Key Colony Beach
A Special Meeting of the Monroe County Board of County
Commissioners convened at 9: 00 A.M. on the above date at the Key
Colony Beach City Hall. Present and answering to roll call were
Commissioners Earl Cheal, Commissioner Wilhelmina Harvey, Mary
Kay Reich, and Mayor Jack London. Commissioner Freeman arrived
later in the meeting. Also present were Danny Kolhage, Clerk;
Isabel DeSantis, Deputy Clerk; Randy Ludacer, County Attorney;
Tom Brown, County Administrator; County Staff; members of the
Press and Radio; and the general public.
All stood for the Invocation and Pledge of Allegiance.
ADDITIONS, CORRECTIONS, DELETIONS
There were no Additions, Corrections or Deletions.
FISCAL YEAR 1994 BUDGET WORKSHOP
Elaine Gorman, of the Upper Keys Trauma District
presented the Upper Keys Trauma District's proposed Tentative
Budget for Fiscal Year 1994. County Administrator, Tom Brown,
discussed funding of ambulance and equipment from the Upper Keys
Trauma District's budget. Dale Wolgast, of the Upper Keys Trauma
District Advisory Board, addressed the Board. Motion was made by
Commissioner Reich and seconded by Commissioner Harvey to
increase District Six's Ambulance Budget in the amount of
$117, 000. 00. Motion carried unanimously, with Commissioner
Freeman not present.
COMMUNITY SERVICES DIVISION
Community Services Director, Peter Horton, and Code
Enforcement Director, Marty Arnold, presented the Code

Enforcement proposed Tentative Budget for Fiscal Year 1994.
Motion was made by Commissioner Cheal and seconded by
Mayor London granting approval of an additional position as
Special Projects Coordinator for the Community Services Division
which will be funded by a grant. Roll call vote was unanimous,
with Commissioner Freeman not present.
Social Services Director, Louie LaTorre, presented the
proposed Tentative Budget for Fiscal Year 1994. Motion was made
by Commissioner Cheal and seconded by Commissioner Reich to add
the amount of $9,500. 00 in the Welfare Services - Medicaid
Hospital. Motion carried unanimously, with Commissioner Freeman
present.
Commissioner Shirley Freeman entered the meeting.
Doug Gregory, Extension Services Director, Kim Blanco,
Marine Projects Coordinator/Staff Assistant II, and Mr. Horton,
presented the Extension Service's proposed Tentative Budget for
Fiscal Year 1994.
Mr. Horton and Airports Manager, Art Skelly, presented
the Airport's proposed Tentative Budget for Fiscal Year 1994.
Mr. Horton and Library Director, Mary Quinn, presented
the Library's proposed Tentative Budget for Fiscal Year 1994.
Motion was made by Commissioner Reich and seconded by
Commissioner Harvey to use user fees to offset the expenses of
additional personnel services, (2 full time equivalents) , plus
benefits, for the existing libraries. Roll call vote was
unanimous.
Motion was made by Commissioner Reich and seconded by
Commissioner Harvey to fund up to $75, 000. 00 for operating
expenses of the new Big Pine Key Library. Roll call vote was
unanimous.
FINE ARTS COUNCIL
Executive Director of the Fine Arts Council, Parvan
Barkardjiev, presented the Fine Arts Council proposed Tentative
Budget for Fiscal Year 1994. Lynda Stuart, Office Manager of the
Tourist Development discussed the budget request. Motion was
made by Commissioner Cheal to allocate $45, 000. 00 to the Fine
Arts Council. Motion died for lack of a second. Motion was then
made by Commissioner Freeman and seconded by Commissioner Reich
to allocate $90, 000. 00 to the Fine Arts Council. Roll call vote
was taken with the following results:

Motion carried.
MISCELLANEOUS
Motion was made by Commissioner Cheal and seconded by
Mayor London to add a presentation by the Health and
Rehabilitative Services to this agenda as item B-8. Motion
carried unanimously.
TOURIST DEVELOPMENT COUNCIL
Vice-Chairman, Tim Greene, and Office Manager, Lynda
Stuart, presented the proposed Tourist Development Council
Tentative Budget for Fiscal Year 1994.
CAPITAL PROJECTS
_, County Administrator, Tom Brown, presented the Capital
Projects proposed Tentative Budget for Fiscal Year 1994 .
Motion was made by Commissioner Freeman and seconded by
Mayor London to take out of the Capital Projects Fund #304, Big
Pine Volunteer Fire Department and Layton Volunteer Fire
Department the amount of $175,000.00, and put it into the
contingency account. Motion carried unanimously.
SHERIFF
Sheriff Richard D. Roth, Finance Director Mary
Clevenger, and Major Charles S. Casey, presented the Sheriff's
proposed Tentative Budget for Fiscal Year 1994. Motion was made
by Commissioner Cheal and seconded by Commissioner Freeman to
conduct a ceremony for dedication, of the New Jail Facility,
similar to the one at the Monroe County Regional Service Center.
Motion carried unanimously.
HEALTH AND REHABILITATIVE SERVICES
Stephanie Walters, Administrator of the Monroe County
Public Health Unit, and Louis LaTorre, Social Services Director,
addressed the Board. After discussion, motion was made by
Commissioner Reich and seconded by Commissioner Freeman to add

the amount of $52, 000.00 to fund an Advanced Registered Nurse
Practitioner who will provide additional days in the Tavernier
and Marathon area for a basic Primary Care Program. Motion
carried unanimously.
MANAGEMENT SERVICES
Tim Miller, Director of Information Systems, Keith
Spencer, and Rick Bernskoetter, presented the proposed
Information Systems Tentative Budget for Fiscal Year 1994.
Motion was made by Commissioner Freeman and seconded by
Commissioner Harvey to adopt the following Resolution appealing
to the Governor and Cabinet to expedite DOT fiber-optic cable
permitting, for a government information television station for
hurricane-awareness and evacuation and to ensure public safety.

See Res. Book No. 116 which is incorporated herein by reference.
Motion was made by Commissioner Freeman and seconded by
Commissioner Harvey to create the position of a TV/Multi-Media
Production Technician, position #212, which will be unfunded.
Motion carried unanimously.
OFFICE OF MANAGEMENT AND BUDGET
Office of Management and Budget Director, Melonie Bryan
presented Office of Management and Budget's proposed Tentative
Budget for Fiscal Year 1994.
PURCHASING
Director of Purchasing, Dick Cofer, presented
Purchasing's proposed Tentative Budget for Fiscal Year 1994.
GRANTS
Grants Management Director, Mary Broske, presented
Grants Management's proposed Tentative Budget for Fiscal Year
1994.
Commissioner Reich left the meeting.
HUMAN RESOURCES
Stella Otto, on behalf of Paula Rodriguez, presented

the Human Resources, Workmen's Compensation and Group Insurance
proposed Tentative Budget for Fiscal Year 1994. After
discussion, motion was made by Commissioner Cheal and seconded by
Commissioner Freeman directing Staff to evaluate a preventative
program, from a cost standpoint, and report back to the Board.
Motion carried unanimously.
PUBLIC INFORMATION OFFICE
County Administrator, Tom Brown, and Rick Bernskoetter,
presented the Public Information Office proposed Tentative Budget
for Fiscal Year 1994.
PROPERTY APPRAISER
Motion was made by Mayor London and seconded by
Commissioner Freeman approving an increase of $50, 000. 00 for the
Property Appraiser's proposed Tentative Budget for Fiscal Year
1994 to cover the implementation of the Cody report. Motion
carried unanimously with Commissioner Reich not present.
There being no further business, the meeting was
adjourned.
