2. SCOPE OF WORK " `a
The CONTRACTOR shall provide two (2) Emergency Generator Power
Systems, in accordance with the Request for Proposal and Specifi-
cations dated July 5, 1994, the Notice of Calling for Bids dated
July 13, 1994, and the CONTRACTOR'S bid dated August 4, 1994, all
attached hereto and incorporated as part of this contract docu-
ment.
II. INDEPENDENT CONTRACTOR
At all times and for all purposes under this agreement the CON -
TRACTOR is an independent contractor and not an employee of the
Board of County Commissioners for Monroe County. No statement
contained in this agreement shall be construed so as to find the
contractor or any of his /her employees, contractors, servants, or
agents to be employees of the Board of County Commissioners for
Monroe County.
III. ASSURANCE AGAINST DISCRIMINATION
The CONTRACTOR shall not discriminate against any person on the
basis of race, creed, color, national origin, sex, age, or any
other characteristic or aspect which is not job related, in its
recruiting, hiring, promoting, terminating, or any other area
affecting employment under this agreement or with the provision
of services or goods under this agreement.
IV. ASSIGNMENT /SUBCONTRACTING
The CONTRACTOR shall not assign or subcontract this agreement,
except in writing and with the prior written approval of the
COUNTY and the CONTRACTOR, which approval shall be subject to
such conditions and provisions as the COUNTY and the CONTRACTOR
may deem necessary. This agreement shall be incorporated by
reference into any assignment and any assignee shall comply with
all of the provisions of this agreement. Unless expressly provid-
ed for therein, such approval shall in no manner or event be
deemed to impose any obligation upon the COUNTY in addition to
the total agreed -upon price of the services /goods of the CONTRAC-
TOR.

V. COMPLIANCE WITH LAW
In providing all services /goods pursuant to this agreement, the
CONTRACTOR shall abide by all statutes, ordinances, rules and
regulations pertaining to, or regulating the provisions of, such
services, including those now in effect and hereinafter adopted.
Any violation of said statutes, ordinances, rules and regulations
shall constitute a material breach of this agreement and shall
entitle the COUNTY to terminate this contract immediately upon
delivery of written notice of termination to the CONTRACTOR.
VI. INSURANCE
The CONTRACTOR will be responsible for all necessary insurance
coverage as indicated by an "X" on the attached form identified
as WC1 attached hereto and incorporated as part of this Contract
Document.
VII. HOLD HARMLESS
The CONTRACTOR shall defend, indemnify and hold the COUNTY harm-
less, as outlined on the attached form identified as IND1, at-
tached hereto and incorporated as part of this contract document.
VIII. ASSIGNMENT OF WARRANTIES
Upon acceptance of the generators by the COUNTY, the CONTRACTOR
shall assign all manufacturer's warranties to the COUNTY for the
use and benefit of the COUNTY.
IX. PROFESSIONAL RESPONSIBILITY
The CONTRACTOR warrants that it is authorized by law to engage in
the performance of the activities encompassed by the project
herein described, subject to the terms and conditions set forth
in the Request for Proposal dated July 5, 1994, which is at-
tached hereto and incorporated herein as a part of this con -
tract. The provider shall at all times exercise independent,
professional judgement and shall assume professional responsibili-
ty for the goods and services to be provided. Continued funding
by the COUNTY is contingent upon retention of appropriate local,
state, and /or federal certification and /or licensure of contrac-
tor.
X. NOTICE REQUIREMENT
Any notice required or permitted under this agreement shall be in
writing and hand delivered or mailed, postage prepaid, to the
other party by certified mail, returned receipt requested, to the
following:

XI. COMMENCEMENT AND COMPLETION
The CONTRACTOR shall commence work immediately upon receipt of
Notice to Proceed. The CONTRACTOR shall prosecute the work with
faithfulness and diligence and shall complete the work in accor-
dance with the following schedule of completion.
Upon receipt of Notice to Proceed the CONTRACTOR shall take no
longer than 60 days to complete the work,after which a One Hun -
dred Dollar ($100.00) per day liquidated damage will be as-
sessed.
XII. PARTIAL AND FINAL PAYMENTS
In accordance with the provisions fully set forth in the Request
for Proposal dated July 5, 1994, and subject to additions and
deductions as provided, the COUNTY shall pay to the CONTRACTOR as
follows:
Upon receipt of each generator set, a partial payment will be
made within thirty (30) days after receipt of the CONTRACTOR'S
request for partial payment. The COUNTY shall make partial pay -
ments to the CONTRACTOR on the basis of the prices listed on his
bid dated August 4, 1994, less ten percent (10) of the amount of
such price which is to be retained by the COUNTY until all work
has been performed strictly in accordance with the Agreement and
until such work has been accepted by the COUNTY.
Upon receipt of the final generator set, final payment on account
of this Agreement shall be made within sixty (60) days after
completion by the CONTRACTOR of all work covered by this Agree -
ment and acceptance of such work by the COUNTY. Final payment
shall not exceed Sixty -Seven Thousand One Hundred Dollars
($67, 100.00) .
XIII. VENUE
This contract is governed by the laws of the State of Florida.
The venue for any litigation arising under this contract must be
in Monroe County, Florida. The prevailing party will be entitled
to a reasonable attorney's fee and reasonable costs.

