Dear Danny,
In accordance with the requirement in our MSTU funding Agreement to
provide quarterly status reports on the District's progress in implementing
wastewater projects in Key Largo utilizing MSTU funds to support the
administration, planning and development of those projects, we hereby submit our
report for the quarter ending December 31, 2008.
KLTV / KLP Demonstration Project
This completed project provides wastewater collection and treatment services
to 650 residential EDU's and 61 commercial EDU's, and also included construction
of an initial 0.183 mgd wastewater treatment plant. The project is fully connected
except for 17 properties which remain as referrals to Code Enforcement.
This project has been closed with a total project cost, excluding the in -kind
transfer of land from the County to the District, of $11,948,838.
Calusa Campground
This project will provide service to 367 residential units. The area lies between
the Trailer Village and the Park, and is a logical extension of the system to fill initial
treatment plant capacity.
This community's condominium Association has completed the design of a
collection system compatible with the District's transmission and treatment system.
Plans and specifications have been approved by the District, and the Association has
initiated and is continuing with construction. District inspectors are coordinating
with the contractor. Connection of this collection system to the District's
transmission line is expected in mid- FY2009.
North Components
This project includes replacement of the 0.183 mgd treatment plant with a 2.30
mgd plant capable of serving the entire District, construction of a transmission main
from the plant at MM 100.5 north along US 1 to MM 106, and installation of
collection systems serving 2,300 commercial and 5,700 residential EDU's along the
US 1 corridor, including Basin A (Lake Surprise /Sexton Cove), Basin B (Stillright
Point) and Basin D (Largo Gardens) neighborhoods. The project was expanded to
include Basin B with the award of a $6.038 million state appropriation for FY 2007,
and additionally expanded to include Basin C with the recent execution of a $10
million bond funded SRF loan.
Basin A is essentially completed with the exception of a US 1 crossing linking
the Phase 1 and Phase 4 vacuum systems.
Basin D is being constructed in four phases. LaRocco Enterprise is essentially
complete in Phase 2 and Phase 3. Construction of Phase 1 will be initiated by
LaRocco in February with anticipated completion in July, 2009. A Corps of
Engineers grant in the amount of $1.1 million is being combined with SRF funding
to construct Phases 1 and 3 in this basin. Service to Phase 4 has been deferred and
aggregated with the planning for service to CR905 customers.
Basin B design work by Eckler Engineering has been completed. Phase 1
construction by Ric -Man International is nearly complete, and a change order has
been awarded to continue into Phase 2. Fountain Engineering has been awarded a
change order to begin construction in Phase 6. Completion of construction in this
basin is targeted for mid -2009.
Basin C design work by Wade Trim is approximately 75% complete. Bidding
of Phase 2, previously scheduled for May, was delayed until December due to design
revisions. Award of a contract to Metro Equipment Services for construction of
Phase 2 is anticipated in January, 2009. Completion of construction is still targeted
for late 2009.
Construction of the Vacuum Station serving Basins C & D has been awarded
to Overholt Construction, and the AirVac equipment package is on site. Construction
will begin in February, 2009. A second AirVac vacuum station equipment package is
scheduled to arrive in January, 2009, in anticipation that Overholt may be awarded a
change order to also construct the vacuum station serving Basins A & B.
North transmission line construction has been complete since April, 2007.
Negotiations for early hookup with selected commercial customers along Hwy 1 are
in progress. Service to Fisherman's Cove and Senor Frijoles restaurant at MM 104
has been initiated, and the Nelson Government Center is expected to connect in
January, 2009.
The regional treatment plant has been subdivided into three components for
construction contracting purposes: (a) Deep Well, (b) Process Tanks, (c) General
Expansion & Upgrade. The regional plant is scheduled for completion and start-up in
December, 2009.
Construction of the Process tanks was awarded to PreCon Corporation and
work is approximately 50% complete with fmal completion anticipated in March,
2009. Deep well construction was awarded to Youngquist Brothers and is
approximately 25% complete. The General Expansion & Upgrade work has been
awarded to Wharton -Smith and a notice to proceed is anticipated in January, 2009.
The North Components project cost is currently estimated to be $74 million.
South Components
This project includes construction of a transmission main from the plant at MM
100.5 south along US 1 to MM 91, and installation of collection systems serving
over 1,000 commercial and nearly 6,000 residential EDU's along the US 1 corridor,
including Basin F (Port Largo), Basin G (Buccaneer Point), Basin H (Rock Harbor),
Basin I (Silver Shores) and Basin J (Tavernier) neighborhoods. The project will also
include 235 EDU's remaining in Basin E (adjacent to Basin F) which were not
included in the KLTV/KLP demonstration project.
Design of the South Transmission Line by CPH Engineers is 90% complete.
The District is utilizing a 36 inch water main recently abandoned by FKAA for most
of the distance at substantial savings in construction costs.
Eckler Engineering has submitted 90% drawings of the Basin E/F collection
system, and fmal design is scheduled for completion in February, 2009. The
preliminary design report for Basins G and H has been submitted for review by W F
McCain. A design contract for Basins I, J and K was awarded to Weiler Engineering
in October, 2008.
The South Components project cost is currently estimated to be $73 million.
