MINUTES
OF THE MONROE COUNTY
BOARD OF COUNTY COMMISSIONERS

Wednesday, July 21, 1993
Key Colony Beach
A Special Meeting of the Monroe County Board of County
Commissioners convened at 9:00 A.M. on the above date at the Key
Colony Beach City Hall. Present and answering to roll call were
Commissioners Earl Cheal, Shirley Freeman, Mary Kay Reich, and
Mayor Jack London. Commissioner Wilhelmina Harvey was absent
from the meeting. Also present were Danny Kolhage, Clerk; Isabel
DeSantis, Deputy Clerk; Randy Ludacer, County Attorney; Tom
Brown, County Administrator; County Staff; members of the Press
and Radio; and the general public.
All stood for the Invocation and Pledge of Allegiance.
ADDITIONS, CORRECTIONS, DELETIONS
There were no Additions, Corrections or Deletions.
MISCELLANEOUS
Motion was made by Commissioner Cheal and seconded by
Commissioner Freeman granting approval to change the date of the
presentation of the Sheriff's proposed Tentative Budget from this
date, to Friday, July 23, 1993 at 3:00 P.M. Motion carried
unanimously.
BULK APPROVALS
Motion was made by Commissioner Cheal and seconded by
Mayor London granting approval and authorizing the execution of
Change Order #2 with Pinewood Enterprises for Watson Field
Improvements, with no change in the Contract amount or completion
date. Motion carried unanimously.

FISCAL YEAR 1994 BUDGET WORKSHOP
County Administrator, Tom Brown, discussed a memo he
addressed to the Board of County Commissioners concerning changes
to the proposed Tentative Budget. The new aggregate millage rate
reflects an increase of 4.32%.
Mayor London and the Board discussed a study being done
by Cody & Associates concerning the county work force,
classification, wage, organization, and staffing. The County
Administrator advised the Board that the results would be
provided on July 28th. After discussion, motion was made by
Commissioner Cheal and seconded by Commissioner Freeman directing
Staff to provide a recommendation and report back to the Board
concerning the possibility of increasing user fees to increase
revenues. Motion carried unanimously.
PROPERTY APPRAISER
Honorable Ervin Higgs, Monroe County Property
Appraiser, presented the Board with the Property Appraiser's
proposed Tentative Budget for Fiscal Year 1994.
TAX COLLECTOR
Honorable Harry F. Knight, Monroe County Tax Collector,
presented the Board with the Tax Collector's proposed Tentative
Budget for Fiscal Year 1994.
JUDICIAL
Honorable J. Jefferson Overby, Chief Circuit Court
Judge, and Teresa Westerfield, Court Administrator, presented the
Board with Monroe County's Judicial proposed Tentative Budget for
Fiscal Year 1994.
PUBLIC DEFENDER
Honorable Rand Winter, Monroe County Public Defender,
presented the Board with the Public Defender's proposed Tentative
Budget for Fiscal Year 1994 .
STATE ATTORNEY
County Administrator, Tom Brown, presented the Monroe
County State Attorney's proposed Tentative Budget for Fiscal Year
1994, as the State Attorney was not present.

SUPERVISOR OF ELECTIONS
Honorable Harry Sawyer, Supervisor of Elections,
presented the proposed Supervisor of Election's Tentative Budget
for Fiscal Year 1994.
HUMAN SERVICES ADVISORY BOARD
Teresa Westerfield, member of the Human Services
Advisory Board, presented the Human Services Advisory Board's
proposed recommendations and Tentative Budget for Fiscal Year
1994. Motion was made by Mayor London and seconded by
Commissioner Cheal to move the Life Center's budget into the
Mental Health Clinic's area of the Budget. Motion carried
unanimously.
Motion was made by Commissioner Cheal and seconded by
Commissioner Freeman directing the Human Services Advisory
Committee to reconvene with a full Board and come back with
recommendations for a budget not to exceed $230, 000.00 for all
organizations. Roll call vote was unanimous with Commissioner
Harvey not present.
MENTAL HEALTH CLINICS
Dr. Marsh Wolfe, Dr. David Rice and Dr. Richard
Matthews, presented the Mental Health Clinic's proposed Tentative
Budget for Fiscal Year 1994. Dr. Wolfe advised the Board the
Budget for the Lower Keys Mental Health Unit would be reduced
from $225, 029. 00 to $210,829.00.
MONROE COUNTY PUBLIC HEALTH UNIT
Stephanie Walters, Administrator of the Monroe County
Public Health Unit, Ann Rhodes, and Connie Kramer, presented the
Monroe County Public Health Unit's proposed Tentative Budget for
Fiscal Year 1994.
COUNTY ATTORNEY
County Attorney, Randy Ludacer, presented the County
Attorney's proposed Tentative Budget for Fiscal Year 1994.
Motion was made by Commissioner Cheal to approve, in concept, an
allocation of 25% of one attorney, each from Airport and
Environmental Management Budget. After discussion, Commissioner
Cheal withdrew his motion.

CLERK OF COURT
Danny L. Kolhage, Clerk of Court, presented the Clerk
of Court's proposed Tentative Budget for Fiscal Year 1994.
MEDICAL EXAMINER
R. J. Nelms, Jr. , M.D. presented the Medical Examiner's
Tentative Budget for Fiscal Year 1994.
There being no further business, the meeting was
adjourned.