One Hundred Dollars ($67,100.00).
An option proposal as requested for the LP gas powered generators shall
be an additional cost of Thirty -four Hundred Dollars ($3,400.00) over the cost

NOTICE IS HEREBY GIVEN TO WHOM IT MAY CONCERN that on
Thursday, August 4, 1994, at 10:00 A.M„ at the Office of the
Director of Purchasing, a Committee consisting of the the
Director of Purchasing, the County Administrator. the County
Attorney, and the requesting Department Head or Division
Director, or their designees, will open sealed bids for the

All bids must be received by the Office of the Director of
Purchasing, 5100 College Road, Public Service Building, Cross

All bids, including the recommendation of the County

Director, will be presented to the Board of County Commissioners
for final awarding or otherwise.
The Board will automatically reject the bid of any person or
affiliate who appears on the convicted vendor list prepared by
the Department of General Services, State of Florida, under Sec.
287.133(3)(d), Fla.Stat. (1989).
Bidders shall submit two (2) signed originals and two (2)
complete copies of each bid in a sealed envelope marked on the

PROJECT:
EMERGENCY GENERATOR POWER SYSTEMS
KEY LARGO AND SIGSBEE PARK TRANSLATOR SITES
MONROE COUNTY, FLORIDA
SCOPE:
This project consists of the installation of two (2) self -con-
tained generator systems and all appropriate automatic switching
gear and accessory apparatus to provide the facilities described
as the Key Largo and Sigsbee Park translator sites with back -up
generator power.
DOCUMENTS:
All work specified herein shall be performed in accordance with
the Standard Building Code, the National Electric Code, and all
State, County, and Local Ordinances.
EXECUTION:
Proposals to be considered shall be submitted to Monroe County
Purchasing Department, Public Service Building, Cross Wing Room
#002, Stock Island, Key West, FL 33040 no later than 10:00 a.m.
on . Work shall be completed within sixty
(60) days of proposal acceptance and issuance of Notice to Pro-
ceed.
PERMITS AND LICENSES:
Prior to the commencement of the work, the Contractor shall ob-
tain all required permits. The Contractor shall furnish copies
of all current licenses as a part of this proposal.
INSURANCE:
Contractor will be responsible for all necessary insurance cover-
age as indicated by an "X" on the attached forms identified as
INSCKLST 1 -4, as further detailed on forms WC1, GL1, VL1,
GIR 1 & GIR 2. Certificates of Insurance must be provided to
Monroe County within fifteen days after award of bid. If the
proper insurance forms are not received within the fifteen days,
bid may be awarded to the next lowest bidder.

INDEMNIFICATION AND HOLD HARMLESS:
The Contractor shall defend, indemnify and hold harmless the
County as outlined on the attached form identified as IND1.

The Contractor shall furnish the attached statement, fully com-
plete and notarized, as required by law, as a part of his propos-
al.
NON - COLLUSION AFFIDAVIT:
Any person submitting a bid or proposal in response to this invi-
tation must execute the enclosed NON - COLLUSION AFFIDAVIT. If
it is discovered that collusion exists among the bidders, the bid
or proposal of all participants in such collusion will be reject-
ed, and no participants in such collusion will be considered in
future proposals for the same work.
CONDITIONS:
This project requires the contractor to furnish all labor, materi-
al, tools, equipment, and machinery necessary for a complete
installation of emergency back -up power systems. Systems shall
include the installation of two (2) self contained, 3 phase, 60
KW, diesel powered generators and'all automatic switching gears,
accessories, wiring, conduit, and inter - connections with the
existing power supply as required to provide the entire transla-
tor sites with electrical power in the event of loss of primary
service. Acceptable manufacturers shall be Onan, Kohler, or
approved equals. Contractor shall furnish all operational manu-
als, written warranties, maintenance manuals, and manufacturers
recommendations upon completion of final acceptance of the work.
An option proposal is also requested for LP gas powered genera-
tors under these same conditions. Each generator shall be in-
stalled and secured on a concrete foundation and meet flood eleva-
tion requirements and be provided with exterior enclosures.
Sealed engineered drawings shall be required for the foundation
and generator securing method.
Site visits shall be arranged by phoning the Public Safety
Department at (305) 289 -6002.

