BETWEEN
THE ALLIANCE FOR AGING, INC.
AND
Monroe County Board of Commissioners
PERTAINING TO
MEDICAID WAIVER PROGRAM SPENDING AUTHORITY FOR SFY 94 -95
This Memorandum of Agreement outlines the Medicaid Waiver
spending authority for Monroe County Board of Commissioners,
hereinafter referred to as the "Provider ", for SFY 94 -95 and
details the responsibilities and the expectations associated with
this authority.
1. The Alliance For Aging develops an allocation of Medicaid
Waiver spending authority to each County within Planning and
Service Area (PSA) 11 each fiscal year using a base amount
equal to the 1992 CCE appropriation shift to the Medicaid
Waiver Program appropriation category, and by distribution of
program Appropriations Act increases of new funds based on
each County's proportion of the Medicaid eligible 60+
population.
2. The SFY 94 -95 Medicaid Waiver spending authority for the
Provider is $169,251.00, (see Allocation Spreadsheet, Exhibits
A &B). The Provider must not exceed allocated spending
authority limits. The Provider is responsible for continued
monitoring of providers with which they hold
subcontracts /service agreements, hereinafter referred to as
"subcontractors ", to facilitate compliance with this
requirement. Failure of the Provider to remain within
allocated spending authority limits will jeopardize future
legislative program appropriations and may result in economic
sanctions or provider dis- enrollment as a Medicaid Waiver
Program provider.
3. The Provider will execute an agreement similar to this
agreement with their subcontracted service provider agencies
which outlines the subcontractors' responsibility to carefully
follow clients' care plans /service authorizations and adhere
to program limits.
4. The Provider will have to control subcontractor billings
through care plans so that subcontracted providers do not over
spend budget allocations. The Provider will have to monitor
subcontractor billings to ensure care plans are adhered to.
5. The Alliance For Aging's Medicaid Waiver Specialist will work
with the Provider to assure persons billed for are in fact on
the master list, and "otherwise monitor the master list for
problems that could contribute to the Provider exceeding
program spending authority.

6. Medicaid will furnish client data monthly on paid provider
claims. The Department of Elder Affairs will sort the data by
PSA and forward management reports to Medicaid Waiver
Specialists who will then utilize this data in working with
providers. These reports will be helpful in identifying
program spending patterns among waiver providers and will
assist in the managing of program budgets.
7. Provider will submit Service Achievement Reports to Medicaid
Waiver Specialist monthly.
8. The Department of Elder Affairs will provide an opportunity in
November, 1994 for providers to reassess their caseloads for
possible additional shifts of CCE funding to the Medicaid
Waiver Program. Action on this issue will be dependent upon
PSA client needs, the Department of Elder Affairs, the
Alliance for Aging Board of Directors, and Legislative
Appropriations Committee's concurrence.
This Memorandum of Agreement will be in effect for the period
July 1, 1994 through June 30, 1995 or until otherwise revised or
terminated.
