A Public Hearing and Workshop of the Monroe County
Board of County Commissioners convened at 5: 05 P.M. , on the above
date, at the Plantation Key Government Center, Courtroom A.
Present and answering to roll call were Commissioners Earl Cheal,
Shirley Freeman, Wilhelmina Harvey, Mary Kay Reich. Mayor London
arrived later in the meeting. Also present were Isabel C.
DeSantis, Deputy Clerk; Randy Ludacer, County Attorney; Tom
Brown, County Administrator; County Staff; members of the Press
/' and Radio; and the general public.
All stood for the Invocation and Pledge of Allegiance.
ADDITIONS, CORRECTIONS, DELETIONS
Motion was made by Commissioner Harvey and seconded by
Commissioner Freeman approving the addition of Agenda Item D-5
regarding a recommendation for management of the county's boating
programs. Motion carried unanimously, with Mayor London not
present.
RESIDENTIAL SOLID WASTE RATES PUBLIC HEARING
A Public Hearing was held concerning the proposed
Fiscal Year 1994 Residential Solid Waste Collection, Recycling,
and Disposal Rates. County Administrator, Tom Brown discussed
Fiscal Year 1994 Tentative Per Annum Rates. There was no public
input.
COMMERCIAL SOLID WASTE RATES PUBLIC HEARING
A Public Hearing was held concerning the proposed
Fiscal Year Commercial Solid Waste Collection, Recycling, and

Disposal Rates. County Administrator, Tom Brown, discussed the
Fiscal Year 1994 Tentative Pickup Rate Schedule. There was no
public input.
FISCAL YEAR 1994 BUDGET WORKSHOP
COUNTY ADMINISTRATOR'S BRIEFING
County Administrator, Tom Brown, briefed the Board
regarding the Fiscal Year 1994 Proposed Tentative Budget. Mr.
Brown indicated that there was 3 .4% increase above the roll back
rate or 7. 1656 mills as compared to 6.9297 mills last year. This
includes increases of the Fine & Forfeiture Budget, as a result
of the New Detention Facility in Key West, in excess of
$2, 000, 000.00 for operating costs. Mr. Brown discussed the Fire
& Ambulance District's proposed budget.
PUBLIC INPUT AND DISCUSSION OF THE TENTATIVE
FISCAL YEAR 1994 MONROE COUNTY BUDGET
There was no public input concerning the Tentative
Fiscal Year 1994 Monroe County Budget.
Mr. Brown made the following recommendations concerning
the Board's direction to him to further reduce the Tentative
Fiscal 1994 Monroe County Budget:
$200, 000.00 increase in revenue fund balance forward in
the General Fund as a result of money received from
Florida City and $75, 000. 00 of that same money into the
Fine & Forfeiture totaling $275,000. 00 of unanticipated
revenue.
$20,000. 00 for tools out of jail
operation.
$40, 000. 00 for a truck for the Road
Department.
$3, 000.00 for facilities maintenance for
the purchase of a computer.
$4,500. 00 for Parks and Beaches for a
mower.
$32,445. 00 out of a grant local match from the
District I Fire & Ambulance
$8,500. 00 for a computer for the District VI Fire &
Ambulance

$22,000.00 from the new Big Pine Key Library, now
buying versus renting
Motion was made by Commissioner Cheal and seconded by
Commissioner Harvey to approve the above recommendations by the
County Administrator and bring back to the next Budget Workshop.
Motion carried unanimously.
The Board discussed certain areas of Tourist
Development Council funding. Public Works Director, Dent Pierce,
and County Attorney, Randy Ludacer, addressed the Board. Motion
was made by Commissioner Cheal and seconded by Commissioner Reich
directing the Tourist Development Counil to adjust their budget
to accommodate the following funding recommendations made by the
County Administrator and bring back to the next Budget Workshop.
Higgs Beach - maintenance and upkeep, in the amount of
$59,800. 00.
Unincorporated Parks and Beaches, in the amount of
$103, 100.00.
Utilities of Museums, in the amount of $17, 100.00.
Roll call vote was unanimous.
Public Works Director, Dent Pierce, and Tourist
Development Council, Office Manager, Lynda Stuart, addressed the
Board, concerning the dunes at Harry Harris Park. This item was
referred to the Tourist Development Council.
Mr. Brown addressed the Board concerning the District
VI Board of Governors Tentative Fiscal Year 1994 Monroe County
Budget. In addition, the District I Board of Governors Tentative
Fiscal Year Monroe County Budget was discussed. Office of
Management & Budget Director, Melonie Bryan, Public Safety
Director, Reggie Paros, and Upper Keys Health Care Taxing
District Director, Elaine Gorman, addressed the Board.
Motion was made by Commissioner Cheal and seconded by
Commissioner Freeman to request the Trauma Board to review the
impact of the District funding an ambulance, a life pack #10 BP,
and a pulse oximeter and thumper at a total cost of $117, 000. 00
out of the Trauma District. Motion carried unanimously.
Motion was made by Commissioner Cheal and seconded by
Commissioner Harvey to request the Trauma Board to review the
impact of the District funding an ambulance at a total cost of
76,500. 00 out of the Trauma District. Motion carried
unanimously.

COUNTY COMMISSION DISCUSSION OF THE TENTATIVE
FISCAL YEAR 1994 MONROE COUNTY BUDGET
Sheriff, Richard D. Roth, addressed the Board
concerning the Sheriff's Office budget.
Mr. Brown discussed the 1994 Fiscal Year Monroe County
Budget.
Motion was made by Commissioner Cheal and seconded by
Commissioner Freeman directing the County Administrator to
contact each Constitutional Officer and have them look at their
budget for further reductions. Motion carried unanimously.
COMMISSIONER'S ITEMS
Commissioner Harvey discussed a Memorandum dated August
31, 1993 from Jim Sharpe, Chairman of The Marine and Port
Advisory Committee, concerning Management of the County's Boating
Programs. Community Services Director, Peter Horton, addressed
the Board. This item was referred to the County Administrator.
There being no further business, the meeting was
adjourned.