Indemnification and Hold Harmless

Suppliers of Goods and Services
The Vendor covenants and agrees to indemnify and hold harmless Monroe County Board of
County Commissioners from any and all claims for bodily injury (including death), personal injury,
and property damage (including property owned by Monroe County) and any other losses,
damages, and expenses (including attorney's fees) which arise out of, in connection with, or by
reason of services provided by the Vendor or any of its Subcontractor(s) in any tier, occasioned
by the negligence, errors, or other wrongful act or omission of The Vendor or its Subcontractors
in any tier, their employees, or agents.
In the event the completion of the project (to include the work of others) is delayed or suspended
as a result of the Vendor's failure to purchase or maintain the required insurance, the Vendor shall
indemnify the County from any and all increased expenses resulting from such delay.
The extent of liability is in no way limited to, reduced, or lessened by the insurance requirements
contained elsewhere within this agreement.

WORKERS' COMPENSATION

Prior to the commencement of work governed by this contract, the Contractor shall obtain
Workers' Compensation Insurance with limits sufficient to respond to Florida Statute 440.
In addition, the Contractor shall obtain Employers' Liability Insurance with limits of not less than:

$100,000 Bodily Injury by Disease, each employee
Coverage shall be maintained throughout the entire term of the contract.
Coverage shall be provided by a company or companies authorized to transact business in the
state of Florida and the company or companies must maintain a minimum rating of A -V1, as
assigned by the A.M. Best Company.
If the Contractor has been approved by the Florida's Department of Labor, as an authorized self -
insurer, the County shall recognize and honor the Contractor's status. The Contractor may be
required to submit a Letter of Authorization issued by the Department of Labor and a Certificate -
of Insurance, providing details on the Contractor's Excess Insurance Program.
If the Contractor participates in a self - insurance fund, a Certificate of Insurance will be required.
In addition, the Contractor may be required to submit updated financial statements from the fund
upon request from the County.

General Insurance Requirements
for
Suppliers of Goods or Services
As a pre- requisite of the work governed, or the goods supplied under this contract (including the
pre staging of personnel and material), the Vendor shall obtain, at his/her own expense, insurance
as specified in any attached schedules, which are made part of this contract. The Vendor will
ensure that the insurance obtained will extend protection to all Subcontractors engaged by the
Vendor. As an alternative, the Vendor may require all Subcontractors to obtain insurance
consistent with the attached schedules.
The Vendor will not be permitted to commence work governed by this contract (including pre -
staging of personnel and material) until satisfactory evidence of the required insurance has been
furnished to the County as specified below. Delays in the commencement of work, resulting from
thc failure of the Vendor to provide satisfactory evidence of the required insurance, shall not
extend deadlines specified in this contract and any penalties and failure to aerform assessments
shall be imposed as if the work commenced on the specified date and time, except for the
Vendor's failure to provide satisfactory evidence.
The Vendor shall maintain the required insurance throughout the entire term of this contract and
any extensions specified in the attached schedules. Failure to comply with this provision may
result in the immediate suspension of all work until the required insurance has been reinstated or
replaced. Delays in the completion of work resulting from the failure of the Vendor to maintain
thc required insurance shall not extend deadlines specified in this contract and any penalties and
failure to perform assessments shall be imposed as if the work had not been suspended, except for
the Vendor's failure to maintain the required insurance.
The Vendor shall provide, to the County, as satisfactory evidence of the required insurance,
either:
• Certificate of Insurance
or
• A Certified copy of the actual insurance policy.
The County, at its sole option, has the right to request a certified copy of any or all insurance
policies required by this contract.
All insurance policies must specify that they are not subject to cancellation, non - renewal, material
change, or reduction in coverage unless a minimum of thirty (30) days prior notification is given
to the County by the insurer.
The acceptance and /or approval of.the Vendor's insurance shall not be construed as relieving the
Vendor from any liability or obligation assumed under this contract or imposed by law.

The Monroe County Board of County Commissioners, its employees and officials will be included
as "Additional Insured" on all policies, except for Workers' Compensation.
Any deviations from these General Insurance Requirements must be requested in writing on the
County prepared form entitled "Request for Waiver of Insurance Requirements" and approved
by Monroe County Risk Management.

CONTRACT ADMINISTRATION
WAIVER OF INSURANCE REQUIREMENTS
There will be times when it will be necessary, or in the best interest of the County, to deviate from
the standard insurance requirements specified within this manual. Recognizing this potential, and
acting on the advice of the County Attorney, the Board of County Commissioners has granted
authorization to Risk Management to waive and modify various insurance provisions.
Specifically excluded from this authorization is the right to waive:
• The County as being named as an Additional Insured - If a letter from the Insurance
Company (not the Agent) is presented, stating that they are unable or unwilling to name
the County as an Additional Insured, Risk Management has been granted the authority to
waive this provision.

