011 reflect the critical need and dependency on these services by the residents of Monroe County, FL; and NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, THAT: 1. The Board supports continuation of the coordinated Medicaid Transportation Services as they are currently being provided in Monroe County, Florida. 2. The Board discourages implementation of Senate Medicaid Reform Bill 1972 as it relates to coordinated transportation services for Medicaid -eligible residents in Monroe County, Florida as it would deny residents access to critical life -sustaining medical services. 3. The Clerk is directed to immediately transmit a certified copy of this Resolution forthwith to Florida Governor Rick Scott, Representative Ileana Ros-Lehtinen, Representative Ron Saunders, Senator Bill Nelson, and Senator Marco Rubio.