• The Indemnification and !fold HIarmless provisions
Waiving of insurance provisions could expose the County to economic loss. For this reason,
every attempt should be made to obtain the standard insurance requirements. if a waiver or a
modification is desired, a Request for Waiver of Insurance Requirements form should be
completed and routed to Risk Management for consideration and negotiation as soon as possible.
The form will be returned, either approved or disapproved, to the County Attorney who will
submit the Waiver with the other contract documents for execution by the Clerk of the Courts.
Should Risk Management deny the Waiver Request, the other party may file an appeal with the
County Administrator or the Board of County Commissioners, who retains the final decision
making authority.

GENERATOR SET SPECIFICATIONS
GENERAL
It is the intent of this specification to secure an emergency
generator system that has been prototype tested, factory built,
production tested, site tested. Of the latest commercial design,
together with all accessories necessary for a complete installa-
tion as shown on the plans and drawings and specified herein. The
equipment supplied and installed shall meet the requirements of
the National Electric Code and all applicable local codes and
regulations. All equipment shall be new, of current production by
a national firm which manufactures the generator and controls,
transfer switch, and assembles the generator set as a matched
unit so that there is one - source responsibility for warranty,
parts, and service through a local representative with factory -
trained service personnel.
SUBMITTAL: Submittal shall include specification sheets showing
all standard and optional accessories to be supplied, schematic
wiring diagrams, dimension drawings, and interconnection diagrams
identifying by terminal number each required interconnection
between the generator set, the transfer switch, and other remote
devices if included elsewhere in these specifications.
TESTING: To assure that the equipment has been designed and built
to the highest reliability and quality standards, the manufactur-
er shall be responsible for design prototype tests as described
herein: Components of the emergency system, such as the en-
gine /generator set, transfer switch, and accessories shall not be
subjected to prototype tests since the tests are potentially
damaging. Rather, similar design prototypes which will not be
sold, shall be used for these tests. Prototype test programs
shall include the requirements of NFPA -110 and the following:
1. Maximum power (kw).
2. Maximum starting (kva) at 35% instantaneous voltage dip.
3. Alternator temperature rise be embedded thermocouple and by
resistance method per NEMA MGI -22.40 and 16.40.
4. Governor speed regulation under steady -state and transient
conditions.
5. Voltage regulation and generator transient response.
6. Fuel consumption at 1/4, 1/2, 3/4, and full load.
7. Harmonic analysis, voltage waveform deviation, and telephone
influence factor.
8. Three -phase line - to -line short circuit test.

9. Cooling air flow.
10. Torsional analysis testing to verify that the generator set
is free of harmful torsional stresses.
11. Endurance testing.
WARRANTY: The emergency generator system shall be warranted by
the manufacturer for one year or 2,000 hours whichever comes
first from the date of the site setup.
PRODUCTS
The standby generator set shall be rated standby power (defined
as continuous operation for the duration of any power outage)
120/208 volts, 3 phase, 4 wire, .8 powerfactor, 60.0 kw, 75 kva,
208 amperes at 1000 feet altitude, 77 degrees Fahrenheit, as
Kohler model 60ROZJ with a 4P10 generator frame. Vibration isola-
tors shall be provided between the engine - generator and welded
steel base or between the base and the floor.
Final Production Tests: Each generator set shall be tested under
varying loads with guards and exhaust system in place. Tests
shall include:
1. Single -step load pickup.
2. Transient and steady -state governing.
3. Safety shutdown device testing.
4. Voltage regulation.
5. Rated Power.
6. Maximum Power.
upon request, arrangements to witness this test will be made or a
certified test record will be sent prior to shipment.
ENGINE: The 239 cubic inch displacement engine shall deliver a
minimum of 100 HP at a governed speed of 1800 rpm. The engine
shall be equipped with the following:
Engine driven or electric fuel transfer pump, fuel filters
and electric fuel shut -off valve.
Gear driven governor capable 'of regulating the no load to
full load frequency to a 5% maximum and capable of .033%
Steady State frequency regulation.
12 volt positive engagement solenoid shift - starting motor.

35- ampere minimum automatic battery charging alternator with
solid -state voltage regulation.
Positive displacement, full pressure lubrication oil pump,
cartridge oil filters, dipstick, and oil drain.
Dry -type replaceable air cleaner elements.
NOTE: Engines requiring glow plugs will not be acceptable when
NFPA -99 or NFPA -110 Type 10 (ten- second) transfer requirement
must be met.
The naturally aspirated or turbocharged engine shall be fueled
with No. 2 diesel, have 4 cylinder8 and be liquid cooled. A unit -
mounted radiator, blower fan, water pump, thermostat, and radia-
tor duct flange (unhoused only) shall properly cool the engine
with up to 0.5 inches H2O external static pressure on the cooling
system.
GENERATOR: The alternator shall be salient -pole, reconnectable 12
lead, self - ventilated of drip -proof construction with amortisseur
rotor windings and skewed for smooth voltage waveform. The insula-
tion material shall meet the NEMA standard (MGI -22.40 and 16.40)
for Class H and be vacuum impregnated with epoxy varnish to be
fungus resistant per MIL I -24092 or be multiply dipped and soaked
with nonhygroscopic varnish with a final dip of epoxy. The excita-
tion system shall be of brushless construction controlled by a
solid -state voltage regulator with adjustable Volts- per -Hertz
operation capable of maintaining voltage within + or - 2% at any
constant load from 0 to 100% of rating. The regulator must be
sealed from the environment and isolated from the load to prevent
tracking when connected to SCR loads.
On application of any load up to the rated load, the instantane-
ous voltage dip shall not exceed 20% and shall recover to + or -
2% of rated voltage within one second.
The generator shall be capable of sustaining at least 250% of
rated current for at least 10 seconds under a 3 phase symmetrical
short by inherent design or by the addition of an optional cur-
rent boost system.
The generator shall be capable of accepting the loads that were
specified with a 40 KVA, 40Kw being the largest running loads and
6% being the largest instantaneous voltage dip when loads are
started as specified on the loads report.
A resettable line current sensing circuit breaker with inverse
time versus current response shall be furnished and shall not
automatically reset preventing restoration of voltage if mainte-
nance is being performed. This breaker shall protect the genera-
tor from damage due to its own high current capability and shall
not trip within the 10 seconds specified above to allow selective

tripping of down - stream fuses or circuit breakers under a fault
condition.
The generator, having a single maintenance free bearing, shall be
directly connected to the flywheel housing with a semiflexible
coupling between the motor and the flywheel.
CONTROLLER: Set - mounted controller capable of facing right, left,
or rear shall be vibration isolated on the generator enclosure.
The microprocessor control board shall be moisture proof and
capable of operation from - 40c to 85c. Relays will on be accept-
able in high current circuits.
Circuitry shall be of plug -in design for quick replacement. Con-
troller shall be equipped to accept a plug -in device capable of
allowing maintenance personnel to test controller performance
without operating the engine. The controller shall include:
1. Fused DC circuits.
2. Complete two -wire start /stop control which shall operate on
closure of a remote contact.
3. Speed sensing and a second independent starter motor disen-
gagement systems shall protect against the starter engaging
with a moving flywheel. Battery charging alternator voltage
will not be acceptable for this purpose.
4. The starting system shall be designed for restarting in the
event of a false engine start, by permitting the engine to
completely stop and then reengage the starter.
5. Cranking cycler with 15- second ON and OFF cranking periods.
6. Overcrank protection designed to open the cranking circuit
after 75 seconds if the engine fails to start.
7. Circuitry to shut down the engine when signal for high cool-
ant temperature, low oil pressure, or overspeed are received.
8. Engine cool down timer factory set at five minutes to permit
unloaded running of the standby set after transfer of the
load to normal.
9. Three - position (Automatic - OFF - TEST) selector switch. In
the test position, the engine shall start and run regardless
of the position of the remote starting contacts. In the auto-
matic position, the engine shall start when contacts in the
remote control circuit close and stop five minutes after
those contacts open. In the off position, the engine shall
not start even though the remote start contacts close. This
position shall also provide for immediate shutdown in case of
an emergency. Reset of any fault lamp shall also be accom-
plished by putting the switch to the off position.

INSTRUMENT PANEL: A set mounted instrument panel shall include:
1. Dual range voltmeter, 3 1/2 inch, + or - 2% accuracy
2. Dual range ammeter, 3 1/2 inch, + or - 2% accuracy.
3. Voltmeter - ammeter phase selector switch.
4. Lights to indicate high or low meter scale.
5. Direct reading pointer -type frequency meter, 3 1/2
inch, + or - 5% accuracy, 45 to 65 Hz scale.
6. Panel illuminating lights.
7. Battery charging meter.
8. Coolant temperature gauge (liquid cooled models).
9. Oil pressure gauge.
10. Running time meter.
11. Voltage adjust rheostat (+ or - 5% range).
ACCESSORIES: The following accessories shall be provided:
1. Overvoltage protection will shut down the unit after

one second of 15% or moreovervoltage.
2. Battery rack, battery cables, 12 -volt battery(ies)
capable of delivering the minimum cold cranking amps
required at zero degrees Fahrenheit per SAE Standard
J -537.
3. Gasproof, seamless, stainless steel, flexible exhaust
connector(s) ending in pipe thread.
4. Flexible fuel line(s) rated 300 degrees F and 100 PSI
ending in pipe thread.
5. Engine exhaust silencer, coated to be temperature and
rust resistant, rated for critical applications. Exhaust
noise shall be limited to 85 dba as measured at 10 feet
in a free -field environment.
6. 10 Ampere automatic float and equalize battery charger
with +- 1% constant voltage regulation from no load to
full load over +- 10% AC input line variation, current
limited during engine cranking and short circuit condi-
tions, temperature compensated for ambients from -40
degrees C to +60 degrees C, 5% accurate voltmeter and
ammeter, fused, reverse polarity and transient protect-
ed. Optional alarm circuit board to meet the require-
ments of NFPA -110 for low battery voltage, high battery
voltage, and battery charger malfunction.
7. Steel weather - protective enclosure with removable or
hinged side panels to allow inspection and maintenance.
The enclosure shall be coated with ASA gray primer and
two coats of high - gloss, weatherproof, sag resistant
vinylac in the manufacturer's standard color through an
electrical bonding process. The specified exhaust silenc-
er shall be vibra- mounted on the roof of the enclosure.
8. A 150 gallon sub -base mounted steel tank with level
gauge and low level alarm contacts.
EXECUTION:
The equipment shall be installed as shown on the plans, in accor-
dance with the manufacturer's recommendations and all applicable
codes:
Site Tests: An installation check, start -up, and building load
test shall be performed by the manufacturer's local representa-
tive. The engineer, regular operators, and the maintenance staff
shall be notified of the time and date of the site test. The
tests shall include:
1. Fuel, lubricating oil, and antifreeze (liquid cooled

models) shall be checked for conformity to the manufac-
turer's recommendations under the environmental condi-
tions present and expected.
2. Accessories that normally function while the set is
standing by shall be checked prior to cranking the en-
gine. This shall include: engine heaters, battery charg-
er, generator strip heaters, remote annunciator, etc.
3. Start -up under test mode to check for exhaust leaks,
path of exhaust gases outside the building, cooling air
flow, movement during starting and stopping, vibration
during running, normal and emergency line - to -line volt-
age and phase rotation.
4. Automatic start -up by means of simulated power outage
to test remote - automatic starting, transfer of the load,
and automatic shutdown. Prior to this test, all transfer
switch timers shall be adjusted for proper systems coor-
dination. Engine temperature, oil pressure and battery
charge level along with generator voltage, amperes, and
frequency shall be monitored throughout the test.

TRANSFER SWITCH SPECIFICATIONS
1.0 General
It is the intent of this specification to secure an
automatic transfer switch that has been prototype test-
ed, factory built, production tested, and site tested,
together with all accessories necessary for a complete
installation as shown on the plans and drawings and
specified herein. An automatic transfer switch with
number of poles, voltage and current ratings as shown on
the plans shall be provided. Each ATS shall consist of
an inherently double -throw power transfer switch unit
and a control module interconnected to provide complete
automatic operation. All equipment shall be new and of
current production by an international firm which manu-
factures the generator, controls, and transfer switch.
The company selected will assemble the standby generator
set and system as a matched unit so that there is one -
source responsibility for warranty, parts and service
through a local representative with factory- trained
personnel.
2.0 Mechanical Requirements
2.1 The ATS shall be furnished in a NEMA Type 1
enclosure unless otherwise shown on the plans.
2.2 All moveable parts of the operating mechanism
shall remain in positive mechanical contact with
the main contacts during the transfer operation
without the use of separate mechanical interlocks.
2.3 All main contacts shall be of silver composition.
The main contacts shall be protected by arcing
contacts in sizes 4Q0 amperes and over. The main
contacts shall be of the blow -on configuration and
of segmented construction in ratings 600 amperes
and over.
2.4 Where neutral conductors must be switched as shown
on the plans, the ATS shall be provided with fully
rated overlapping neutral transfer contacts. The
neutrals of the normal and emergency power sources
shall be connected together only during the trans-
fer and retransfer operation and remain connected
together until power source contacts close on the
source to which transfer or retransfer in being
made. The overlapping neutral transfer contacts
shall not overlap for a time duration greater than
100 milliseconds. A non - overlapping neutral trans-
fer (fourth) pole shall not be acceptable.
2.5 When neutral conductors are to be solidly

connected as shown on the plans, a neutral conduc-
tor terminal plate with fully rated AL -CU pressure
connectors shall be provided.
2.6 All contacts, coils, springs, and control elements
shall be conveniently removable from the front of
the transfer switch without major disassembly or
disconnection of power conductors.
2.7 The contact transfer time shall not exceed one -
sixth (1/6) of a second.
3.0 Electrical Requirements
3.1 Automatic transfer switches not intended for
continuous duty or repetitive load transfer switch-
ing are not acceptable.
3.2 The automatic transfer switch shall be rated in
amperes for total system transfer including control
of motors, electric- discharge lamps, electric heat-
ing, and tungsten - filament lamp load. Switches
rated 400 amperes and below shall be suitable for
100% tungsten - filament lamp load. Switches rated
above 400 amperes shall be suitable for 30% tung-
sten- filament load.
3.3 The automatic transfer switch shall be rated to
withstand the rms symmetrical short circuit current
available at the automatic transfer switch termi-
nals, with the type of overcurrent protection shown
on the plans.
4.0 Transfer Switch Control System
4.1 The control module shall direct the operation of
the transfer switch. The module's sensing and logic
shall be a built -in microprocessor -based system for
maximum reliability, minimum maintenance, and inher-
ent digital communications capability. The control
settings shall be stored in nonvolatile EEPROM. The
module shall contain an integral programmable clock
and calendar. The control module shall have a keyed
disconnect plug to enable the control module to be
disconnected from the transfer mechanism for rou-
tine maintenance.
The control module shall be mounted separately from
the transfer mechanism unit for safety and ease of
maintenance. Interfacing relays shall be industrial
control grade plug -in type with dust cover.
4.2 The control module shall include programming

keypad, alpha- numeric display for monitoring set-
tings and diagnostic values, key - lockable program
selector switch, light- emitting diode status indica-
tion, and user instructions. These features shall
be user accessible when the enclosure door is
closed.
4.3 The control module shall be capable of storing the
following records in memory for access either local-
ly (at the control module) or remotely (at a comput-
er):
Number of hours transfer switch is in the
emergency position (total and since record
reset)
Number of hours the emergency is available
(total and since record reset)
Total days that control has been energized
(total and since record reset)
Total transfers in either direction (total and
since record reset)
Date of record reset
Date of last exercise period
Date, time, and description of the last four
source failures
Elapsed time during the most recent source
outage
5.0 Operation
5.1 Source Voltages
5.1.1 The voltage of each phase of the normal
source and a single phase of the emergency
source shall be monitored with pickup adjust-
able from 75% to 100% and dropout adjustable
from 70% to 95% of nominal. Adjustment must
be digital.
5.1.2 An automatic minimum differential of 2%
shall be maintained between pickup and
dropout settings.
5.1.3 Repetitive accuracy of the setting shall be
+2% or better over an operating temperature
range of -20 F to 150F ( -29 C to 65.5C).

5.1.4 The settings shall be fully field adjustable
by keypad or keyboard (local or remote) in
increments of 1 Volt without opening the
enclosure door and without the use of
special tools or separate meters.
5.1.5 Factory settings shall be pickup at 90% and
dropout at 85 %.
5.1.6 A light emitting diode shall indicate that
normal and /or emergency voltage is within
the set point parameter. The indication
shall be viewable when the enclosure door is
closed.
5.2 Time Delays
5.2.1 The control module shall include four time
delays that are fully field - adjustable by
keypad or keyboard in increments of 1 second
over the entire range.
5.2.2 Adjustments and viewing of the time delay
values shall be accessible when the enclo-
sure door is closed.
5.2.3 Light emitting diodes shall indicate when
the timing feature is running and when the
time delay has ended.
5.2.4 Required Time Delays
5.2.4.1 Time delay for engine start to delay
initiation of transfer for momentary source
outages: Range 0 -6 seconds. Factory set at 5
seconds.
5.2.4.2 Time delay for transfer to emergency: Range
0 -5 minutes. Factory set at 5 seconds.
5.2.4.3 Time delay for transfer back to normal:
Range 0 - 30 minutes. Factory set at 5 seconds.
5.2.4.4 Time delay for engine cooldown: Range 0 -30
minutes.
5.2.5 Input values outside the allowable parameters
shall cause a "range error" message to be displayed.
5.3 The user shall have the ability to manually program an
engine start and run for a period of up to 72 hours in
the loaded or unloaded mode of operation. The time delay
transfer to emergency and /or normal may be bypassed
during the run period. A numeric indication shall be

displayed of the run time remaining in hours and min-
utes. The run period may be my stopped at any time with
a single key strike. After the run period has stopped,
the engine shall run unloaded for the cooldown time.
5.4 User terminals shall be available to connect a normally
closed contact that, when opened, signals that control
module to start and transfer load to the engine genera-
tor.. Closing these contacts shall initiate a retransfer
and engine cooldown sequence. The load shall be trans-
ferred to an available utility source immediately if the
generator source should fail.
5.5 The following features shall be built into the control
module logic. These features shall be enabled at the
factory or in the field by installing an insulated pro-
gram jumper provided by the vendor as standard.
5.5.1 Extended Time Delay: Allows the time delay
settings to be extended to 99 minutes.
5.5.2 Plant Exerciser: Programmable seven day, four-
teen day or calendar exerciser. Each exerciser
mode shall be capable of performing up to two
exercise runs in up to five exercise event
periods. The exerciser period shall be pro-
grammed with the enclosure door closed. The
exercise time may be reset at any time with a
single key stroke. The engine shall be allowed
to run when the exercise period is terminated.
5.5.3 All phases of normal and all or single phases
of emergency shall be monitored for
overvoltage and single phase of normal and
emergency for over- and under - frequency. the
values shall be programmed with the enclosure
door closed.
5.5.4 Anti - single phasing protection shall detect
regenerative voltage as a failed source condi-
tion.
5.5.5 In -phase monitoring shall continuously
monitor the contractor transfer times, source
voltage, frequency and phase angle to provide
a self adjusting, zero crossing contactor
transfer signal,
5.5.6 Manual operation override shall function to
bypass any manual switch accessories if the
source to which the transfer switch is posi-
tioned fails. This program jumper shall be
factory installed.

5.6 Status Indicators

5.6.3 Accessory Active

5.6.4 A lamp test push button shall light all light -
emitting diodes.
5.7 The control module shall have a three - position, key -oper-
ated, programming control switch. The key shall be remov-
able in any position. The positions shall be:
Off - Allows all enabled accessories to be moni-
tored only. Settings cannot be changed while in
this position.
Local - Allows all enabled accessory settings to be
changed by local keypad entry.
Remote - Allows all enabled accessories to be al-
tered via the remote communications port.
5.8 A momentary -type test switch shall be provided to simu-
late a normal source failure.
5.9 The transfer switch shall have a load -shed and sequenc-
ing capability to allow up to nine selected loads to be
disconnected prior to transfer in either direction. It
shall be possible to vary the time sequence for
reenergizing of the nine loads.
5.10 A set of gold flashed contacts rated 10 amps, 28VDC
shall be provided for a low- voltage engine start signal
when the normal source fails.

6.0 Communications Capabilities •
The transfer switch shall be capable of being connected in any
of the following five network configurations. (See Point to
Point Connectivity and Multi -Drop Network Sections) Interac-
tive Software for ATS applications must be available. The
software must monitor, allow alteration of values, and pro-
vide system diagnostics. All values and indications of the
ATS keypad must be available through the networks.
6.1 Point to Point Connectivity
It shall be possible to connect to ATS directly to a
personal computer in the following ways:
6.1.1 Local Connection - Maximum cable length 50
feet (15 meters) using RS232.
6.1.2 Local Connection - Maximum cable length 4000
feet (1219 meters) using RS422.
6.1.3 Remote Connection - Utilizing phone lines,
modems, and RS232.
6.2 Multidrop Networks
Control modules shall be capable of being connected as a
local area network using a shielded twisted pair. A
single local area network shall be capable of addressing
and interfacing with up to 128 control modules.
6.2.1 Local Connection - Total cable length of all
drops (up to 128) is 4000 feet (1219 meters).
6.2.2 Remote Connection - Connect to a local
network as referenced below then utilize phone
lines to monitor and control.
6.3 The minimum computer requirements for local or remote
area networks are an IBM, PC or true compatible with

8.0 Withstand Ratings
8.1 The ATS shall be rated to withstand the available rms
symmetrical short - circuit current at the ATS terminals
with the type of overcurrent protection shown on the
plans.
8.2 The control panel shall meet or exceed the voltage surge
withstand capability in accordance with IEEE Standard
472 -1974 (ANSI C37, 90a - 1974) and the impulse withstand
voltage test in accordance with the proposed NEMA Stan-
dard ICS1 - 109. The control panel shall conform to the
test requirements of UL 991 for transient overvoltage,
electromagnetic susceptibility, and electrostatic dis-
charge.
9.0 Test and Certification
All production unit shall be subjected to the following fac-
tory tests:
9.1 The complete ATS shall be tested to ensure proper opera-
tion of the individual components and correct overall
sequence of operation and to ensure that the operating
transfer time, voltage, frequency and time delay set-
tings are in compliance with the specification require-
ments.
9.2 The switch shall be subjected to a dielectric strength
test per NEMA Standard ICS 1 109.21.
10.0 Manufacturer's Responsibility

10.1 The supplier shall be able to provide the services of a
field technician to test and demonstrate and train the
operating personnel.
10.2 The consultant shall have the option of witnessing the
demonstration of the system. Notification shall be pro -
vided one week prior to the test and demonstration.
10.3 Submittal shall include specification sheets showing all
standard and optional accessories to be supplied: sche-
matic, wiring diagrams, dimension drawings, and intercon-
nection diagrams identifying by terminal number each
required interconnection between the generator set and
the transfer switch.
10.4 Each transfer switch shall be provided with an opera-
tor's manual providing installation and operating in-
structions.
10.5 Each automatic transfer switch and generator set shall
be warranted by the generator set manufacturer for one
year from the date placed in service.
